CLEVELAND, OHIO — A convicted rapist who fled before police arrived to arrest him on new rape charges was arrested Saturday in his inner-city neighborhood after police found as many as six bodies at his home.

Police spokesman Lt. Thomas Stacho said Anthony Sowell was walking down the street on the east side of Cleveland when authorities spotted him and took him into custody.

Sowell initially denied he was the man authorities were looking for but admitted his identity as officers began fingerprinting him, Stacho said. Charges against him on pending.

Officers found three bodies and believe they have discovered three more but are awaiting confirmation from the coroner, Stacho said.

The first two bodies were found Thursday night when police went to Sowell's home to arrest him on charges of felonious assault and rape. Police say he had spent 15 years in prison for a 1989 rape.

Cuyahoga County Coroner Frank Miller identified two bodies as black females and said one had died of a violent death ruled a homicide. No race or gender was determined for the third.

The identities and matter of death for the three had not yet been determined. The decomposition of the bodies meant it would take awhile to determine how they died.

Police established a command post in the neighborhood to take missing-person reports and additional information on outstanding missing persons in the neighborhood.

Teresa Hicks, 48, was among the neighbors who said they were relieved about the arrest but left with a heightened fear of crime. She said she has known Sowell since high school.

"He was crazy," she said from her porch Saturday. "Sometimes he would just go off if he didn't have his way."

Darren Dunlap, 38, frequently visits the neighborhood to see his brother or friends. He said Sowell was known for borrowing money and looking for scrap metal to sell.

Hicks said she didn't think Sowell had a job but understood from conversations with him that he lived on a monthly check. She said she didn't know its source.

Police were checking crime reports to find matches for similarities to the 1989 rape or the most recent allegation against Sowell.

Minutes before the arrest was made, police Chief Michael McGrath tried to reassure parents that it was safe for their children to go trick-or-treating in the neighborhood if they followed standard precautions like avoiding strangers and staying in a group.

Hicks said her daughter would not be trick-or-treating.

Detectives with a search warrant found two bodies Thursday on the third floor of a duplex and began checking a fresh grave dug in the basement. The bodies were in an advanced state of decomposition, suggesting they'd been in the home a long time.

Police were checking missing-person reports back to June 2005, when Sowell was released from prison.

H.R. 3962, the "Affordable Health Care for America Act" has been introduced--all 1990 pages of it. This gargantuan beast contains thirteen new tax hikes. Here they all are, with description and page number (PDF version):

Employer Mandate Excise Tax (Page 275): If an employer does not pay 72.5 percent of a single employee’s health premium (65 percent of a family employee), the employer must pay an excise tax equal to 8 percent of average wages. Small employers (measured by payroll size) have smaller payroll tax rates of 0 percent (<$500,000), 2 percent ($500,000-$585,000), 4 percent ($585,000-$670,000), and 6 percent ($670,000-$750,000).

Individual Mandate Surtax (Page 296): If an individual fails to obtain qualifying coverage, he must pay an income surtax equal to the lesser of 2.5 percent of modified adjusted gross income (MAGI) or the average premium. MAGI adds back in the foreign earned income exclusion and municipal bond interest.

Medicine Cabinet Tax (Page 324): Non-prescription medications would no longer be able to be purchased from health savings accounts (HSAs), flexible spending accounts (FSAs), or health reimbursement arrangements (HRAs). Insulin excepted.

Cap on FSAs (Page 325): FSAs would face an annual cap of $2500 (currently uncapped).

Increased Additional Tax on Non-Qualified HSA Distributions (Page 326): Non-qualified distributions from HSAs would face an additional tax of 20 percent (current law is 10 percent). This disadvantages HSAs relative to other tax-free accounts (e.g. IRAs, 401(k)s, 529 plans, etc.)

Denial of Tax Deduction for Employer Health Plans Coordinating with Medicare Part D (Page 327): This would further erode private sector participation in delivery of Medicare services.

Surtax on Individuals and Small Businesses (Page 336): Imposes an income surtax of 5.4 percent on MAGI over $500,000 ($1 million married filing jointly). MAGI adds back in the itemized deduction for margin loan interest. This would raise the top marginal tax rate in 2011 from 39.6 percent under current law to 45 percent—a new effective top rate.

