South Africa is considering declaring a national state of disaster as record power cuts cripple the economy.

The government is looking into whether the ongoing energy crisis fulfills the legal requirements for the measure, last put in place in March 2020 to manage the Covid-19 pandemic, President Cyril Ramaphosa said in closing remarks at the ruling African National Congress’s strategy meeting on Monday.

“Work is already underway within government to establish whether the legal requirements of a national state of disaster are met and what specific actions we would be empowered to undertake,” he said.

Past state of disasters have enabled the fast-tracking of spending and the implementation of certain regulations. In the case of the coronavirus outbreak, for example, it enabled lockdown rules to be enforced and medical supplies to be procured.

The ANC has come under increasing pressure to resolve South Africa’s electricity crisis after more than two decades of indecision, graft and political interference reduced state-owned utility Eskom Holdings SOC Ltd. to a dysfunctional entity reliant on government handouts. The country has suffered 94 consecutive days of rotational blackouts, known locally as loadshedding, often for 10 hours or more a day.

The power cuts are straining the finances of the nation’s biggest cities as the hit on economic growth reduces tax income and maintenance budgets surge because of breakdowns of electricity-distribution equipment.

The central bank cut its forecast for economic growth this year to 0.3%, from 1.1% previously, because of the power outages that it estimates will shave an estimated 2 percentage points off output this year.

“A national state of disaster will enable us to have the instruments necessary to fully implement the challenges that our nation faces,” Ramaphosa said.

South Africa’s poultry farmers say they've had to cull almost 10 million chicks because of the country's power crisis. The record blackouts have slowed down production, creating a backlog in processing and no room for the chicks. Farmers' groups warn if the power cuts are not resolved soon, South Africa's longer-term food security could be affected.

South Africa’s struggling state-owned power company, Eskom, this week shortened power cuts that, since December, had forced homes and businesses to go without electricity for up to 10 hours per day.

However, Eskom says the rolling blackouts will continue for at least another year to prevent a total collapse of the grid.

The record power cuts are crippling South Africa’s economy and harming production, including foods.

Izaak Breytenbach, general manager of the South African Poultry Association, said the power crisis means they can’t run slaughterhouses, or abattoirs, on the usual 24-hour schedule.

“When we take chickens into an abattoir there’s a water bath with electric stunner and that is the main approved method of killing the chickens,” he said. “And then in that whole process where we do the cut-up of the chicken, the temperature is controlled in the abattoir.”

Breytenbach says the lack of power to run the machines dropped production by a quarter, creating a backlog and overcrowding on poultry farms.

The association says farmers were forced to cull 10 million chicks in just weeks.

Breytenbach warned if government doesn’t resolve the power shortage soon, the price of chicken will increase even more than last year, when Russia’s war on Ukraine caused feed prices to jump.

“We’ve seen material increase of chicken prices of about 17% in the period 2021 to 2022,” he said.

The drop in production could lead to a chicken shortage in South Africa and job losses in a country with a 33% unemployment rate.

Ensuring food quality and safety

Theo Boshoff, CEO of South Africa’s Agricultural Business Chamber, said the entire food production chain is affected by the power cuts.

“It’s right up and down the value chain,” he said. “If you think about primary agriculture; irrigation especially during this time it’s peak summer. The cold chain is absolutely critical so that’s where the biggest risk lies of course to ensure food quality and safety.”

Boshoff said the chamber is doing a survey to determine the cost to South African agriculture.

He said farmers met on January 13 with Agriculture Minister Thoko Didiza to discuss the problem and request an exemption from power cuts.

“It’s a tough ask in the current climate,” he said. “We don’t have enough generation online currently so if you have an exemption for one sector that means you’ll need to cut from another sector.”

He said the ministry agreed to appoint a task force on the issue and is expected to report back next week.

South Africa’s aging power plants were forced to introduce power cuts since 2008 amid corruption scandals involving the state-owned power company, Eskom.

