Debit Cards Reward Medicaid Patients to Encourage Preventative Medical Care!

It's sad that people need to receive incentives $$$ to simply take care of themselves and their infants. However, if this kind of program can divert medicaid patients from an emergency room to a medical center for a regular check up than it is a good program and money well spent. The return on this kind of investment is priceless.

People need to be re-educated. Most of these people have been conditioned by their parents that it is okay NOT to see a doctor and to go straight to the emergency room when they have an illness. Their parents NEVER took them to a doctor regularly or a dentist or an optometrist. The reality, the hard cold truth is we need to re-train their THINKING and lifestyle they are accustomed to... of neglect! If this is what it takes to get people to care about their health, then we should be adopting this program across the United States! This is the positive side of CAPITALISM at work for the greater good of society. It took a PRIVATE medical group to come up with this idea and NOT our government. Can you see how our government has miserably FAILED medicaid patients. Washington needs to seriously consider MEDICAID REFORM and NOT the public plan they are trying to push onto 85% of Americans that are happy with their medical plan!

INDIANAPOLIS - Some Indiana Medicaid patients can now earn money to spend on health care simply by visiting the doctor or seeking routine preventive care.

Managed Health Services announced on Monday a new debit card program that rewards patients for making regular trips to the doctor, taking care of their babies and getting screened for several conditions.

Participants can earn between $10 and $20 on their cards for each visit or screening. They can then use that to buy health-related items like cough syrup or thermometers.

"What we're trying to do is promote the healthy behavior and make sure the people are getting the right things that they need," said Pat Rooney, president and CEO of Managed Health Services, a subsidiary of St. Louis-based health insurer Centene Corp.

Patients can earn $15 simply by visiting a primary care doctor within 90 days of joining the program. An annual checkup leads to another $20 deposit on the card.

Parents who take their newborn children for required checkups can receive $10 per visit. The program also serves children covered by the State Children's Health Insurance Program up to age 20.

Money also can be earned through screenings for breast and cervical cancers, diabetes and the venereal disease chlamydia.

"A lot of times when a member joins the plan they are pregnant, and we want to get that chlamydia screen done as soon as we can," Rooney said.

In some cases, patients might add more than $100 to their card over a year, Rooney said.

Managed Health Services is one of three companies that administer Medicaid coverage in Indiana. The card applies only to patients under their plan.

Rooney said Managed Health Services debuted a similar program more than a year ago in South Carolina, and patients appear to be seeing their doctors more since that program started.

"Just getting people in to see their primary care doctor is always a challenge with this population," he said. "They tend to want to go to the emergency room for care."

Arizona State professor Marjorie Baldwin said she'd like to see incentives like this for preventive care in health insurance. She notes that other forms of insurance give discounts for preventive measures like smoke alarms in a home.

Baldwin, who was not involved with the Managed Health Services program, is director of Arizona State's School of Health Management and Policy. She noted that the Indiana program addresses access issues and preventive care, topics also discussed as part of the federal government's push to overhaul the health care system.

"I think it's a really good example of how the health system is being reformed from the grass roots up," she said.

SACRAMENTO (AP) -- Against a backdrop of deep fiscal distress, several California lawmakers rewarded their employees with pay hikes during the first half of the year, an Associated Press review of legislative pay records showed.

At least 87 California Assembly staff members received raises totaling more than $430,000 on an annualized basis, even as the state faced a growing budget deficit that led to furloughs and pay cuts for many other government workers and steep reductions in core services.

The review of records obtained under the state Legislative Open Records Act found that salary bumps went to three employees in the office of Assembly Speaker Karen Bass, the Los Angeles Democrat who leads the 80-member chamber, and three to staff members of the Democratic caucus she oversees.

In the 40-member Senate, nine staffers had a boost in pay, leading to an annualized increase of $152,000.

Aides to several members of the Assembly and Senate said some of the increases were not raises in the traditional sense. Rather, they described the higher pay as extra compensation for employees who were working more hours.

In the Assembly, 39 employees received pay increases of 10 percent or more. Of those, 15 saw increases of 20 percent or more. [This is massive bullsh*t 20%]

In the Senate, seven of the nine who received increases saw their pay rise by 10 percent or more as they began working more hours, according to staff.

Five Assembly staffers and two Senate staffers who already made $100,000 a year or more saw their pay rise.

The Assembly had 1,206 employees on its payroll as of June, said Shannon Murphy, a spokeswoman for Bass. Of those, about 7 percent had received pay increases, the AP review found.

Murphy said the Assembly's annual payroll had decreased by $1.3 million in June from a year earlier, with 15 fewer employees. [SO WHAT! Deal with it learn to become more EFFICIENT!]

The Legislative Open Records Act allows the Legislature to be far more restrictive in its release of information than other state agencies, which are covered under a separate law, the California Public Records Act.

Both houses of the Legislature refused the AP's request to make the payroll records available electronically. Details of their spending are not listed in the annual budget the governor signs, as they are for other state agencies and departments, meaning there is no way to cross-check the information the Legislature provides.

The first six months of the year represents a period in which lawmakers and Gov. Arnold Schwarzenegger were grappling with a deepening budget deficit that eventually forced them to make some $30 billion in cuts over a two-year period to education, health care, state parks and other programs. [THEY HAVE NO SHAME?!]

At the same time the Legislature was awarding pay increases, some 200,000 state government employees had been furloughed two days a month, equivalent to a 9 percent pay cut. That has since been increased to three days, or a nearly 15 percent pay cut. [BOO HOO!]