Excise Tax on Medical Devices (Page 339): Imposes a new excise tax on medical device manufacturers equal to 2.5 percent of the wholesale price. It excludes retail sales and unspecified medical devices sold to the general public.

Corporate 1099-MISC Information Reporting (Page 344): Requires that 1099-MISC forms be issued to corporations as well as persons for trade or business payments. Current law limits to just persons for small business compliance complexity reasons. Also expands reporting to exchanges of property.

Delay in Worldwide Allocation of Interest (Page 345): Delays for nine years the worldwide allocation of interest, a corporate tax relief provision from the American Jobs Creation Act

Limitation on Tax Treaty Benefits for Certain Payments (Page 346): Increases taxes on U.S. employers with overseas operations looking to avoid double taxation of earnings.

Codification of the “Economic Substance Doctrine” (Page 349): Empowers the IRS to disallow a perfectly legal tax deduction or other tax relief merely because the IRS deems that the motive of the taxpayer was not primarily business-related.

Application of “More Likely Than Not” Rule (Page 357): Publicly-traded partnerships and corporations with annual gross receipts in excess of $100 million have raised standards on penalties. If there is a tax underpayment by these taxpayers, they must be able to prove that the estimated tax paid would have more likely than not been sufficient to cover final tax liability.

Why Do I Believe In Karma? Re-post From 1/12/08

I posted this message January 12th. I am re-posting it because I have received several emails from my readers who are not comfortable posting their comments. They have been asking why does God allow perpetraitors to get away with all the evil happening around the World!

I'd like to share the following question that was posed to me by an Anonymous person on the Housing Panic Blog in response to a comment I made regarding the current state of affairs in the U.S.A. Angelo Mozilo was the founder and CEO of Countrywide before he mercilessly, shamelessly and selfishly destroyed it. Angelo also helped ENABLE the collapse of our real estate markets nationwide which will be the root cause of our economic pain. I believe the following is a question that a lot of people have asked around the World.

Nevertheless, I am a great believer in Karma! What goes around really does come around. People really do reap as they have sown. Angelo et al will, one way or another, be brought to their knees, if not extinguished altogether by a Greater Power!

With all due respect, why do you believe in Karma? People get away with murder and rape everyday. Crimes are being committed this very minute to innocent victims of which the perpetrators will never pay for what they've done. What I'm asking is "Where or when do people pay for what they've done, unless you’re talking about an afterlife, maybe?"

That is a very good question.

I don’t pretend to know everything. In fact, I don’t take credit for the things I write. I sometimes get blown away with the written material that comes out of me.

What I do know however is that God gave us ALL free-will to make our own choices, right vs. wrong. I do know that we have been given the responsibility to genuinely care for one another, to stand up for those who can not. We have also been given the responsibility to care for this planet and everything in it. After all, this planet is our home and every person is our neighbor.

All of those people you mentioned that have caused injustice and iniquity in this World can only continue if WE allow them to continue! These perpetrators will get away with as much as they can as long as WE keep turning the other cheek, turning a blind eye, remain silent and complacent to their actions and existence! We are only victims if we continue allowing them to victimize us and others!

It is OUR duty to shed light on them! Expose them for what they are and stop them from continuing to damage and spreading their dis-ease throughout the World! Don't try to make sense of their actions. These perpetraitors obviously have no conscience or they wouldn't be committing these acts of violence in whatever way, shape or form! You can not rationalize the irrational; why bad things happen to good people. However, WE can do whatever it takes to prevent such events from re-occuring.

As for their fate, only God knows how that will play out. But that is not for us to waste our time worrying about where or when. It is in letting go and handing the situation over to God that we find our inner peace. Besides, there is nothing for us to gain in worrying, by doing so we're simply giving 'them' power over our well-being and yes they win. However, if we can let go and center ourselves, we will be better equipped (by being able to think clearly) in order to continue to fight the good fight of faith and therefore make a difference! Just trust and know that God is ultimately in control... Nevertheless, WE are still held responsible to do our part, to do the 'right' thing making sure such atrocities never happen again!

If these heinous crimes bother you so much, get involved! How are you contributing to society? You can start within your community, or join an organization to fight a cause that you feel passionate about to change. I have provided my readers with a list of organizations on the right side of my blog. I feel that the worst crime is having knowledge of such things and not doing anything about them, by simply remaining indifferent and silent!

