One of the most dangerous inmates in Scotland has been approved for transfer from the male prison estate to a female correctional facility Scotland.

Tiffany Scott, 31, born Andrew Burns, is one of only around 100 offenders in Scotland subject to an Order for Lifelong Restriction (OLR). The order means that, regardless of his sentence length, he will only be released when he is no longer considered an “unmanageable risk to public safety.”

Burns was initially sentenced for multiple convictions of assaults, vandalism, and resisting arrests. In 2010, he assaulted a nurse in a hospital in Crewe, Cheshire while he was still known under his male name. He began identifying as transgender and changed his name to Tiffany Scott sometime in 2016.

In 2013, while still in custody, Burns began stalking a 13 year old girl from his prison cell. He began writing her disturbing letters from Polmont Prison, near Falkirk. He was sentenced to an additional 14 months for the crime.

Between August and October 2015, Burns asked prison staff to refer to him as “Mighty Almighty,” or “Obi Wan Kenobi.” Prison staff complied with his requests that he should be known within the jail as “Mr. Mighty Almighty,” and referred to him as such.

During this time in a segregation unit in Clackmannanshire’s top-security Glenochil Prison, Burns smeared excrement over his cell, tore a drip needle out of his own arm, and ripped up clothing that was supposedly tear-proof.

“It’s supposed to be untearable, but Tiffany could rip it up no problem,” stated Prison Officer Paul Locke at the time.

He also assaulted four wardens and a prison nurse during a “dirty protest” at Glenochil Prison, Clackmannanshire, and assaulted a jail nurse by striking her on the back with a chair. During his violent tirade, Burns went on to assaulted another officer, Kenneth Hilton, by punching him in the face as Hilton sat at a desk doing paperwork. Burns also assaulted multiple other officers.

In 2017, Burns was put on trial for the incidents that occurred while he was in prison, but the case was initially dropped as he was considered “too dangerous for the dock.” It was later re-tried after outrage from prison union officials.

He was put on trial again later on that year, and during the hearing the public was not allowed to attend as Burns was known to “to bite open his own veins and spray blood at people.”

During his sentencing hearing for the 2015 rampage, Burns displayed violent outbursts whenever he was referred to as “he” rather than “she.”

Burns verbally abused the judge during sentencing, calling him a “fucking transphobe bastard” and “cunt” as he was handed an additional year on five charges of assault and one of criminal damage. As he was led away following his sentencing, he attempted to attack one of the officers.

Burns has made multiple failed attempts to be transferred to a female prison over the years.

According to the Daily Record, Burns’ latest attempt was approved during the height of the ongoing debate in Scotland over reforms to the gender recognition act. The Scottish government had passed the gender recognition act reform bill, which would make it easier for Scottish citizen’s to legally “change their gender” despite concerns from women’s rights groups that this move would put women and children at risk.

For the first time in 25 years, the UK government stepped in and blocked the bill over fears it would have an impact on wider UK legislation, such as the Equality Act 2010. The move sent shockwaves across the country as devolved nations, such as Scotland, Wales, and Northern Ireland, are typically given the authority to self-govern.

Only weeks after the bill was blocked, a Scottish rapist became the subject of international outrage after it was learned her was being placed in Scotland’s all-female Cornton Vale prison. Adam Graham, also known as Isla Bryson, began identifying as a woman while on trial for raping two women.

News of the transfer was so widespread that Scottish First Minister Nicola Sturgeon, who has been a strong proponent of gender self-identification policies in the nation, intervened and condemned the move.

“Given the understandable public and parliamentary concern, in this case, I can confirm to Parliament that this prisoner will not be incarcerated at Cornton Vale women’s prison,” Sturgeon said, addressing parliament on January 26.

Despite the rapist’s last minute transfer out of a women’s institution, and promises to ensure rigorous assessments of transgender male inmates in the future, Burns’ transfer was readily approved.

Burns is the fourth violent male inmate in Scotland making headlines for identifying as transgender in less than two weeks.

In addition to “Isla Brynton,” on January 15, a serial rapist who targeted women in changing rooms and restrooms had reportedly begun identifying as transgender and seeking transfer to a women’s prison. Jonathon Mallon, 40, was sentenced to life in prison in 2014 on a slew of rape charges. He has now begun referring to himself as “Charlene” and has allegedly been “bragging” that he will be in a women’s prison by the spring.

Days later, it was revealed that an incarcerated sex offender who abducted and raped his care worker had begun claiming to identify as a “woman,” and demanding cosmetics and a transfer to a women’s institution.