During that period, Assemblywoman Lori Saldana, D-San Diego, awarded a total of $41,000 in annualized pay increases to her staff, the highest total increase for any member of the Legislature.

That included 20 percent pay boosts for three of her employees and a 15 percent increase for her chief of staff, Lucy Krohn, bringing her annual wage to $110,640. [THIS MAKES ME SICK 20%!]

The AP's review showed there were nine pay increases in the Senate during the first six months of 2009.

Documents from Schwarzenegger's office showed the administration payroll falling from 154 employees earning a total of $955,746 a month to 147 employees earning $825,157 at the end of June, as employees were ordered to take two-a-month furlough days. [UNBELIEVABLE!!!]

Reporting from Sacramento - While Californians are still feeling the sting of income and sales tax hikes signed into law earlier this year, now comes news that state tax authorities plan to take a little more from their pockets.

For only the second time in 30 years, the tax board is lowering the point where each tax bracket begins, bumping many people into a higher category. At the same time, officials are cutting back some deductions. Everyone will pay more, even people whose bracket or income doesn't change.

The extra sums will total as much as $140 per family, on top of the increases previously enacted.

Officials said the latest adjustments have been triggered by inflation, or rather the lack of it. This year, the state's inflation index was a negative numberfor the first time since 1983. When the economy takes a deep plunge, so do tax brackets.

The new changes apply to the 2009 tax year. Residents are already paying hundreds -- even thousands -- of additional income tax dollars under the quarter-point rate increase and other tax hikes approved in February as part of a budget deal.

"Everything is going up, up, up," said Othman Rabie, owner of a sandwich shop in downtown Sacramento. "And business is going down."

Back in February, state lawmakers and Gov. Arnold Schwarzenegger approved a slate of temporary tax increases in an effort to balance California's perennially out-of-whack books.

In addition to the income tax rate rising 0.25%, the dependent credit was slashed by more than two-thirds. The vehicle license fee nearly doubled to 1.15% of a car's value. The state sales tax climbed 1%. We pay 9.75% in sales tax now.

This summer, lawmakers and Schwarzenegger decided to withhold 10% more from workers' paychecks starting Nov. 1 -- an accounting scheme to collect taxes faster. Under another bookkeeping maneuver, individuals and businesses that make estimated tax payments will pony up more of that money sooner starting in the first half of next year.

And some local taxes are on the way up. In Los Angeles County, a half-cent-higher sales tax approved by voters took effect in July to fund transportation projects.

Under the latest changes, for a married couple filing jointly, the top tax rate of 9.55% now begins at $92,698, down from $94,110. Combined with the earlier increases, such a couple with two children, earning $100,000, will see their California income tax bill rise by 22.3%, or $716, according to the state Franchise Tax Board. Their tax would go from $3,208 to $3,924, factoring in a $110 drop in the standard deduction for joint returns.

For singles, the top tax threshold has dropped from $47,055 to $46,349. This year, a single filer without children who earned $30,000 in 2008 and 2009 would pay 13.8% more: $617 instead of $542. The standard deduction for sole filers will fall by $55.

"It takes more money out of the taxpaying productive sectors and scoops it into the government coffers at a time when taxpayers are already reeling," DeVore said.

It is unclear how much additional revenue the new brackets will yield for beleaguered state coffers; the state has not computed that yet, said Denise Azimi, spokeswoman for the tax board.

Some taxpayers say they are worried about their very livelihoods.

Martha Franco, 56, has struggled to keep open her family-run restaurant, Pepe's Tacos in Azusa.

"I average about $6 an hour [in receipts] and I'm open 12 hours a day," she said, sitting in the empty establishment as her son mopped the floor around her. "It already feels like I'm just working to pay my taxes," she said.

The solution is simple... do what the state of NEVADA is doing ATTRACTING BUSINESSES to their state by offering them incentives. Boy are their ads brilliant! The average person knows this strategy is effective, you don't need to have a Ph.d. to figure this out. You can even offer incentives for the citizens of your state to start a small business. More businesses EQUALS more jobs! Which in turn means more federal income tax revenue for our government PLUS CONSUMPTION! Oh and it would help if you trimmed some of your government FAT (WASTE). Stop plundering the tax coffers!

Nearly 3 in 10 residents of Detroit need a job.

The unemployment rate in the city of Detroit rose to 28.9 percent in July, the highest rate of unemployment since Michigan started keeping modern numbers, according to the Michigan Department of Energy, Labor and Economic Growth.

113,008 people in Detroit are without jobs, 277,815 people are currently employed.

Despite news of an improving economy, many residents of Michigan haven't felt the impact of the nation's stimulus programs. The state of Michigan has the highest unemployment rate in the nation at 15%. Other large cities in Michigan are extremely challenges as well. The city of Highland Park had a 36% unemployment rate in July, Pontiac 35% and Flint 28%.

Capitalism can emcompass anything from the local neighborhood hot dog stand and barber shop to a multi billion dollar corporation.

The same is true for employees. Let's say at 20 years of age you start off earning $20,000 per year. You do not want to earn that figure for the rest of your life right? No. Your goal as you get older is to increase your income. So hopefully by the time you are 40 years old your income has more than doubled that amount. You are eager to get promoted in order to get a raise right? As you grow in experience and knowledge, you become more valuable to your employer. Thus, garnering you that promotion and raise!