This song is so very appropriate after posting my lastest horrific news. I am still deeply disturbed by that news. But mostly I am deeply disturbed at what is happening to the youth in America!!! A month ago a young black male teenager who was an honor student was publicly beaten to death in Chicago, IL by several young men while many young people watched, laughed, applauded and even video taped. Two weeks ago a young white male teenager in Deerfield, FL had gasoline poured on him and lit on fire by several young men because he reported one of them to the authorities for stealing his father's bike. He had 75% of his body burned. And this past Saturday a young hispanic teenage girl gets gang raped for over 2 hours in Oakland, CA while many young people watched, laughed and applauded. The onlookers even recruited others to come watch. Our youth in America is being MURDERED physically, emotionally and spiritually. Their souls are being ripped out right before our very eyes!

A 15-year-old Teenager Was GANG RAPED Outside Of Homecoming School Dance That Lasted For Two Hours While More Than A Dozen People WATCHED!!!

Nevertheless, I couldn't agree with him more. This is a HORRIFIC story of a young girl who was pinned down and RAPED by a dozen guys who KNEW DAMN WELL WHAT THEY WERE DOING! They need to be PUNISHED to the full extent of the law. Rape is the same as MURDER! And ought to be treated as such. Another point I would like to make is where the heck was campus security? I mean come on! Apparently, the students were going in and out of the dance giving a minute by minute account of the rape. How could the chaperones (adults) if there were any, NOT NOTICE something going on outside!?!?!?! The school, at least when I went to school used to always have ADULTS present. Whether they were school staff members or teachers observing the dance and making sure there was no funny business going on in or outside of the dance. Where the heck were they? Think about it, if you were asked to be a chaperone at a school dance wouldn't your EYES and EARS be open? I mean if you see students running in and out of the dance telling whomever what's going on outside wouldn't that have RAISED YOUR ANTENNAE? Wouldn't you want to find out what the commotion was and where it was happening and to whom? The school has absolutely NO EXCUSE, this young girl was being RAPED for OVER 2 HOURS. School Official Says It Was Parents' Job to Protect Teen From Homecoming Rape

An official with the school district where a 15-year-old girl was brutally gang raped outside the homecoming dance said they were praying for her recovery but also defended school security, saying that when the students leave the dance, "we don't take them home."

Police in Richmond, Calif., believe that more than a dozen people may have either watched or participated in a vicious rape of a 15-year-old Richmond High School girl that lasted for more than two hours in a dimly lit corner of the sprawling campus.

ABC's San Francisco affiliate KGO reported today that police have arrested two suspected rapists but believe that between four and seven people could have participated while as many as a dozen stood and watched.

West Contra Costa Unified School District spokesman Marin Trujillo told ABCNews.com that there were four police officers, five chaperones and a host of teachers to supervise the dance, and that when the event was over a sweep was made of the campus to make sure everyone had gone home.

The corner on the outskirts of school grounds where the girl was attacked, he said, was not part of the search.

According to news reports, the girl left the high school's homecoming dance alone around 9:30 p.m. Saturday to get a ride home with her dad.

Instead, she met up with a group of people who were drinking on the edge of campus.

"The series of events that occurred over the next 2½ hours got more severe and more vicious to where she was ultimately gang raped and beaten, and her injuries were so severe that she had to be sent to the hospital in a helicopter," Richmond Police Lt. Mark Gagan told KGO.

Trujillo described the mood at Richmond High School is "somber." Counselors and members of the school's crisis team have remained at the school as students -- some who are still not sure who the victim is -- wonder if every absent girl was the one who was attacked.

Trujillo said that parents and students are "understandably scared."

"Our thoughts and prayers are with the family and with the child," he said.

Trujillo said the school district was not notified officially about the incident until the next morning, though some officials had heard about it on the news.

The San Francisco Chronicle reported that police were called only after someone not at the scene heard about what was happening.

Police officers, the newspaper reported, found the girl semi-conscious, curled up near a lunch table.

That was a slap at his predecessor, former President George W. Bush, whom Obama has accused of slighting urgent national security needs in Afghanistan in favor of war in Iraq."

NEW YORK -- Armed with grim statistics, experts and activists mobilized this week to demand expanded federal efforts -- including more money and tougher oversight -- to reverse a recent rise in the number of children dying from abuse and neglect.