Albert Caballero, 50, is currently detained at Edinburgh Saughton Prison, where he has served half of his sentence and is eligible to apply for parole. But Caballero is reportedly now boasting to fellow inmates that he will be transferred to a women’s prison prior to his release after abruptly claiming a transgender identity. Now calling himself “Claire,” Caballero has been demanding red lipstick from the prison.

A Scottish man who identifies as transgender has been found guilty of raping two women, and will be held in a women’s prison for up to a month while awaiting sentencing.

Adam Graham, 31, began identifying as a woman after he committed the sexual offenses and now goes by “Isla Bryson.” He has been referred to with feminine pronouns both in court and in UK media coverage, and court documents had charged Graham with raping the women with “her penis.”

The verdict was reached today by the jury, and presiding judge Lord Scott remanded Graham in custody until sentencing on February 28 in Stirling. It has been reported that Bryson will initially be held in a specialist unit at the all-female Cornton Vale prison.

During the trial, Graham was called “vulnerable,” and the defending counsel argued that the he was “in no way a predatory male.” Defending him at the High Court in Glasgow, lawyer Edward Targowski was heard comparing Graham to his victims, claiming that all three individuals involved in the case should be considered “vulnerable,” including the rapist.

“If you look at the circumstances, you do not have a predatory male — you have somebody who is vulnerable,” he added.

Targowski also leveraged Graham’s self-declared transgender status in his defense, as reported by The Daily Mail, and told the court: “She is transitioning from male to female gender. If you accept that evidence, that she is transitioning, that she is aiming to continue on that path to becoming female gender, that goes a long way to acquitting her of these charges.”

Giving evidence in his own defense on Monday, Bryson claimed to have known he was a woman from the age of just four years old, and began taking female hormones two years ago when he was 29. He said that at the time of the first sexual assault, he was “struggling” with his sexuality “and having issues emotionally.”

The assaults that Graham has been found guilty of took place in Clydebank in 2016, and in Drumchapel, Glasgow, in 2019. He denied all charges and lodged special defenses claiming the sexual assaults were consensual.

The first assault is said to have happened on September 16, 2016, in Clydebank. Graham reportedly pulled down the woman’s clothing and restrained her, forcibly penetrating her.

According to the woman, Graham told her “not to disclose to anyone” the details of the assault. In an attempt to secure her silence, Graham reportedly went on to threaten the victim’s family in order to secure her silence.

Three years later, on June 27, 2019, Graham raped a second woman at a Glasgow residence. After having engaged in consensual sexual activity, the victim says, Graham became sexually violent and assaulted her. The court heard that Graham bit the victim, lay on top of her and restrained her, and went on to rape the woman “to her injury.”

In his closing speech to the court on Monday, advocate depute John Keenan asserted that both accounts given by the women were “credible and reliable,” adding that in the 2016 incident, the accused “was too strong and she couldn’t push him off, she said no, loudly, on multiple occasions.”

Keenan continued to say that “she was scared and sick to the stomach about what had gone on” and that “she was worried about her family” on account of the threats Graham had made to her.

Speaking on behalf of the woman involved in the second assault charge, Keenan said: “There is clear evidence from the complainer there was not consent. She told the accused to stop, that she couldn’t breathe, that she didn’t want to. The accused did not stop. That account is corroborated by her distress.”

Graham is the third Scottish transgender rapist to make headlines in the past week.

On January 15, a serial rapist who targeted women in changing rooms and restrooms reportedly had begun identifying as transgender and sought a transfer to a women’s prison. Jonathon Mallon, 40, was sentenced to life in prison in 2014 on a slew of rape charges. He has now begun referring to himself as “Charlene” and has allegedly been “bragging” that he will be in a women’s prison by the spring.

On January 21, it was revealed that an incarcerated sex offender who abducted and raped his care worker had begun claiming to identify as a “woman,” and demanding cosmetics and a transfer to a women’s institution.

In addition to now calling himself “Claire,” Caballero has been demanding red lipstick from the prison.

Cornton Vale, the women’s prison where Graham will be detained, attracted a crowd of protesters in December after Reduxx revealed that a transgender serial child sex offender named Katie Dolatowski had been sent there after violating the conditions of his sex offender registration. Dolatowski, 22, was placed in a women’s institution to serve a 4-month sentence despite his long history of sex attacks against young girls in public facilities.

In 2018, Dolatowski was caught filming a 12-year-old girl in a women’s bathroom at an Asda supermarket in Fife. Dolatowski, who stands nearly 6’5, was spared prison at the time, and, the following month, he targeted another young girl for sexual assault in the restroom of a Morrisons supermarket in Kircaldy, Fife.