Money is not evil. It's the love of money that is evil. How a person, a corporation or a government acquires that money is the important point. If they lie, cheat, steal and kill in order to obtain that money then without a question THAT IS WRONG!!! This is not my opinion, it is a UNIVERSAL PRINCIPLE. These kinds of persons, corporations and our government should be held accountable and punished to the full extent of the law. However, as we have all witness this past year every crook has basically gotten away with everything. They are all grinning ear to ear, waving their middle fingers at us all. What's to stop them from committing the same crimes all over again? NOTHING! Since when has illegal activities become legal or acceptable? Do we not stand for anything anymore?

Well regarding the social programs in America our government is responsible for allocating our taxpayer money to fund such programs. Our government would rather give themselves raises and payoff special interest groups so they can contribute our money towards their political campaigns. Then alternatively without SHAME cut the social service programs most of us count on and pay for through taxation. Therefore, the corruption is within. Regarding the healthcare insurance cos. many are NON-PROFIT CORPORATIONS.

Without safeguards, traders in the $40-billion program could use inside information to profit -- and any losses would be largely borne by taxpayers.

Reporting from Washington - A controversial $40-billion government program to buy toxic securities from ailing banks has a flaw that law enforcement and financial experts say could allow traders to illegally profit from inside information.

Critics of the program say that without adequate safeguards, traders could use the tens of billions of dollars provided by the government to manipulate prices and exploit the price swings in other trades.

Because the government is providing 75% of the program's money -- $30 billion -- the manipulations could lead to significant losses by taxpayers.

"It is a conflict by design," said Neal Barofsky, the special inspector general for the banking rescue program who has urged tighter controls on the nine trading firms selected to participate.

The Treasury Department, which is in charge of the program, says it intends to closely monitor trading activity to prevent illegal insider trading and profiteering at the expense of the public interest.

But Barofsky said the government probably stands little chance of beating Wall Street at its own game.

"The Treasury cannot possibly match wits with the innovation and aggressiveness of Wall Street," he said. "If you give them a set of rules and there are technicalities and legal loopholes and things we haven't thought of, they are going to find that out, not because they are bad, but because that is what they are supposed to do. They are supposed to seek out profits at all costs."

The program, known as the Public Private Investment Partnership, or PPIP, allows the nine investment firms to use the government money and $10 billion in private funds to buy up toxic securities held by banks.

The firms, chosen last month from a field of about 100 applicants, have already begun assembling pools of private investors to buy the securities, composed of troubled mortgages that have festered on banks' ledger books and hampered their return to health.

The toxic securities, which could total $2 trillion, plummeted in value during last fall's credit crisis and became virtually impossible to sell because of uncertainty over their worth.

Under the government's plan, traders would jump-start the market by making offers to banks for the securities, thereby setting fair prices for the securities and trading them on the open market. Sales could begin as soon as this month.

The chosen investment firms could earn large profits or bonuses on those trades, but their risk of losses is largely borne by the taxpayers, who are putting up most of the money.

The danger is that traders in the government program could wield enormous influence in the market -- and there are no explicit restrictions on how they could use that influence to profit inside deals of their own.

For example, a trader could privately buy up groups of toxic mortgages on the cheap then later drive up the price by purchasing similar mortgages using government money. The practice, known as "front running," could be technically illegal, but the firms are not barred from coming into the program with such securities and then trading them, Barofsky said.

"If being a trader in the program gives you information that enables you to do trades on the side, that isn't going to go over very well with the public," said Lynn Turner, former chief accountant at the Securities and Exchange Commission. "The inspector general is right."

The practice of using side deals strikes many experts as a return to what created the financial crisis in the first place.

During the Wall Street boom years, massive profits were made by companies trading in unregulated side deals, while ordinary investors earned a fraction of those profits in regulated markets.

Now, the Treasury Department seems to be explicitly creating its own miniature version of that system, said Mark Sunshine, senior consultant at First Capital, a commercial lender based in Florida.

"[President] Obama has not required any tougher rules in the PPIP program at a time when he wants tougher rules," Sunshine said.

Barofsky said a simple solution would be to construct a "wall" between traders in the public program and those in other parts of the firms, thus preventing the manipulation of prices with inside information.

But while the Treasury Department is still finalizing its rules for the program, it has rejected the wall, saying it would dissuade veteran traders from joining because they would be barred from making other trades. The program would be left with junior traders -- the only staff members that investment companies would be willing to isolate from their main businesses.

In a letter to the inspector general, Treasury officials said that investment firms privately told the department that they would not get involved in the program if there was an attempt to wall it off.

The Times asked all nine firms about their current trading practices in mortgage-backed securities and their plans for internal controls once trading begins using taxpayer money.

The firms declined to answer all of the questions, including identifying who would lead their trading teams.

The American taxpayer was going to make money on the investments in assets related to Bear Stearns, AIG, Citigroup, Bank of America, ad nauseum, correct?

Is it even possible to track the massive government outlays across the entire economic landscape? Is it further possible to measure the actual cost of the outlays as a percentage of the overall subsidies? Can we navigate this terrain without getting bogged down in the midst of a thicket of government data and statistics? You have come to the right place.

Our trusty financial primer, Subsidyscope (right sidebar here at Sense on Cents) has just released a report, entitled Estimated TARP Subsidy Rate Rises, which links to a report from the Congressional Budget Office highlighting all aspects of the TARP (Troubled Asset Relief Program).

Just as “you can’t tell the players without a program” when attending a sporting event, “you can’t track Uncle Sam without Subsidyscope and Sense on Cents.”