Child-welfare advocates who gathered for a rally and conference in Washington say America should be embarrassed to have a child-abuse death rate far higher than other wealthy democracies. They cite the latest federal figures showing that an estimated 1,760 U.S. children died from abuse and neglect in 2007 -- up 35 percent from 2001. [This number is ONLY for cases reported. Imagine the number of child abuse cases that go UNREPORTED.]

"Child abuse and neglect are national problems that require national solutions," said Michael Petit, president of the Every Child Matters Education Fund.

"That means federal lawmakers must work with states to address what causes it, be more consistent in how data about it are shared, and increase support for the agencies that work to stop it."

The recession is inflicting a further hit, with many states imposing budget cuts that affect child welfare programs. Abuse deaths are up sharply in some areas -- authorities in Nevada's Clark County, home to Las Vegas, have tallied 37 abuse deaths so far this year, compared to 18 in all of 2008.

Every Child Matters released a report this week contending that inadequate resources are stretching state child-protection agencies too thin to properly serve at-risk children and their families.

The report -- which brings together data compiled by a variety of federal, state and private agencies -- says per-capita spending on child protection varies widely by state, as does the diligence of state agencies in collecting statistics on abuse fatalities.

"The differences between the states are so vast that there's got to be a federal intervention that's stronger than present or these children will continue to die at these high rates," Petit said.

The report cited a survey by UNICEF in 2003 that calculated the U.S. child abuse death rate as three times higher than Canada's and 11 times higher than Italy's.

Among the report's recommendations:

* Up to $5 billion in additional federal funds to support child protection services.

* Adoption of national standards for child protection, to be mandatory for states accepting federal funds.

* Tougher, more consistent rules for how states collect and report data on child maltreatment deaths. The latest federal report on such deaths lacked data from four states, and Petit says other states may not include some fatalities that are in fact caused by abuse or neglect.

* A federal/state public education campaign to encourage reporting of child abuse and neglect.

Every Child Matters organized a Wednesday rally at the Capitol with support from Sen. Bob Casey, D-Pa., Rep. Patrick Kennedy, D-R.I.., and stars from NBC's "Law and Order: SVU" -- which often deals with family violence in its plots.

Casey said he hopes the week's activities helped "shine a light" on what he calls an epidemic of child abuse.

"As much of the frontline fight against child abuse takes place at the state level, the federal government must continue to work with states to provide resources," he said. "Especially as budgets are tightened, we must provide states with adequate levels of support."

However, the new report's recommendations were not universally welcomed.

Richard Wexler, executive director of the National Coalition for Child Protection Reform, said any additional federal spending would be better used to support at-risk families so fewer children would need to be removed from their homes in the first place. He contends that the number of child abuse deaths -- while regrettable -- is a tiny fraction of the number of children removed from their homes unnecessarily.

"Their proposal amounts to stealing $3 billion to $5 billion that might go to prevention, family preservation and helping to ameliorate poverty and spending it instead on investigating families and taking away children," Wexler wrote on in a commentary on the report.

Wexler agrees that many states should be spending more on child welfare.

"But all states need to spend smarter," he said. "The net of voluntary help to families should be cast wide. ... The net of coercive intervention into families should be narrow."

One goal of this week's conference was to press Congress to be generous with funds when it soon takes up reauthorization of the Child Abuse Prevention and Treatment Act, which provides federal money to states to address abuse and neglect.

"We need a bigger investment in case workers," said Rebecca Myers, of the National Association of Social Workers, one of the conference participants. "Caseloads in some jurisdictions are as high as 60 or more, even though national standards recommend 12 or fewer cases per worker."

According to the American Bar Association, child protective services agencies received nearly 3.2 million reports of child maltreatment in 2007 but were able to screen only 62 percent of them for investigation.

"In short," the ABA said, "our nation's child welfare system is stretched far beyond capacity."

He was found hanged four days after Charleeni Ferreira's death at age 10.

Charleeni Ferreira's father, accused with his wife last week in the abuse death of the 10-year-old Feltonville girl, was found hanged yesterday morning in his jail cell at the Curran-Frumhold Correctional Facility.