The shortage worsened in the past two years with Eskom having to cut power more than 200 days in 2022, the most ever in a calendar year.

South African President Cyril Ramaphosa this week cancelled his trip to the World Economic Forum in Davos to hold urgent meetings on the blackouts.

Despite the shortage, the government last week announced an 18% power price increase this year but was unable to say when the power cuts will end.

Following manslaughter charges against two security guards being tossed, the family of a woman who died after a COVID-19 mask dispute at Toronto General Hospital is now pursuing civil action.

“The family of Stephanie Warriner has commenced a $16-million lawsuit against University Health Network and five security guards involved in the 2020 hospital death of Stephanie Warriner,” said a press release from Falconers LLP, adding it’s their “honour” to represent the dead woman’s sibliing, “Denise Warriner-Smith, as she continues to fight for justice for her sister Stephanie.”

The 43-year-old, mother of five who suffered from chronic obstructive pulmonary disease (“COPD”) and lived with a bipolar disorder, died 16-days after an interaction with security. Hospital security video, which captured the incident, shows her being challenged about why she was wearing her mask on her chin.

The video shows Stephanie struggling for breath and sitting on a chair before a female guard approaches her.

“Stephanie explained to the security guards that she had left her room to get a sandwich, and that she was struggling to breathe,” alleged Falconers. “The security guards were aware that Stephanie was not only in obvious respiratory distress but was also suffering from mental health issues. “

The situation escalated, according to the allegations.

“Instead of getting Stephanie the medical attention she required, the security guards berated Stephanie, pushed her against the wall and to the ground, and restrained her in the prone position with weight applied to her back,” alleged Falconers. “As a result of this use of force, Stephanie went into cardiac arrest and ultimately died.”

None of the allegations raised by the law firm have been tested in court.

Justice Sean Dunphy dismissed charges of manslaughter and criminal negligence causing death against two security guards, Amanda Rojas-Silva and Shane Hutley.

Ontario’s Attorney General ministry said after “carefully considering the matter, the Crown “decided not to appeal” and “has no further comment.” Denise Warriner-Smith said she was “shocked” by that decision.

The University Health Network did not respond Wednesday to requests for comment about the lawsuit. When asked Saturday about the criminal case, spokesperson Gillian Howard said “UHN will not comment on a court’s decision nor on matters of individual employment of discipline.”

In their release, Falconers noted “despite video footage and witness testimony, the Superior Court of Justice released a decision on Nov. 22, 2022, quashing the order of committal on both counts."

A Grade II* listed church in north-west London has been destroyed in a fire overnight.

Eighty firefighters were deployed to St Mark's church in Hamilton Terrace, St John's Wood, at 23:20 GMT on Thursday.

Videos on social media showed the entire two-storey building alight, while witnesses said the roof of the ornate Victorian building had caved in.

London Fire Brigade (LFB) said there were no injuries and the cause of the fire was not known.

The National Churches Trust has described St Mark's as an "architectural and historical treasure".

The building, which is more than 170 years old, has links to author Lewis Carroll and Queen Victoria's son Prince Leopold and is situated near Abbey Road Studios and Lord's Cricket Ground.

The vicar of St Mark's, the Reverend Kate Harrison, told the BBC the fire was "heart-breaking for us as a church and a local community".

"We remain in deep shock, but are so grateful for the prayers and messages that continue to come in, and commit to continuing to serve the local community as best we can," she added.

Sophia Tennant, who witnessed the fire, said she was getting ready for bed when she looked out of the window and saw flames rising from inside a building which she later realised was the church.

After calling the fire brigade, she said she "came and watched and it was really flaming, most of the roof seemed to be on fire".

"You could see the fire inside the church going up what would have been the stained glass window at the east end, so it's pretty disastrous," she said.

Reema Raisinghani, 32, lives in Hamilton Terrace directly opposite the church and said residents living on the ground floor of nearby buildings were told to evacuate as the flames spread.

She said the building was fully alight, including the spire, by 00:30 and "pieces of the church were actually falling down the faรงade".