What do we learn? Uncle Sam is still holding some TARP firepower. The TARP was launched as a $699 billion capital commitment. If you recall, the TARP legislation was passed as a vehicle to purchase toxic assets from banks. It has moved a long way away from that.

The TARP now covers 4 initiatives:

  • capital purchase and repayments from financial institutions
  • additional support for large financial institutions
  • financial assistance to automakers and related businesses
  • other actions, such as mortgage modification, TALF subsidies, and purchasing securities backed by Small Business Administration loans.

    To be perfectly frank, I think it is very plausible that the actual capital commitments and activities ongoing under the TARP may not have met the pure letter of the initial legislation. That said, in an environment in which so many initiatives are capital constrained, there is no real legislative pushback. When was the last time we worried about the spirit or letter of our laws when we had bigger issues concerning money?? Money is more important than legal precedents, correct? We’ll get into that on another post.

    On the numbers front:

    Of the $699 billion in total capital, $142 billion has yet to be committed. Of the funds already allocated, Uncle Sam has incurred a total cost of $159 billion. What does that mean?

    Recall the number of times that government officials told taxpayers that we would make money on investments in AIG and the like. Well, so far we’ve lost $159 billion dollars across all our TARP investments. The loss is calculated as the difference in funds committed and allocated to securities and the market value of those securities. That loss represents 36% of the funds committed and actually allocated.

    Not that anybody in the media or the financial industry would want you to know that.

    Program, here….get your program….step right up…program, here!!

    Aug. 17 (Bloomberg) -- The Federal Reserve extended by three to six months an emergency program aimed at restarting credit markets, a move that may cushion the commercial real- estate industry from rising defaults and falling prices.

    The Term Asset-Backed Securities Loan Facility (TALF), with a capacity of as much as $1 TRILLION, will expire June 30, 2010 for newly issued commercial mortgage-backed securities, instead of Dec. 31, 2009, the Fed and U.S. Treasury said today in a statement in Washington. For other asset-backed securities and CMBS sold before Jan. 1, the plan was extended three months to March 31.

    Commercial property values have fallen 35 percent since peaking in October 2007, according to Moody’s Investors Service. The extension may help firms such as Vornado Realty Trust, which is considering the sale of commercial mortgage backed securities (CMBS) through the TALF. Almost $165 billion of mortgages for skyscrapers, shopping malls and hotels are due this year.

    While financial-market conditions “have improved considerably in recent months,” the markets for Asset Backed Securities (ABS) and Commercial Mortgage Backed Securities (CMBS) “are still impaired and seem likely to remain so for some time,” the Fed and Treasury said.

    The central bank said it doesn’t intend to make other types of collateral eligible for the program, indicating officials rejected adding residential mortgage-backed securities after considering such a move for several months. The Fed didn’t rule out a future expansion.

    The Fed began the TALF in March to restart the market for securities backed by auto, credit-card and education loans. In June, the Fed expanded the program to cover as much as $100 billion in loans to support commercial mortgage-backed securities.

    Under the plan, the Fed lends to investors to purchase new asset-backed securities as well as commercial real-estate debt.

    Citigroup Inc., Ford Motor Co. and JPMorgan Chase are among companies that have sold auto and credit-card debt through the TALF. Brookfield Properties Corp. is “thinking about” using the emergency program, Chief Executive Officer Richard Clark said July 29.

    Also, 41 House members -- including Financial Services Committee Chairman Barney Frank, a Massachusetts Democrat, and Carolyn Maloney, a New York Democrat who heads the Joint Economic Committee -- signed a July 31 letter to Bernanke seeking a one-year extension through December 2010 and asking for a decision by mid-August.

    New York Fed President William Dudley said in June that “there’s a huge administrative hurdle” to expanding TALF to cover residential Mortgage Backed Securities (MBS) because each security is different and must be separately evaluated for the size of the haircut that should be applied. The haircut is how much capital investors put up for the Fed loan.

    Separately, the Fed is buying as much as $1.25 trillion of residential Mortgage Backed Securities (MBS) this year to lower interest rates in housing.

    The Great American Circus!

    I have always loved going to the circus. I have fond childhood memories of my grandfather always taking us to the circus. I was just remembering how the clowns were instrumental in getting the audience ready before the main performance. Then the clowns would return when the background was being changed. They would also come out when performers experienced a mishap. My favorite routine has always been the clown car entrance. Watching an unbelievable number of clowns come out of a very small clown car. This classic routine never fails to bring much laughter to the audience.

    The point I'm trying to make is while the clowns are most entertaining, they have always been used to grab our attention and distract us. Doesn't this sound much like political grandstanding? Grandstanding means behaving in a way that makes people pay attention to you instead of thinking about more important matters. No offense to clowns. You're doing what you were meant to do: Entertain!

    Clowning frameworks

    Frameworks are the general outline of an act that clowns use to help them build out an act. Frameworks can be loose, including only a general beginning and ending to the act, leaving it up to the clown's creativity to fill in the rest, or at the other extreme a fully developed script that allows very little room for creativity.

    Shows are the overall production that a clown is a part of, it may or may not include elements other than clowning, such as in a circus show. In a circus context, clown shows are typically made up of some combination of Entrées, Side dishes, Clown Stops, Track Gags, Gags and bits.

