On Earth Day 2022, the U.S. Department of Justice announced that a suspect affiliated with the Earth Liberation Front has admitted to arson and arson conspiracies in the states of Oregon and California.

Officials with the DOJ identified the defendant in the cases as "Pacific Northwest environmental extremist, arsonist and former fugitive" Joseph Mahmoud Dibee, 53.

He pleaded guilty for his role in two arson conspiracies targeting commercial and government-owned animal processing facilities in Oregon and California, authorities said.

Court documents charged that beginning in October 1996 and continuing through December 2005, "Dibee and at least 15 other individuals affiliated with the Earth Liberation Front and Animal Liberation Front, loosely affiliated environmental extremist groups, knowingly conspired with one another to damage or destroy various commercial and government-owned properties."

The federal government explained the case: "Dibee and his co-conspirators held meetings to plan arsons of targeted sites, conducted research and surveillance of the sites and discussed their planned actions using code words and code names. The conspirators designed and constructed destructive devices which functioned as incendiary bombs to ignite fires and destroy targeted sites. During their self-described 'direct actions,' the conspirators dressed in dark clothing and wore masks and gloves to disguise their appearances. Some conspirators acted as lookouts while others were responsible for placing, igniting or attempting to ignite the improvised incendiary devices."

The targets included the Cavel West Meat Packing Plant in Redmond, Washington, which was destroyed by incendiary devices in 1997, and the Bureau of Land Management's Wild Horse Corrals in Litchfield, California, where a barn and its contents were destroyed.

The prosecutors said the radicals used Dibee's residence in Seattle to build the "devices."

Dibee and others were indicted in 2006 by a federal grand jury in Oregon, and later in California and Washington.

"The conspirators, together known as 'the Family,' were ultimately linked to more than 40 criminal acts between 1995 and 2001 and caused more than $45 million in damages," the DOJ charged.

While Dibee had fled the U.S. in 2005, he was arrested by Cuban authorities in 2018 and he was returned to the United States.

The government said it would recommend a prison term of 87 months, and a sentencing hearing is scheduled July 27 in Oregon.

A Pacific Northwest environmental extremist, arsonist and former fugitive pleaded guilty yesterday in federal court for his role in two arson conspiracies targeting commercial and government-owned animal processing facilities in Oregon and California.

Joseph Mahmoud Dibee, 53, pleaded guilty to conspiracy to commit arson and arson in the District of Oregon and conspiracy to commit arson in the Eastern District of California.

Yesterday’s plea also resolves Dibee’s pending criminal case in the Western District of Washington.

According to court documents, beginning in October 1996 and continuing through December 2005, Dibee and at least 15 other individuals affiliated with the Earth Liberation Front and Animal Liberation Front, loosely affiliated environmental extremist groups, knowingly conspired with one another to damage or destroy various commercial and government-owned properties.

Dibee and his co-conspirators held meetings to plan arsons of targeted sites, conducted research and surveillance of the sites and discussed their planned actions using code words and code names. The conspirators designed and constructed destructive devices which functioned as incendiary bombs to ignite fires and destroy targeted sites. On or about July 21, 1997, Dibee and others used incendiary devices to destroy the Cavel West Meat Packing Plant, a commercial slaughterhouse and meatpacking facility in Redmond, Oregon. Several years later, in October 2001, Dibee and others attempted to destroy the Bureau of Land Management’s Wild Horse Corrals, a government-owned facility used to remove wild horses from public lands located near Litchfield, California. The group’s attack on the facility caused the destruction of a barn and its contents.

Prior to the second incident, Dibee and others recruited co-conspirators and gathered supplies and fuel to make incendiary devices. The group used Dibee’s residence in Seattle to construct the devices and traveled from Seattle to Northern California in Dibee’s truck.

In 2006, after a long-running domestic terrorism investigation led by the FBI, a federal grand jury in Oregon indicted Dibee and 11 co-conspirators. Dibee and others were later indicted in the Eastern District of California and Western District of Washington. The conspirators, together known as “the Family,” were ultimately linked to more than 40 criminal acts between 1995 and 2001 and caused more than $45 million in damages.