A guard found Domingo Ferreira, 53, during a routine inspection around 3:10 a.m lying on his bunk with a torn bed sheet tied to the upper bunk. CPR was administered and medical staff responded, but Ferreira was declared dead.

Ferreira, who was admitted to the jail Friday, had been kept alone in a cell in the housing intake unit because of the notoriety of his case.

He had been given a mental evaluation when he arrived and judged not suicidal.

Ferreira and his wife, Margarita Garabito, 43, were charged with murder after Charleeni died Wednesday. Garabito is the girl's stepmother.

Police called the "ongoing torture" of the girl one of the worst cases of abuse they had ever seen.

Charleeni had numerous old and fresh wounds, and she had been sexually assaulted. She died from an infection stemming from untreated broken ribs. A fractured hip caused her to limp, and a large gash in her head had been stuffed with gauze and hidden beneath a hair weave. The wound was months old, and skin had begun to grow over the gauze.

Investigators are awaiting DNA test results before lodging any charges for the sexual abuse they say Charleeni suffered.

Garabito is at the Riverside Correctional Facility. She was informed of her husband's death and placed under observation, jail officials said.

Investigators are still trying to unravel the final months of Charleeni's life. They said they were puzzled by how the girl, the subject of a previous abuse investigation and whose hip injury had recently been the focus of an alleged medical exam, could have died before authorities intervened.

School nurses over four years had either alleged abuse or demanded that the family seek medical attention for Charleeni, a fifth grader.

In May, a nurse at Feltonville Intermediate School asked Charleeni's parents to produce medical records and take her to a doctor after teachers noticed a pronounced limp.

Her stepmother explained the limp by saying the girl had recently gained weight.

Records from the school show the nurse continued to press the parents until they took her to a doctor. But the records do not indicate that the doctor, who supposedly examined Charleeni in September, found anything wrong. The medical examiner has told investigators that Charleeni's injuries should have been apparent.

It was the second time a school nurse had flagged injuries with the child. In 2006 and 2007, a nurse at Clara Barton Elementary School called the Department of Human Services and reported the girl was being abused. But after providing services for the child and her family for five months and taking the girl for two physical exams with doctors who specialize in child-abuse cases, the department closed the case.

After interviewing Charleeni then, a doctor said she had claimed that she was not afraid of her parents and that any evidence of abuse was from old abuse she suffered at the hands of her biological mother, who lived in Puerto Rico, according to sources who reviewed DHS records.

Garabito is scheduled for a preliminary hearing Wednesday.

WASHINGTON — US authorities rescued 52 children, including one as young as 10, from prostitution rings and arrested nearly 700 people during a nationwide sting operation over the weekend, the FBI said Monday.

The three-day push in 36 US cities "led to the recovery of 52 children who were being victimized through prostitution" and the arrest of close to 700 others, "including 60 pimps, on state and local charges," the Federal Bureau of Investigation said.

"Child prostitution continues to be a significant problem in our country, as evidenced by the number of children rescued through the continued efforts of our crimes-against-children task forces," said Kevin Perkins, assistant director of the FBI's Criminal Investigative Division.

The roundup, which officials said took place over the previous 72 hours, was part of a larger FBI program called "Innocence Lost," whose task forces have removed nearly 900 children from the streets since 2003, convicted 510 people and seized 3.1 million dollars in assets, the FBI said.

Agents targeted truck stops, casinos, street corners and websites as part of their hunt for offenders.

"They target areas known to have prostitution," FBI special agent Jason Pack told AFP. "When they find young looking ones they try to find ways to engage the folks and go from there," he said.

The youngest person taken off the street was a 10-year-old girl in the midwestern United States. The other 51 were mostly females under age 18, he said.

The FBI said initial arrests for solicitation typically uncovered larger, more organized efforts to prostitute women and children across the United States.

"It is repugnant that children in these times could be subjected to the great pain, suffering, and indignity of being forced into sexual slavery for someone else's profit," said assistant attorney General Lanny Breuer of the Criminal Division.

The roundup however "has shown us that the scourge of child prostitution still exists on the streets of our cities."

A 97-year-old homeless woman living with her two sons in a battered 1973 Chevrolet Suburban in Venice has received a temporary home, compliments of a nonprofit Los Angeles housing group.