    Interludes

    Clown Stops or interludes are the brief appearance of clowns while the props and rigging are changed. These are typically made up of a few gags or several bits. Clown Stops almost always end with a blow-off. Clown stops will always have a beginning, a middle and an end to them. These are also called reprises or run-ins by many and in today's circus they are an art form in themselves, originally they were bits of "business" usually parodying the act that had preceded it. If for instance there had been a wire walker the reprise would involve two chairs with a piece of rope between and the clown trying to imitate the artiste by trying to walk between them with the resulting falls and cascades bringing laughter from the audience. Today they are far more complex and in many modern shows the clowning is a thread that links the whole show together.

    In fact, $7 BILLION in Chrysler bailout money has been lost with President Obama's approval through the Chrysler bankruptcy. The U.S. regulator of Fannie Mae and Freddie Mac has already made a statement recently that they will not be able to pay back $85 BILLION of bailout money. Plus, $159 BILLION of TARP money cannot even be accounted for and has been lost.

    2009 Stimulus Check

    In the recent stimulus package passed by President Obama earlier this year, otherwise known as the American Recovery and Reinvestment Act of 2009, Obama provided many forms of stimulus and stimulus checks to provide the economy. The only mentions of a 2009 stimulus check for the American public were in two places in the recently passed Stimulus bill.

    The first is a 2009 stimulus check for those on social security incomes, military pensions and railroad pensions. This is a $250 2009 stimulus check that is a one time payment similar to the 2008 stimulus check that President Bush issued last year. To qualify for the 2009 stimulus check you had to have already been on social security by the end of 2008 to receive your 2009 stimulus check in May 2009. If you started your social security income January 1, 2009 or later you do not qualify for this years stimulus check. However if there is a 2010 stimulus check similar to how the 2009 stimulus check worked you would qualify next year for that stimulus check.

    The second part of the 2009 stimulus check is a tax rebate that amounts to $400 if you are single or $800 if you are married over the course of 2009. Starting in April 2009 the government is lowering the taxes withheld from your paychecks to the amount of about about $20/week so that over the course of the year it would amount to $400 (or $800). This is the only 2009 stimulus check that is available to those that are working. The 2009 stimulus check is essentially a $400 check paid over the course of the year.

    This 2009 stimulus check that is being paid out weekly via a tax rebate will be in effect for 2010 as well. The amount of the money making up the 2010 stimulus check on a weekly basis is less then this years $20/week because it is spread out over the course of the entire year instead of 8 months.

    There is not a singular 2009 stimulus check for those on employment, it is split up into several incentives. President Obama provided the following ways to help those on unemployment through the 2009 stimulus package.

    The National Endowment for the Art of Persuasion?

    I recently wrote a critique of the art community’s lack of dissent in the face of many controversial decisions made by the current administration. Entitled “The Artist Formerly Known as Dissident,” one of the key points argued in the article was the potential danger associated with the use of the art community as a tool of the state. Little did I know how quickly this concern would be elevated to an outright probability.

    Sometime between when I finished the critique and when it went live online, I was invited by the National Endowment for the Arts (NEA) to take part in a conference call that invited a group of rising artist and art community luminaries “to help lay a new foundation for growth, focusing on core areas of the recovery agenda - health care, energy and environment, safety and security, education, community renewal.”

    Now admittedly, I’m a skeptic of BIG government. In my view, power tends to overreach whenever given the opportunity. It’s a law of human nature that has very few exceptions. That said, it felt to me that by providing issues as a cynosure for inspiration to a handpicked arts group - a group that played a key role in the President’s election as mentioned throughout the conference call - the National Endowment for the Arts was steering the art community toward creating art on the very issues that are currently under contentious national debate; those being health care reform and cap-and-trade legislation. Could the National Endowment for the Arts be looking to the art community to create an environment amenable to the administration’s positions?

    Before arguing why I see this as a gross overreach of the National Endowment for the Arts and its mission, a brief background on the conference call is needed.

    On Thursday August 6th, I was invited by the National Endowment for the Arts to attend a conference call scheduled for Monday August 10th hosted by the NEA, the White House Office of Public Engagement, and United We Serve. The call would include “a group of artists, producers, promoters, organizers, influencers, marketers, taste-makers, leaders or just plain cool people to join together and work together to promote a more civically engaged America and celebrate how the arts can be used for a positive change!”

    I learned after the conference call that there were approximately 75 people participating, including many well respected street-artists, filmmakers, art galleries, music venues, musicians and music producers, writers, poets, actors, independent media outlets, marketers, and various other professionals from the creative community. I suppose I was invited because of my work in creating arts initiatives, but being a former employer of the NEA’s Director of Communications was probably a factor as well.

    Backed by the full weight of President Barack Obama’s call to service and the institutional weight of the NEA, the conference call was billed as an opportunity for those in the art community to inspire service in four key categories, and at the top of the list were “health care” and “energy and environment.” The service was to be attached to the President’s United We Serve campaign, a nationwide federal initiative to make service a way of life for all Americans.

    It sounded, how should I phrase it…unusual, that the NEA would invite the art community to a meeting to discuss issues currently under vehement national debate. I decided to call in, and what I heard concerned me.

    The people running the conference call and rallying the group to get active on these issues were Yosi Sergant, the Director of Communications for the National Endowment for the Arts; Buffy Wicks, Deputy Director of the White House Office of Public Engagement; Nell Abernathy, Director of Outreach for United We Serve; Thomas Bates, Vice President of Civic Engagement for Rock the Vote; and Michael Skolnik, Political Director for Russell Simmons.