Dibee fled the United States in December 2005. In late summer 2018, Cuban authorities arrested Dibee on an Interpol Red Notice. The Department of State including the U.S. Embassy in Havana, as well as the Department of Homeland Security including the U.S. Coast Guard and Immigration and Customs Enforcement assisted in returning Dibee to the United States. The Justice Department’s Office of International Affairs provided valuable assistance.

With his continued acceptance of responsibility, the government will recommend Dibee receive a sentence of 87 months in federal prison. He will be sentenced on July 27 by U.S. District Court Judge Ann Aiken in the District of Oregon.

As part of his plea agreement, Dibee has agreed to pay restitution to his victims as determined by the government and ordered by the court.

One of Dibee’s co-conspirators remains at large. Josephine Sunshine Overaker, an American citizen who is either 47 or 50 years old, is believed to have fled to Europe in late 2001. Overaker faces 19 felony charges including conspiracy to commit arson and destruction of an energy facility, attempted arson, and arson in the District of Oregon, the Western District of Washington, and the District of Colorado. The FBI continues to offer a reward of up to $50,000 for information leading to Overaker’s arrest.

Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division, and U.S. Attorneys Scott Erik Asphaug for the District of Oregon, Phillip A. Talbert for the Eastern District of California and Nicholas W. Brown for the Western District of Washington made the announcement.

This case was investigated by the FBI and Bureau of Alcohol, Tobacco, Firearms, and Explosives.

The U.S. Attorneys’ Offices for the District of Oregon, Northern District of California, and Western District of Washington, and the National Security Division’s Counterterrorism Section are prosecuting the case.

The social media company says ads can’t contradict “scientific consensus” on the environmental crisis.

Twitter is banning advertisements that promote climate change denial in an effort to curb the reach of groups seeking to downplay the extent of the environmental crisis.

Under the new policy, advertisements that contradict the “scientific consensus” on climate change will be prohibited along with other types of banned-ads such as campaigns that contain violence, profanity or personal attacks. Twitter will be relying on reports from the Intergovernmental Panel on Climate Change, a unit within the United Nations, to inform its decisions about which advertisements break its rules, according to the company.

“We believe that climate denialism shouldn’t be monetized on Twitter, and that misrepresentative ads shouldn’t detract from important conversations about the climate crisis,” the company said in a blog post. “We recognize that misleading information about climate change can undermine efforts to protect the planet.”

Twitter’s Friday announcement — coinciding with Earth Day — is part of a larger trend by social media companies to address criticism from activists that they are doing too little to combat climate change disinformation campaigns from spreading rapidly on their massive networks on their sprawling networks. In recent years, tech companies have been introducing new labels and information hubs to elevate accurate information about the environment while taking steps to limit the spread of falsehoods.

It also coincides with Elon Musk’s $43 billion hostile takeover bid for Twitter, which he launched last week amid weeks of talk about the importance of free speech. At a TED conference last week Musk called the company the public town square.

“I think we would want to err on the, if in doubt, let the speech, let it exist. But if it’s a gray area, I would say let the tweet exist,” he said.

That free speech stance may contradict Twitter’s push toward more content moderation, including in the area of climate change.

Last year, Twitter announced it would start directing users to online hubs containing “credible, authoritative information” on climate change that would appear in users’ “Explore” tabs, their Twitter search portals, and relevant trends lists.

Google similarly announced a move to ban advertisements that contradict scientists’ understanding about the existence and causes of climate change. Facebook, which was renamed Meta, has also launched a Climate Science Center to give users a go-to place to find accurate information on climate change. The company bans also ads promoting climate information that its third-party fact checkers determine is false, according to Meta spokesperson Aaron Simpson.

Still, research shows that climate change denial groups have managed to evade social media companies’ content moderation systems to spread falsehoods about the environment such as there is no evidence for the adverse effects of climate change. A 2021 report by the liberal-leaning advocacy group Avaaz found that between April 6, 2021, and Nov. 15, 2021, the top five climate change misinformers managed to rack up more than 60 million views on posts containing climate falsehoods — most of which were not labeled by Facebook as false.
