A Miami-Dade sheriff's deputy arrested for allegedly having a sexual relationship with a 17-year-old girl threatened to kill the teen when she tried to end their relationship, according to a new federal affidavit.
Deputy Carle Miranda Blum, 51, was arrested Wednesday and accused of receiving multiple videos and images of the victim engaged in sexually explicit conduct, according to the United States Attorney’s Office, Southern District of Florida.
Miami-Dade Sheriff Rosie Cordero-Stutz confirmed Thursday that Blum is a 29-year veteran of the department.
The Miami-Dade Sheriff's Office was tipped off to Blum's alleged relationship with a minor on July 14 by a person described as "Witness 1," according to the affidavit filled out by an FBI agent employed at the Miami field office.
Three days after the tip, the victim was "involuntarily hospitalized for psychiatric evaluation under the Coleman-Baker Act in Atlanta, Georgia," the affidavit details. The witness told law enforcement that the victim's mental health had deteriorated over the past year that she was involved with Blum.
The witness also told authorities that the day after the victim turned 18, she had tried to board a flight to Miami to meet Blum when she was Baker Acted.
Prosecutors said the victim checked in a bag, and Blum was caught on surveillance video picking it up at Miami International Airport.
Evidence of a sexual relationship
The witness reportedly gave authorities permission to review the victim's electronic device which contained videos from at least as far back as Oct. 26, 2024, when the victim was 17.
The affidavit states that Instagram and text messages revealed a sexual relationship between Blum and the victim. The two would allegedly send each other sexual videos and voice messages, all while the victim was a minor.
Authorities also believe Blum traveled from Miami-Dade to Atlanta, Georgia, where she would have sex with the victim and record the encounters.
In some of those messages, Blum allegedly provided a countdown until the victim turned 18, telling her that she intended to marry her.
The FBI said Blum also referred to buying the victim a black Honda Accord, which registrations records confirm she purchased.
But things later took a turn.
At one point, the victim appeared to try to end the relationship with Blum, which the deputy seemed to take as "a betrayal," the affidavit details.
During the break up, Blum allegedly sent messages including, "Leave me and see what hapoens [sic]" and "WE ARE NEVER DONE!!!!"
Then, the deputy allegedly sent a threat in which she swears that she will drive her "favorite knife" through the victim's throat.
Just days before her arrest, Blum had left South Florida and was traveling to Atlanta to be with the victim after she was released from the hospital, the FBI said.
Blum faces a charge of production of visual depictions involving the sexual exploitation of minors, which carries a mandatory minimum of 15 years in prison and a statutory maximum of up to 30 years.
She also faces a charge of receipt of visual depictions involving the sexual exploitation of minors, which carries a mandatory minimum of five years in prison and a statutory maximum of up to 20 years.
Response from the Miami-Dade Sheriff's Office
Miami-Dade Sheriff Rosie Cordero-Stutz said Thursday that her understanding is that Blum is currently being held in a Georgia jail, where the federal investigation against her is taking place.
"Once they move her from there is when we will take our next steps," the sheriff said. "The immediate will be a relief of duty which will happen shortly upon the processing.”
Cordero-Stutz said she was "very disturbed" by the allegations.
"These allegations are not only criminal, they are a betrayal of the badge, the public trust, and the oath we swear to uphold," she said in a statement Wednesday. "The actions alleged stand in direct opposition to everything we represent as law enforcement officers and as human beings. We have assisted our federal partners throughout the investigation, and I remain committed to full transparency and accountability, no matter who is involved."