    Obama has a strong arts agenda, we were told, and has been very supportive of both using and supporting the arts in creative ways to talk about the issues facing the country. We were “selected for a reason,” they told us. We had played a key role in the election and now Obama was putting out the call of service to help create change. We knew “how to make a stink,” and were encouraged to do so.

    The NEA was created by the Congress of the United States and President Lyndon B. Johnson in 1965 as “a public agency dedicated to supporting excellence in the arts, both new and established; bringing the arts to all Americans; and providing leadership in arts education.” The issue of health care is curiously absent from this description on their website.

    So I’d like to start a little debate and ask you, the reader, the same question. Do you think it is the place of the NEA to encourage the art community to address issues currently under legislative consideration?

    And before answering, let me give you my take.

    The NEA is the nation’s largest annual funder of the arts. That is right, the largest funder of the arts in the nation - a fact that I’m sure was not lost on those that were on the call, including myself. One of the NEA’s major functions is providing grants to artists and arts organizations. The NEA has also historically shown the ability to attract “matching funds” for the art projects and foundations that they select. So we have the nation’s largest arts funder, which is a federal agency staffed by the administration, with those that they potentially fund together on a conference call discussing taking action on issues under vigorous national debate. Does there appear to be any potential for conflict here?

    I’m not a “right-wing nut job.” It just goes against my core beliefs to sit quietly while the art community is used by the NEA and the administration to push an agenda other than the one for which it was created. It is not within the National Endowment for the Arts’ original charter to initiate, organize, and tap into the art community to help bring awareness to health care, or energy & environmental issues for that matter; and especially not at a time when it is being vehemently debated. Artists shouldn’t be used as tools of the state to help create a climate amenable to their positions, which is what appears to be happening in this instance. If the art community wants to tackle those issues on its own then fine. But tackling them shouldn’t come as an encouragement from the NEA to those they potentially fund at this coincidental time.

    And if you think that my fear regarding the arts becoming a tool of the state is still unfounded, I leave you with a few statements made by the NEA to the art community participants on the conference call. “This is just the beginning. This is the first telephone call of a brand new conversation. We are just now learning how to really bring this community together to speak with the government. What that looks like legally?…bare with us as we learn the language so that we can speak to each other safely… “

    Chevron's wrought destruction in the U.S., Angola, Burma, Canada, Chad, Cameroon, Ecuador, Iraq, Kazakhstan, Nigeria and the Philippines.

    Though 2008 was Chevron’s most profitable year in its more than 130 year history, the oil giant is facing opposition from increasing numbers of global citizens who say the company’s environmental, public health, and human rights record leaves much to be desired.

    Representatives of a broad coalition of “Chevron-affected communities” in Richmond, CA, Nigeria, Ecuador, Kazakhstan, the Philippines, Burma, and elsewhere presented “The True Cost of Chevron: An Alternative Annual Report,” to Chevron shareholders at their May 27 meeting in San Ramon, California. The coalition plans to again bring its report to Chevron CEO David O’Reilly when he debates Carl Pope of the Sierra Club in San Francisco on June 10.

    O’Reilly, ranked by Forbes as the 15th highest paid CEO in the country with nearly $50 million in total compensation for the past year, responded to grievances detailed in the report by saying they “are an insult to Chevron employees, and should be thrown in the trash.”

    As the Alternative Report points out, Chevron spent less than 3% of its total capital and exploratory expenditures on clean alternative energy in 2008. The corporation is expanding into environmentally destructive methods of oil production, including extraction of Canadian oil sands and Midwestern shale, and is investing hugely in biofuels, which do nothing to reduce greenhouse gasses. In addition, Chevron lobbied from the 1990s until 2002 against science confirming that emissions of heat-trapping gasses lead to global warming.

    Hayes’s new employer has systematically poised itself to profit from the Iraq war. Since the 2003 invasion of Iraq, Chevron has worked to transform the country’s nationalized oil system into a largely privatized modelopen to U.S. oil company access and control.

    In a November, 2008 letter to President elect Obama, Chevron recommended a new “Strategic Energy Partnership,” writing that as “the Iraqi government opens its energy resources for foreign investment, the U.S. government should highlight the strong value proposition of U.S. company investment.”

    At the May 27 demonstration in San Ramon, Jordan Towers, a U.S. marine who served in Iraq, said, “Chevron supported the brutal regime of Saddam Hussein through oil marketing contracts for years.” Towers, who is now a member of Bay Area Iraq Veterans Against the War, continued, “Chevron is now trying to profit off the invasion by signing long term production contracts. As veterans of the global war on terror, my fellow service members and I are here today to oppose Chevron’s attempts to benefit from a war in which so many of our fellow service members have lost there lives. We oppose Chevron’s attempts to acquire the resources of the Iraqi people.”

    The Alternative Report describes the court case against Chevron over its role in collaborating with the Nigerian military to violently suppress a nonviolent demonstration. That 1998 crackdown killed two men, and others were injured and tortured. Though Chevron was found not liable for the military’s actions, the company did not deny paying the soldiers, and transporting and directing them on the day of the attacks. The decision will be appealed.

    A case alleging mass environmental destruction in Ecuador is still pending. Plantiff’s argue that Texaco’s (bought by Chevron) production from 1964 to 1990 resulted in catastrophic damage, with 18 billion gallons of toxic waste dumped in rainforest soil, rivers, and groundwater. The suit links this dumping to a wave of cancers, birth defects and miscarriages which has affected 30,000 Ecuadorans.