"It's an iconic church, I'm used to waking up to it every single morning. It's one of those massive community churches, it's just a centre point for the whole terrace as well," she said.

"The beautiful stone colour is now all black, it's a black shell. There's ash everywhere, including outside my whole flat."

Another witness described seeing "lots of flames" which became "much bigger before the roof caved in".

More than 10 fire engines were deployed to the scene, with crews from North Kensington, Paddington and West Hampstead working to put out the flames.

Firefighters used three ladders to spray water on to the building, including two 34m (111 ft) ladders and one 64m (209 ft) ladder that is the tallest of its kind in Europe.

Eddie Tulasiewicz, from the National Churches Trust, said it was a tragedy that such a "beautiful, historic church" had been struck by fire, but he hoped "a lot of the interior can be saved".

"Churches are full of wood and most have fire detectors, but what they need is sprinkler systems," he said.

Households in the area were previously advised to keep windows and doors closed, and police asked the public to avoid the area to allow emergency services to work.

LFB said fire teams remained on site making the scene safe and were carrying out investigations into the cause of the blaze.

Westminster City Council said there would be local road closures until late morning, but all residents were "safe and accounted for".

The heartbroken vicar of a Grade II*-listed church destroyed during a fire said forensics may never find out what triggered the blaze.

Reverend Kate Harrison held a defiant service outside the burnt-out shell of the church after a towering inferno ripped through, caving in the roof, on Thursday night.

Dozens gathered for a Candlemas Eucharist service on Sunday in the shadow of the church using a cross made from pieces of burnt timber pulled from the building.

She told the BBC: “The forensic services are going to be looking at trying to discover what caused the fire but we have been warned that we might never know.

“It’s really sad, it’s like a bereavement what’s happened here and I would like answers, I would like to know what happened.”

She promised to rebuild the church that had already had its spire partially destroyed after being struck by a German bomb in 1941 during World War Two.

Ms Harrison told the Standard: “I’m absolutely heartbroken. That building has served the Christian community for 175 years. It’s our base where we have been reaching out, helping people, loving people.

“It’s a wonderful beacon of hope and to see it suffer in crushing devastation is completely heartbreaking.

“But it is a building, not the church. The church is the people and our work will carry on, our love will carry on.”

It appears the floor and walls decorated with ornate gold mosaics of Bible passages were destroyed in the blaze.

A local mother told the Standard of the panic she felt as she grabbed her children and fled her home as the fire threatened to spread to her home.

She said: “The clouds of white smoke were really dense and thick and could be seen rising up to the sky and then being blown onto the firefighters by the wind and then blown down toward Maida Vale. I’d never seen anything like it.

“I began to see bright orange flames flicker, which increased until I could see an almighty and vicious fire ravaging through the roof of the church.

“In a state of rising panic, I told my husband we needed to grab our two children, who were asleep, and get out.

“As we left we stood briefly at the front door, watching with sadness, as the front of the Church glowed bright orange from the raging fire. We could hear the loud crackling of the burning as though it were an almighty bonfire.”

She added: “I went to look at the church today and it is a shell. The spire is black and slightly crooked. The locals are devastated. Churchgoers have lost their place of worship. For a decade mothers, fathers, babies and toddlers have enjoyed daytime classical concerts of live musicians in that church.

“Now I can see people sitting in the calm church grounds surrounded by magnolia blossoms and other beautiful flowers. It is a real blow to the community.”

The National Churches Trust has described St Mark’s as an “architectural and historical treasure”.

Israeli police say a Palestinian gunman killed seven people and injured three others in a shooting outside a synagogue in Jerusalem on Friday.

Israeli officials said a Palestinian gunman opened fire outside a synagogue in East Jerusalem on Friday, killing seven people and wounding three others before he was shot and killed by the police.

The attack is being described by Israeli police as "a terrorist incident." Israeli police commissioner Yaakov Shabtai said the shooting was "one of the worst attacks we have encountered in recent years."