Bessie Mae Berger and sons Larry Wilkerson, 60, and Charlie Wilkerson, 62, had parked nightly on Venice Boulevard after losing their home in Palm Springs and failing to find a place to stay in Northern California.

But a Times story on Friday that detailed their plight prompted authorities from the city, L.A. County and the state to step up efforts to assist the trio and led a year-old group, the Integrated Recovery Network, to offer them immediate shelter.

The three are now staying in rooms at the California Villa Retirement Hotel in Van Nuys, Charlie Wilkerson said Monday.

"We can make arrangements for the first three months," said Marsha Temple, the recovery network's executive director. She said her group will also work to obtain additional long-term benefits for the family.

The recovery network is funded by Kaiser Permanente, the Corporation for Supportive Housing and private donations and can provide placements for those who fall through the cracks for governmental services, Temple said.

Medicare "provides a rich and steady income stream for criminals who are constantly finding new ways to steal a sizable chunk of the half trillion dollars that are paid out each year in Medicare benefits," 60 Minutes reports. "In fact, Medicare fraud - estimated now to total about $60 billion a year - has become one of, if not the most profitable, crimes in America." Medicare fraud leaves little evidence: an FBI agent in South Florida said "the only visible evidence of the crimes are the thousands of tiny clinics and pharmacies that dot the low-rent strip malls. You don't even know they're there because there's never anyone inside. No doctors, no nurses and no patients." Yet one of those offices, a "tiny medical supply company" charged Medicare "almost $2 million in July and a half million dollars while 60 Minutes was there in August, but we never found anybody inside, and our phone calls were never returned."

Kirk Ogrosky, a top Justice Department prosecutor, says the Medicare fraud business is now larger than the drug business in Miami. "But it's not just Miami: in March, the FBI arrested 53 people in Detroit, including a number of doctors, and charged them with billing Medicare more than $50 million for unnecessary medical procedures. And in Los Angeles, the City of Angels Medical Center recruited homeless people off the street to fill their empty beds, offering them cash and drugs plus clean sheets and three square meals a day, while billing Medicare tens of millions of dollars for their stay." 60 Minutes also spoke with U.S. Attorney General Eric Holder as well as a Medicare fraudster who bilked the system of about $20 million (Kroft, 10/25).

Minnesota Public Radio: Medicare fraud is difficult to find and prosecute without whistleblowers, says Minnesota federal prosecutor Gerald Wilhelm. "'Medicare cases are often what I call the death of a thousand ankle bites,' Wilhelm said. 'Every bad claim is a dollar, but there are a billion bad claims so it's a billion dollars, and so to look at all of those claims is impossible.'" While some cases are obvious, "many cases fall into a gray area that mean second-guessing a physician's decisions." But "[t]he Medicare statute itself prohibits the government from interfering with the practice of medicine. Wilhelm said the question with Medicare is often whether a clinic billed the government for a more complex procedure than it performed or than the patient needed. He said it's like buying a Chevrolet and charging the government for a Cadillac" (Stawicki, 10/26).

The Minneapolis Star Tribune reports on another type of insurance fraud. One couple in East Bethel says they were 'royally duped' into buying health coverage that wasn't insurance," which is not uncommon. No one knows how many customers have fallen into this trap. But dubious health plans are "spreading like poison oak all over the country," says James Quiggle of the Coalition Against Insurance Fraud, a nonprofit watchdog in Washington, D.C. Consumer advocates say companies are taking advantage of the recession and the growing number of uninsured people -- 1 in 5 American adults under age 65 -- to sell 'health coverage' that evaporates when customers try to use it, or provides far less than promised" (Lerner, 10/25).

BREAKING NEWS! President Obama Declares H1N1 Virus A National Emergency! Why?

President Obama declaring H1N1 a national emergency means our government will have the RIGHT to quarantine! Get ready folks... The U.S. government immediately began preparing for quarantines in April when there were no deaths, click HERE to read a CBS news report on this. "The U.S. Department of Homeland Security has sent a memo to some health care providers noting procedures to be followed if the swine flu outbreak eventually makes quarantines necessary." This infringes on our civil liberties!

Only 1,000 adults and children have died in America from H1N1 since April that's 6 months. Yet, the CDC reports that 36,171 or more people die from the REGULAR FLU every year in the United States!!! Ask yourselves why DECLARE a NATIONAL EMERGENCY???