    The report also points to Chevron helping provide Burma’s military dictators with their main source of income.

    Most American companies are forbidden by U.S. law from doing business in Burma, but Chevron owns a company that was grandfathered in under the sanctions, so it can cash in on partnering with Burma’s brutal regime.

    US Sen Jim Webb recently traveled to Burma to lean not on Burma's military regime, but to pressure my country's democracy movement into giving up economic sanctions—the most important tool in our STRUGGLE FOR FREEDOM.

    Although he emphasized the necessity of the release of Aung San Suu Kyi, this falls far short of the demands of the US, the United Nations and the European Union for the immediate and unconditional release of all my country's 2,100 political prisoners.

    Webb's ignorance of the situation in my country was revealed in his book "A Time to Fight" in which he came down squarely on the side of the oppressors in Burma. He wrote about the demonstrations which took place in Burma in 2007, led by Buddhist monks such as myself.

    "If Westerners had remained in the country this moment might never have occurred, because it is entirely possible that conditions may have improved rather than deteriorated."

    Webb's statement is either shockingly naïve or willfully misleading. We Buddhist monks, who Webb discounts as a "throng," MARCHED FOR AN END to military dictatorship in Burma not because we wanted marginal improvements in our economy. We MARCHED because we BELIEVE IN FREEDOM and democracy and are willing to make SACRIFICES to reach those goals.

    Webb claims that the Burmese people would benefit from interaction with the outside world, as if we need to be condescendingly "taught" by Americans about our rights and responsibilities. Had Webb spent some time with real Burmese people apart from the military regime and others who share his views, he would better understand the sacrifice we made for democracy, and he would know that we Burmese value the longstanding support we have had from the US Congress.

    What Webb proposes—lifting sanctions on Burma—translates to basically handing over the Burmese peoples' natural resources to rapacious multinational corporations, particularly BIG OIL. If the US lifts sanctions on Burma, there will be a RUSH of companies into Burma INTENT on LOOTING my country's natural heritage and the benefits of such "engagement" will FLOW DIRECTLY to the military regime.

    In terms of human rights, Webb has remained focused only on Suu Kyi's freedom and ability to participate in scheduled elections in Burma, never mind the fact that the Burmese regime has already RIGGED THE ELECTIONS so that no matter who participates there will be many more decades of complete military rule.

    The new constitution is an air-tight document that gives no room whatsoever for reform from within. At the same time, Webb has COMPLETELY IGNORED the purposeful, MASSIVE human rights VIOLATIONS carried out by Burma's military regime. The human rights nightmare in Burma includes the recruitment of tens of thousands of child soldiers, pressing hundreds of thousands of Burmese into forced labor and the widespread rape of ethnic minority women.

    Luckily for the Burmese people, Webb is not the only US senator. Recently, the US Senate voted unanimously to extend sanctions on Burma. President Obama signed the bill into law.

    Secretary of State Hillary Clinton is a student of politics and more likely to examine the facts on the ground instead of falling for blanket ideological generalizations. While Webb may seek to SELL OUT Aung San Suu Kyi, our courageous Buddhist monks, and all the people of Burma, we hold out hope that Secretary Clinton and President Obama will take a more nuanced view in formulating policy toward Burma.

    Webb is now DESPISED by the people of Burma. If he succeeds in achieving a shift in US policy to abandon sanctions, he will have secured his place in history as one of the most important supporters of Than Swe's military dictatorship.

    '08 race worker held in damage to Colorado Democratic HQ

    One of two people suspected of shattering 11 windows Tuesday morning at the state Democratic Party headquarters has an arrest record and a history of helping a Democratic political candidate, public records show.

    Police said that about 2:20 a.m., 24-year-old Maurice Schwenkler, now in custody, and an at-large accomplice took a hammer to the picture windows displaying posters touting President Barack Obama and his health care reform efforts.

    Early Tuesday, Democratic Party chairwoman Pat Waak said the damage to her building in Denver's art district was a consequence of "an effort on the other side to stir up hate." She tempered her statement after Schwenkler's political history was revealed.

    "What I've been saying is there is a lot of rhetoric out there from both sides of the spectrum," Waak said. "That's what's been disturbing to me. People are saying a lot of things not appropriate for civil discourse."

    For weeks, people on both sides of the health care debate have rallied across the country.

    Schwenkler is charged with criminal mischief and is to make his first appearance in Denver County Court today.

    He is accused of doing an estimated $11,000 in damage and could face a felony conviction.

    On the last day of the 2008 Republican National Convention, he was charged with misdemeanor unlawful assembly in St. Paul, Minn.

    Court records provided through the St. Paul Pioneer Press show he was jailed about 2 a.m.

    Schwenkler received $500 in November 2008 to walk door-to-door in support of Democrat Mollie Cullom, who lost her race to Republican state Rep. David Balmer of Centennial.

    Waak, who was not involved with the group that paid Schwenkler, said she's never heard of the suspect and pointed out that just because he canvassed "doesn't mean he's a good Democrat."

    Schwenkler was one of dozens of paid canvassers bankrolled by the Colorado Citizens' Coalition, a political 527 committee funded by labor groups and well-known, wealthy liberal donors.

    Balmer said he suspects the vandalism might have been aimed at making the GOP look bad.

    "This sounds like the type of Democratic tactic from the left fringe trying to make Republicans look mean-spirited," Balmer said. "In this case, it blew up in their face. He was caught red-handed."