The attack comes amid escalating tensions between Israel and the Palestinian territories. A day earlier, nine Palestinians — including at least seven militants and an elderly woman — were killed in an Israeli military operation in the city of Jenin, in the occupied West Bank.

What do we know about the shooting?

Netanyahu called on the Israeli public not to take the law into their own hands.

What have the reactions been like?

The US State Department has condemned the attack as "absolutely horrific."

"We condemn this apparent terrorist attack in the strongest terms," State Department spokesman Vedant Patel told reporters. "Our commitment to Israel's security remains ironclad, and we are in direct touch with our Israeli partners."

US President Joe Biden asked his national security team to offer support in "assisting the wounded and bringing the perpetrators of this horrible crime to justice," White House Press Secretary Karine Jean-Pierre said.

The attack came ahead of a planned visit by US Secretary of State Antony Blinken to Israel and the West Bank on Sunday.

CIA director William Burns is also currently visiting Israel and the West Bank on a trip arranged before the latest violence.

Reuters news agency cited Palestinian officials as saying that Burns would meet Palestinian President Mahmoud Abbas on Saturday. But no comment was immediately available from US officials.

Germany's ambassador to Israel, Steffen Seibert, has condemned the attack and expressed his condolences to the families of the victims.

"Deeply saddened by reports of a Palestinian gunman killing worshippers near a synagogue in Neve Yaakov — an evil terrorist act against Jews on Holocaust Remembrance Day. My heart goes out to the families of the murdered victims and I pray for the health of the injured," he wrote on Twitter.

The United Arab Emirates also condemned the synagogue attack, the state news agency (WAM) reported, citing a Foreign Ministry statement.

UN Secretary-General Antonio Guterres the attack was "particularly abhorrent" because it occurred at a place of worship and on the International Holocaust Remembrance Day.

In a statement released by his spokesman Stephane Dujarric, Guterres said he was "deeply worried about the current escalation of violence in Israel and the occupied Palestinian territory."

The proposals are in step with proposals from Mr Netanyahu's far-right political allies, who allowed him to return to power last month.

The announcement came after Israeli police said a 13-year-old Palestinian boy was behind a shooting in Jerusalem's Silwan neighbourhood on Saturday that left an Israeli father and son seriously wounded.

An Israeli police force spokesperson previously said the assailant ambushed five people as they made their way to prayers, leaving two in a "critical condition". The 13-year-old was shot and injured by passers-by and is being held in hospital.

In a separate shooting on Friday at a synagogue in East Jerusalem, seven people were killed and at least three more injured as they gathered for prayers at the start of the Jewish Sabbath. The gunman was shot dead at the scene.

The man behind Friday's synagogue attack was identified by local media as a Palestinian from East Jerusalem.

Police have arrested 42 people in connection with that attack.

Israeli police commissioner Kobi Shabtai called it "one of the worst attacks we have encountered in recent years".

Palestinian militant groups praised the attack, but did not say one of their members was responsible.

Mr Netanyahu called for calm and urged citizens to allow security forces to carry out their tasks, while the military said additional troops would be deployed in the occupied West Bank.

"I call again on all Israelis - don't take the law into your hands," Mr Netanyahu said. He thanked several world leaders - including US President Joe Biden - for their support.

Tensions have been high since nine Palestinians - both militants and civilians - were killed during an Israeli military raid in Jenin in the occupied West Bank on Thursday.

This was followed by rocket fire into Israel from Gaza, which Israel responded to with air strikes.

Since the start of January, 30 Palestinians - both militants and civilians - have been killed in the West Bank.

Palestinian President Mahmoud Abbas suspended its security co-operation arrangements with Israel after Thursday's raid in Jenin.

Friday's synagogue shooting happened on Holocaust Memorial Day, which commemorates the six million Jews and other victims who were killed in the Holocaust by the Nazi regime in Germany.

Ukrainian President Volodymyr Zelensky condemned the attack, saying that one of the victims was a Ukrainian woman.

