2/2 - CA Health secretary Mark Ghaly is saying he wants "enforcers" on site at theme parks and doesn't have the manpower. Watch for a union-backed proposal to turn theme park employees into quasi-state agents who can call in "violations" that lead to "negotiated" settlements.