    Schwenkler allegedly tried to conceal his identity while committing the crime by wearing a shirt over his face, a hooded sweat shirt and latex gloves, according to police descriptions.

    As Ye Sow, So Shall Ye Reap! This Is A Known Universal Law!

    You have heard people say, “What goes around, comes around.” But have you given that saying much thought? It is actually a modern way to express ancient wisdom. The Old Testament stated it this way “. . . they that plow iniquity, and sow wickedness, reap the same.” (Job 4:8). At least 50 years before the birth of Christ, the Roman statesman, philosopher, and orator, Marcus T. Cicero, said, “As you have sown so shall you reap.” And in the New Testament we find, “…whatsoever a man soweth, that shall he also reap.” (Galatians 6:7)

    The idea that we reap what we sow is more than a cute saying or worthwhile principle. It is an immutable law of nature with as much force as the law of gravity. We ignore this law at our own risk. In ancient times, most people had a clear understanding of the law because of their agrarian experience. By observation they learned the following facts.

    1) If you sow wheat, you will reap wheat. If you sow corn, you will reap corn. If you raise cattle, you will reap cattle. If you breed pigs, you will reap pigs. This is the law of like begets like. Pigs do not beget chickens, nor does corn bring forth potatoes.

    2) If you sow today, you cannot reap tomorrow. It takes time for your labor to bear fruit.

    3) If you sow hundreds of seeds, you will harvest thousands. Your yield will be far greater than you have sown. However, . . .

    4) The harvest depends on the soil, or as Christ said, “Behold, a sower went forth to sow. And when he sowed, some seeds fell by the way side, and the fowls came and devoured them up. Some fell upon stony places, where they had not much earth: and forthwith they sprung up, because they had no deepness of earth. And when the sun was up, they were scorched; and because they had no root, they withered away. And some fell among thorns; and the thorns sprung up, and choked them. But others fell into good ground, and brought forth fruit, some a hundredfold, some sixtyfold, some thirtyfold.” (Matthew 13:3 – 13-8)

    It should be clear from the first fact (like begets like) that if you sow kindness, you will reap kindness, but if you sow prejudice, you will reap prejudice, not understanding. Similarly, sowing hatred will reap hatred, not compassion. This powerful law can help you receive whatever you wish. Do you want to be loved? Obviously, you must first love others. When you do so, they will return love to you. Do you want to make more money? If so, you must first make more money for someone else. It’s only common sense, isn’t it? After all, if you make your employer rich, you will be well rewarded. If not, you can always change jobs and move to a company that will recognize and reward you.

    By applying the law of “As Ye Sow, So Shall Ye Reap,” we can gain control of our lives. That is exciting news. But why are so many of us blind to this important law? The reason may be fact #2 (the time delay between sowing and reaping). Because of the gap in time, we fail to see how our actions and their results are connected. When you make a conscious decision to plant a garden in your backyard, the connection between the care you give to the plants and the results you receive is obvious. However, we make countless unconscious decisions every day. For example, when a driver cuts you off on the highway, you immediately become angry. You didn’t plan to get angry. It just happened (because of lack of reflection and lack of self-discipline). Nevertheless, whether you are aware of it or not, you are sowing anger. And the connection of this moment to the anger of others that you will reap in the future is not immediately obvious. For this reason, we need to be aware of our actions and sow only what we wish to reap.

    Fact #3 is magical. It states that we will reap more than we sow. Imagine tossing a pebble into the center of a small pond. After the splash, you will see ripples radiating to the edges of the pond. Our actions are like that. When you perform an act of kindness, you do more than make one person happy because invariably, the person you helped will be inspired to help another, who in turn will help still another, and so on. In this way, your act of kindness is multiplied. Similarly, the kindness you reap will be multiplied.

    As pointed out in fact #4, the size of our harvest also depends on the soil. Let’s say I’m treating 83-year-old Aunt Millie kindly. But I’m doing so because she is about to die and I want to be included in her will. Although I’m acting kindly, the soil (my intention) is bad. So, instead of reaping kindness, I will become the victim of someone’s greed (just like Aunt Millie). Another example: I may love some people and dislike others. I am, therefore, sowing mixed seeds. Therefore, what I reap will be equally mixed, blessings and suffering.

    Did you ever stop in front of a shopwindow to look at your reflection and check your appearance? Well, the world is a mirror, reflecting every act we sow. If you like what you see, congratulations, for you are making valuable contributions to the world. If you don’t like what you see, it simply means there are some changes you have to make. Let’s say I’m finding it impossible to gain the cooperation of the team members at work. I cajoled, begged, threatened, even threw a tantrum, all to no avail. However, after reflecting on the law of sowing and reaping, I realized that I have been sowing negativity and reaping a bountiful harvest of the same. So, it’s time to change. That is, change myself. Since I am seeking the cooperation of others, I decide to focus on how I can cooperate with them, rather than vice versa. What is it that they wish to receive from me? How would they like me to contribute to the team? How can I help? After arriving at some answers, I start helping out without asking for, much less demanding, their support. Lo and behold! Slowly, the team project effortlessly falls into place. Today, we not only work together, but we enjoy doing so! So, now you realize that despite our shirts and ties or fancy dresses, we are farmers, sowing and reaping daily. If we remain aware of what we sow, we won’t be reaping thorns instead of tomatoes, contempt instead of compassion, or pain instead of peace. My final remark is taken from The Koran, “Have you considered what you sow?” [The Event 56.63]