Please don't panic. That is precisely what they want the public to do. Our government is using the H1N1 virus to DISTRACT YOU from the REAL ISSUES. Do what you would normally do to prevent from getting the flu; build up your immune system, take vitamin C, exercise (ie; walk, bike, hike), drink lot's of fluids, wash your hands often. It's mind over matter folks! I am providing this information so that you can be INFORMED. Knowledge is power!

The US Census reports that there are 307 MILLION American citizens. Now do the math... 1,000 have died from H1N1 and Obama declares a national emergency!?!? Why is it that President Obama can RUSH to make this critical decision and is so UNABLE to DECIDE whether or not to send military troops to Afghanistan??? The WAR that he in FACT escalated and said needed to be won. The military commander he chose is practically begging him for an additional 40,000 troops and President Obama sits on his hands and grins! Meanwhile, our troops are being KILLED in battle as President Obama continues campaigning across the United States. Let's get real here, we've had more U.S. military troops DIE in Afghanistan than U.S. citizens die from H1N1. Furthermore, even more people are KILLED by GANGS/THUGS/DRUG DEALERS across America every year! Why hasn't President Obama declared that a national emergency?

President Obama declares H1N1 flu a national emergency

President Obama Saturday declared the H1N1 flu a national emergency, clearing the way for legal waivers to allow hospitals and doctors offices to better handle a surge of new patients.

The proclamation will grant Secretary of Health and Human Services Kathleen Sebelius the power to authorize the waivers as individual medical facilities request them, officials said.

It says that Obama does "hereby find and proclaim that, given that the rapid increase in illness across the Nation may overburden health care resources and that the temporary waiver of certain standard Federal requirements may be warranted in order to enable U.S. health care facilities to implement emergency operations plans, the 2009 H1N1 influenza pandemic in the United States constitutes a national emergency."

White House officials downplayed the dramatic-sounding language, saying the president's action was not prompted by a new assessment of the dangers posed to the public by the flu.

Instead, officials said the action provides greater flexibility for hospitals which may suddenly find themselves confronted with a surge of new patients as the virus sweeps through their communities.

"The H1N1 is moving rapidly, as expected. By the time regions or healthcare systems recognize they are becoming overburdened, they need to implement disaster plans quickly," White House spokesman Reid Cherlin said Saturday.

If GRANTED A WAIVER, hospitals would be FREED from some regulations that guide their behavior during normal day-to-day operations. Cherlin provided the following example:

"Requirements under the Emergency Medical Treatment and Active Labor Act would prohibit hospitals from certain rapid triage or sorting activities and prevent the establishment of off-site, alternate care facilities that could off-load emergency department demand," he said.

Public health experts praised the move, saying it was an important precautionary step that could help hospitals and other first responders care for large numbers of sick people as the outbreak continues.

The federal Centers for Disease Control and Prevention reported on Friday that the flu was spreading widely in at least 46 states and had already hospitalized at least 20,000 Americans. More than 1,000 confirmed deaths have occurred due to the virus and more than 2,400 additional deaths that were likely associated with it, officials said.

Although officials had hoped at least 40 million doses of vaccine would be available by this time, production problems have delayed the federal government's massive inoculation campaign. Only about 16 million doses have become available so far.

Heal the Bay’s Summer Report Card yields high marks for 3rd straight year - BEACH WATER QUALITY STILL ON RISE STATEWIDE

SANTA MONICA, CA (Wednesday, September 30, 2009) – Marking an encouraging trend, California beachgoers basked in a third consecutive summer of excellent water quality, according to the 2009 End of Summer Beach Report Card® released today by environmental group Heal the Bay.

The group assigned an A to F letter grade to 458 beaches along the California coast, based on levels of bacterial pollution reported from Memorial Day through Labor Day. This summer, 92% of sites received A or B grades during the high-traffic beachgoing season. The grades are slightly better than last year, when 91% of beaches received high marks.

California’s persistent and ongoing low rainfall totals, which limited polluted urban runoff in storm drain systems, played a major role in better water quality. Enhanced infrastructure at several sites also led to rising grades. There were only 36 locations in the state that received fair-to-poor water quality grades, roughly 8% of all graded beaches. Some 21 beaches received failing grades statewide.

