Buffalo, NY (AP/WBEN) -- Mismanagement and wasteful spending by a local AmeriCorps chapter has cost taxpayers in the Town of West Seneca at least $400,000, according to an audit by New York State Comptroller Thomas DiNapoli.

DiNapoli's scathing report is sharply critical of the "unusual relationship" between Western New York AmeriCorps and the Town of West Seneca. The audit finds that the town's Youth Bureau and AmeriCorps have been functioning essentially as the same entity.

The report also says that AmeriCorps hasn't repaid loans from the town, and that West Seneca town officials affiliated with AmeriCorps have used government credit cards for personal expenses.

AmeriCorps is a federal service organization that runs public improvement programs around the country.

Western New York AmeriCorps denies any improprieties. The head of the town's Youth Bureau also disputes the audit.
