USA: Jose Felan Jr. and Mena Yousif, a Minnesota Couple, Are On The Lam Caught On Camera Setting Fires To Two Buildings During The George Floyd Riots That Began In Minneapolis.

A Texas man was charged after lying to law enforcement to help arsonists evade arrest, according to a criminal complaint.

Jose Felan Jr. and Mena Yousif, a Minnesota couple, are on the lam. Authorities said Felan Jr., a felon, was captured on video setting fires during riots in the Twin Cities in the wake of George Floyd’s death. Yousif is accused of helping set at least one fire, at a Goodwill, and helping Felan evade police.

Authorities believe the couple traveled south, possibly to Mexico.

Yousif, who appears to be noticeably pregnant, is known to have worn a range of disguises while on the run, including wigs, hair extensions, hats, and the absence of a hijab.

According to the complaint, 29-year-old Leeroy Felan, Felan Jr.’s brother, provided false information to federal law enforcement officers to try to stymie the investigation and arrest of his sibling and his sister-in-law.

Felan is also accused of transporting Felan Jr. and Yousif to try to prevent them from being arrested.

Felan was on supervised release stemming from a 2015 conviction of conspiracy to transport illegal aliens. He is being held until a preliminary hearing on July 31.

Anyone with information on the whereabouts of Felan Jr. and Yousif is urged to contact the authorities at 877-926-8332 or through the U.S. Marshals Service’ reporting application.

The reward for information that leads to the arrest and conviction of the suspects was increased to $20,000 last month.

“These two have evaded law enforcement for a couple weeks now and we are hoping the increased reward will encourage those who know these individuals’ whereabouts to come forward,” said William Henderson, special agent in charge of the St. Paul Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives, said at the time.

“We are pleased to be working in close coordination with the Marshals on this case. We’re confident with their help we’ll be able to bring these two to justice.”

U.S. Marshal Mona Dohman of the District of Minnesota added: “We are calling on anyone with information on the whereabouts of Felan and Yousif to contact us immediately.”

MADISON, Wis. — The Bureau of Alcohol, Tobacco, Firearms and Explosives is offering an additional reward of up to $5,000 for information leading to the identification of more people in relation to the recent fire-bombing at a downtown Madison government building late last month.

ATF and its local and state partners believe more individuals, whose images are contained in this release, either participated in or have information related to the June 24 fire-bombing at the City County Building, located at 211 South Carrol Street.

ATF issued a reward notice shortly after the incident occurred, calling for the identification and apprehension of a man suspected of carrying out the fire-bombing. With help from the public, law enforcement was able to identify that individual. However, new details have immerged, causing authorities to seek identities of additional people who were in the downtown area in the early morning of June 24.

“We are thrilled with the amount of response we received related to our previous reward,” said Assistant Special Agent in Charge Jon Ortiz, of the ATF St. Paul Field Division. “Now we need the public’s help to identify these five individuals. This was a dangerous incident that put a number of lives at risk. The public’s safety and their ability to call 911 for help should never be put in jeopardy. We believe these people may have information from that morning that can help us better understand what happened and who might have been involved.”

“I applaud the continued investigation of the Dane County Jail fire-bombing by the St. Paul Division of the ATF, along with the City of Madison Police and Fire Departments,” said Dane County Sheriff David J. Mahoney. “This criminal act put hundreds of adults and children at significant risk of death or injury. We need the public’s help in identifying those responsible for this thoughtless act.”

“The actions of criminals in this case endangered lives and destroyed property,” said Chief Victor Wahl of the Madison Police Department. “This behavior will not be tolerated by the Madison community, and I urge anyone with information about the identities of these persons of interest to step forward, so that those responsible can be held accountable.”