Despite his two attacks on children, Dolatowski avoided jail for the incidents, and was instead handed a three-year community order. The following year, he was found to have been housed in a women’s hostel on the basis of his self-declared gender identity, prompting outrage from the women residing there.

UPDATE 1/26/23: The decision to house Graham in a women’s prison ahead of sentencing has been reversed, according to the BBC. Graham was moved to the men’s wing of a male prison earlier today.

An incarcerated sex offender who abducted and raped his care worker is now claiming to identify as a “woman,” and demanding cosmetics and a transfer to a women’s institution.

In addition to now calling himself “Claire,” Caballero has been demanding red lipstick from the prison.

Insides sources at the facility spoke with The Daily Record and revealed that Caballero’s behavior had a “chilling effect” on other inmates. The source said: “There’s something about him that calls to mind Silence of the Lambs. He has mad, staring eyes and sometimes they just seem to go right through you.”

The unnamed source, who is said to be a senior staff member, continued: “There has been talk in the jail about the prospect of him seeking a move to be among women but, given his offence, I don’t see how anyone would risk it, even the most vociferous person in favour of self-ID.”

On December 27, 2018, Caballero abducted, physically assaulted, and raped a 25-year-old female care worker when she was visiting at his Edinburgh home.

Caballero had arranged for a meeting with the woman, who worked with The Action Group, an organization which provides housing and community support to those with additional needs. He told the woman he had difficulty with his locks, at which point she realized he had locked her in his home.

As she attempted to escape, Caballero blocked her exit. A struggle ensued, but Caballero ultimately overpowered and sexually assaulted the woman. Following the ordeal, he then repeatedly instructed her to contact the authorities, saying, “Phone the police. Tell them I’ve raped you,” and followed her to her car before she drove away.

Caballero also contacted emergency services himself to confess. The High Court in Edinburgh heard how Caballero told the call handler what he had done, and threatened to commit suicide by jumping in front of oncoming traffic.

Some time later, law enforcement officers discovered Caballero outside of a police station, where he told them: “I’ve raped someone. I’m guilty. I’ve done a very bad thing.”

The victim contacted her management in a state of distress, and the incident prompted an investigation by the Health & Safety Executive (HSE). The probe found that the woman’s employer had failed to make an appropriate risk assessment regarding the danger Caballero posed to female workers. It was also discovered that although Caballero had a history of “escalation of inappropriate behavior,” incidents were not being recorded properly.

The woman was so traumatized by the assault that she has since not been able to return to work.

In June of 2019, Caballero was convicted and sentenced to eight years in prison. He was placed on the sex offenders’ registry indefinitely, and will be made subject to a supervision order for an additional four years after his release.

Caballero is the third Scottish rapist to proclaim a transgender identity in the past week.

Days later, it was reported that a man standing trial for the alleged rapes of two women had begun identifying as transgender. Adam Graham, 31, now goes by the the name “Isla Bryson” and was referred to by feminine pronouns both in court and in UK media coverage. Graham has been charged with raping the women with “her penis,” according to court documents.

The slew of disturbing news comes just as Scotland is debating controversial new sex self-identification policies. In December, Holyrood passed the Gender Recognition Reform bill (GRR) which streamlines and eases the process through which an individual can change the sex markers on their official documents. The measures have been strongly opposed by women’s rights campaigners in Scotland.

Ashten Regan, Scottish National Party MSP representing Eastern Edinburgh, resigned from her post last October in a show of protest, saying she could not support “any legislation that may have negative implications for the safety and dignity of women and girls.”

Notably, an amendment to the bill put forward by Conservative Member of Scottish Parliament Russell Findlay which would have prohibited anyone convicted of a sexual offense from changing their legal sex markers was rejected.

On January 17, and for the first time in the United Kingdom’s history, Westminster chose to invoke a Section 35 Order to block the GRR bill from obtaining Royal Assent.

Under Section 35 of the Scotland Act of 1998, Secretary of State for Scotland Alister Jack can prevent a Holyrood bill from becoming a law if it is believed that the legislation would have an “adverse effect” on the application of laws reserved to Westminster.

Prime Minister Nicola Sturgeon has been determined to see the GRR bill passed, and referred to Westminster’s move to block the bill as a “full-frontal attack” on Scottish Parliament, according to the Guardian.

UK Prime Minister Rishi Sunak met with Nicola Sturgeon at a hotel in Inverness on January 12, where they are understood to have discussed the GRR bill in private.