"Terror must have no place in today's world - neither in Israel nor Ukraine," he said in a tweet.

British Foreign Secretary James Cleverly wrote on Twitter: "To attack worshippers at a synagogue on Holocaust Memorial Day, and during Shabbat, is horrific. We stand with our Israeli friends."

President Joe Biden talked to Mr Netanyahu and offered all "appropriate means of support", the White House said.

Shortly after the incident, Mr Netanyahu visited the site, as did Mr Ben-Gvir.

The controversial national security minister promised to bring safety back to Israel's streets, but there is rising anger that he has not yet done so, the BBC's Yolande Knell in Jerusalem said.

United Nations Secretary-General Antonio Guterres was "deeply worried about the current escalation of violence in Israel and the occupied Palestinian territory", a spokesperson said.

"This is the moment to exercise utmost restraint," UN spokesperson Stephane Dujarric said.

On Saturday, the European Union expressed alarm at heightened tensions and urged Israel to use lethal force only as a last resort.

"The European Union fully recognises Israel's legitimate security concerns - as evidenced by the latest terrorist attacks - but it has to be stressed that lethal force must only be used as a last resort when it is strictly unavoidable in order to protect life," said the EU's chief diplomat, Josep Borrell.

Israel has occupied East Jerusalem since the 1967 Middle East war and considers the entire city its capital, though this is not recognised by the vast majority of the international community.

Palestinians claim East Jerusalem as the future capital of a hoped-for independent state.

Two people have been killed in a knife attack on a train in Germany, according to media reports.

The suspect, described as a stateless Palestinian man, stabbed several people on board a train travelling from Kiel to Hamburg, German news agency dpa reported.

Officers arrested a suspect shortly after the attack which the Bild newspaper said occurred as the train was arriving at Brokstedt station in northern Germany.

The motive of the attack was not immediately known.

Police spokesman Juergen Henningsen said three people were severely injured and four others suffered minor injuries - but no further details were given about the identity of the victims.

The attacker was also injured and taken to the hospital, with police saying he was between 20 to 30 years old without providing any further information on the suspect.

Interior minister of Schleswig-Holstein state, Sabine Suetterlin-Waack, later said two people had been killed in the attack, which happened at around 3pm local time, dpa reported.

"It is terrible," Ms Suetterlin-Waack told German public broadcaster NDR. "We are shocked and horrified that something like this has happened."

She later told dpa that the suspect was a stateless 33-year-old Palestinian man.

Authorities said they were first alerted to the attack just before 3pm local time when several passengers on the train made emergency calls to police.

The train was stopped and the attacker was arrested outside the train after several witnesses held him until officers arrived to detain him, police said.

Some 120 passengers were on the train at the time of the attack, dpa reported, and around 70 of them were questioned by police in a nearby restaurant after the incident.

Several forensic teams also attended the scene, while investigators in white protective overalls worked near the tracks and the train station.

Brokstedt train station was closed for several hours as regional police and the federal police were on the scene, with NDR reporting the prosecutor's office was investigating the attack.

Police released no further details about the suspect and said his possible motives were under investigation.

Germany has been hit in recent years by several deadly knife attacks, some carried out by extremists and others by people suffering from serious psychological problems.

A Syrian jihadist was given a life sentence in May 2021 for stabbing a German man to death and severely wounding his partner in a homophobic attack in the eastern city of Dresden.

Last June a 30-year-old woman died from her injuries after an apparently random knife attack on students at a university campus.

In September 2022, a knife-wielding man wounded two people in Ansbach, a Bavarian town close to Nuremberg, before being fatally shot by police who said they were investigating a possible "Islamist or terrorist context".

A German court in December sentenced a Syrian-born man to 14 years in prison for an Islamist knife attack on a train in which he injured four passengers.

Last year a German court committed a Somali man to a psychiatric hospital after he stabbed three people to death in the southern city of Wuerzburg in 2021.
