Minneapolis police are investigating a shooting late Sunday night at Boom Island Park that has left a woman dead, and five others hurt, as well as a sixth person who was injured in the chaos after the shooting.

Minneapolis Police Chief Brian O’Hara spoke around 6:15 a.m. Monday, saying officers were first called to the park around 9:30 p.m. for shots being fired, however, that was upgraded to a shooting. By the time officers arrived, he said there were at least 100 people in the park.

Three victims were found at the scene, and another was in a vehicle at the park’s entrance. One of the victims found at the scene – a woman – died at Hennepin Healthcare.

Her family identified her as 23-year-old Stageina Whiting, of Brooklyn Center. She leaves behind an eight-month-old baby.

Whiting’s mother, Tasha, told 5 EYEWITNESS NEWS, “Stageina, aka pretty pre. My first love, she had a smile that lit up the room, no matter what room. She blessed her presence with them big deep dimples and pretty eyes. She just had a baby girl she was in school and working over time to give her child the world. She was smart, loving, caring, amazing [and] outgoing young woman. We love you pretty pre.“

A GoFundMe for the family of Whiting was started by her father. “My child didn’t deserve that. She was a caring, loving, hardworking young lady who went to school and worked overnights to provide for her child,” the fundraiser says.

The other victims found at the park were all men. Chief O’Hara says one of those men has life-threatening injuries. The other two — as well as another two men who were dropped off at area hospitals — have non-life-threatening injuries.

Another woman was injured at the scene following the shooting’s aftermath, with Chief O’Hara saying she may have also been knocked unconscious.

O’Hara said there are “hundreds” of pieces of evidence, and there may have been a large event going on at the time of the shooting.

“It’s more akin to a war zone that the amount of shell casings that the officers are recovering here than something that you would find in a park. It’s sickening,” said O’Hara.

Police say there were at least two shooters firing round after round.

A passerby who was biking through the area at the time of the shooting told 5 EYEWITNESS NEWS, “I saw people running out of the park… They were screaming and crying. I ducked behind a concrete wall — just laid down behind a concrete wall for a while.”

He says he left when the gunfire finally stopped and he could see first responders arriving.

A 5 EYEWITNESS NEWS photographer at the scene captured several evidence markers and a large number of squads around 10:15 p.m. Sunday.

As of this time, no details have been provided about the suspects. O’Hara said investigators are following up on several leads.

“I don’t know what can motivate people to come armed to a gathering like this in the way that they did,” said O’Hara, who called the area an “extensive scene.” He wasn’t aware of any damage to structures in the park.

“It is absolutely terrible that you can’t go to a park and enjoy the fruits of the park without somebody doing something stupid,” Hennepin County Sheriff Dawanna Witt told 5 EYEWITNESS NEWS.

“The goal is always to do everything we can to prevent everything from happening. But the reality is that we can’t,” Sheriff Witt said.

Hennepin County deputies not only responded to Boom Island Park to assist with the aftermath, Sheriff Witt said, but also went to the hospital where victims were being transported.

“People should feel safe, and you know, and I say that very carefully, right? Because you can’t tell a person how to feel safe,” Witt added when questioned about whether people should feel safe in Hennepin County.

“We are doing the best that we can to get ahead of it. We’re being proactive seven days a week. We’re doing different strategic plans to make sure that we are continuously going after people that continue to harm our communities,” Witt added.

“Another strategic plan that’s data-led of where we need to be to ensure that we are helping the communities feel safe, and that we are holding people responsible who continue to wreak havoc in the communities,” she said.

Boom Island Park falls in Minneapolis City Council member Michael Rainville’s ward — he tells 5 EYEWITNESS NEWS he’s talking with the Minneapolis Park & Recreation Board about closing the park’s parking lot early, from 8 p.m. to 10 p.m.

5 EYEWITNESS NEWS’ request for an interview with the Minneapolis Park Police was denied. On Monday, a representative with the Minneapolis Park & Recreation Board sent the following:
Minneapolis Park and Recreation Board (MPRB) Park Police officers responded to the shootings at Boom Island Park on Sunday night which left one woman dead, five men shot, and one woman injured. Park Police officers rendered first aide and provided life saving measures at the scene and are working closely with the Minneapolis Police Department, who lead investigations when park incidents involve a homicide. It is not believed that anyone involved in the incident had an MPRB picnic or event permit for the gathering. This incident does not appear to be a random shooting at this time and reflects the need for ongoing efforts to increase gun safety measures and reduce gun violence.

Boom Island Park is a 22.5-acre park along the Mississippi River in Northeast Minneapolis. Following Sunday night’s shooting, a mobile camera is being installed in the park and Park Police and MPRB Community Connections & Violence Protection outreach staff will continue to routinely patrol and visit the park.

Since January 1, and until this past weekend, there have been no reported Part 1 violent crimes at Boom Island Park. Part 1 violent crimes include robbery, rape, murder, and aggravated assault. Community members and park visitors are encouraged to continue to call 911 for emergencies and any situation that requires immediate assistance.