The Beach Report Card is based on the routine monitoring of beaches from Humboldt County to the Mexican border by local health agencies and dischargers. Water samples are analyzed for bacteria that indicate pollution from numerous sources. The better the grade a beach receives, the lower the risk of illness to ocean users.

“Record low rainfall has helped maintain great water quality at the vast majority of California’s beaches for the third summer in a row,” said Mark Gold, president of Heal the Bay. “But we can’t become complacent in our efforts to improve water quality in the summer season. We need long-term funding for beach monitoring and to ensure that problem beaches are safe for swimming every summer.”

Los Angeles County once again had some of the lowest summer grades in the state, with only 80% of its 81 beaches receiving A or B marks. This year, 10 beaches in the county earned F’s during the summer, but that marks improvement from last summer, when 19% of sites received failing grades.

On a positive note, Santa Monica Bay monitoring locations fared notably better than last summer, exhibiting water quality of 91% A’s and B’s compared to last year’s 86%. A few Santa Monica Bay beaches still regularly exceeded newly adopted bacteria standards from April 1 to Sept. 3. Santa Monica Municipal Pier, Dockweiler State Beach at Ballona Creek, Surfrider Beach in Malibu, Topanga State Beach and Redondo Municipal Pier were the worst offenders.

Some 40% of monitored Long Beach locations received grades of C or worse, but that marks an improvement from last year, when 48% of beaches scored fair-to-poorly. Of note, there were fewer sites monitored this summer due to budget cuts. Extensive source tracking demonstrates that the vast majority of contamination comes from numerous sources along the 40-mile long, industrialized Los Angeles River, which drains into the ocean in Long Beach.

Orange County once again enjoyed excellent water quality this summer, with 102 out of 103 monitored beaches registering an A or B grade. Despite the installation of a new UV treatment facility at the mouth of Poche Creek, Poche Beach received an F grade. San Juan Creek at Doheny Beach scored an F grade last year but improved to an A grade this summer. All historically poor beaches in Dana Point received A grades.

San Diego County also notched top marks, with 78 of its 79 monitored beaches winning an A or B grade. The county has completed numerous storm drain diversions into its sewage systems during the busy summer months, spurring a trend of steadily improving marks over the past five years. The only dark spot this summer was Pacific Beach Point, which received an F grade.

Overall water quality at beaches throughout Ventura County was excellent again this summer and among the best in the state. All 39 monitoring locations received A grades. But the number of monitoring locations in Ventura County dropped from 54 last year due to state budget cuts.

Water quality at beaches in Santa Barbara County was some of the best on record this summer. Nearly 94% of Santa Barbara monitoring locations received an A or B grade. Arroyo Burro (C) was the only location that did not earn an A or B grade this summer.

Beaches along Central and Northern California almost uniformly earned A grades, including those in San Luis Obispo, Monterey, San Mateo, San Francisco, Alameda, Sonoma and Mendocino counties.

Two Santa Cruz beaches received the only F grades north of Los Angeles. Authorities have been tracking the high bacteria counts near one of these failing beaches, Cowell Beach, this summer and attribute them to an excess of decaying kelp. Capitola Beach, west of the jetty, received the county’s other F grade.

About Water Testing

In the wake of Gov. Arnold Schwarzenegger’s 2008 line-time veto of funding to support beach water quality monitoring statewide, local agencies had to scramble to pay for this critical public health program this year. The State Water Resources Control Board recently approved 604(b) stimulus funds to extend monitoring throughout 2010. However, there is no secured funding in 2011. Heal the Bay will continue to work with state and local governments to ensure funding for this critical program.

To show off, the Engineer called his cat, "T-square, do your stuff."

T-square pranced over to the desk, took out some paper and pen and promptly drew a circle, a square, and a triangle.

Everyone agreed that was pretty smart.

But the Accountant said his cat could do better. He called his cat and said,

"Spreadsheet, do your stuff."

Spreadsheet went out to the kitchen and returned with a dozen cookies. He divided them into 4 equal piles of 3 cookies.

But the Chemist said his cat could do better. He called his cat and said, "Measure, do your stuff."

Measure got up, walked to the fridge, took out a quart of milk, got a 10 ounce glass from the cupboard and poured exactly 8 ounces without spilling a drop into the glass.

Then the three men turned to the Government Employee and said, "What can your cat do?"
