Barack Obama was accused of making “a deal with the devil” after he eased sanctions against Sudan on Friday, reversing two decades of policy towards an Islamist regime that massacred its own people and sheltered Osama bin Laden.

The American president signed an executive order that, by relaxing a 20-year-old trade embargo on Khartoum, represents the culmination of a grand rapprochement by his administration towards “rogue” regimes like Iran, Cuba and Burma.

US officials characterised what is likely to be Mr Obama’s last significant diplomatic initiative at the White House as a reward for progress made by Sudan in countering terrorism, sharing intelligence and killing fewer civilians in the Darfur region and other conflict areas.

The regime of Omar al-Bashir, Sudan’s president, is believed largely to have ended aerial bombing raids in the Darfur region and has restrained itself from interfering in a civil war in neighbouring South Sudan.

But several human rights activists said they were infuriated that Mr Obama would offer even limited reconciliation to Mr Bashir, who is wanted by the International Criminal Court on charges of carrying out genocide in Darfur.

Perhaps 300,000 people have been killed, according to the UN, and 2.7 million more forced to flee since 2003, when Mr Bashir responded to rebellion in Darfur by sending militiamen on horseback to raze countless villages to the ground.

Although aerial bombardments may have eased, the killings have not stopped. Last week, men in army fatigues killed nine people in an attack on a displaced camp in Jebel Marra, an area where government forces repeatedly used chemical weapons last year, according to Amnesty International.

“To overlook the crimes of a regime that for 27 years has waged genocidal counter-insurgency campaign after genocidal counter-insurgency campaign boggles the imagination,” said Eric Reeves, an American academic and prominent critic of the Bashir regime, who has accused Mr Obama of making “a deal with the devil”.

Mr Bashir earned a reputation as one of the world’s foremost champions of anti-Western terrorism in the nineties after he allowed a cast of terrorist kingpins, including Carlos the Jackal and, from 1992 to 1996, Osama bin Laden, to settle in Khartoum.

Bill Clinton imposed sanctions on Sudan in 1997 in retaliation and authorised air strikes against a pharmaceuticals factory in Khartoum the following year after accusing the Bashir regime of complicity in al Qaeda attacks on American embassies in Kenya and Tanzania.

But Mr Bashir, who is no ideologue, has gradually distanced himself from Islamist extremists. After purging his government of radicals, he is said to have taken action to stop Islamic State fighters from crossing into Libya and has won rare praise from Israel for stopping Iran smuggling weapons to Hamas through Sudan.

Analysts said that by easing sanctions, the United States was encouraging moderates in the regime to build on progress made so far.

“They are using a carrot,” said Magnus Taylor, Horn of Africa analyst for the International Crisis Group think tank.

“For the last decade there has been a lot of stick and the stick didn’t work. The trouble with having pariahs is that is is very hard to have any meaningful engagement with them. So it is definitely time for a different strategy.”

The easing of restrictions will provide a significant boost to the troubled Sudanese economy, but a number of sanctions will remain in place — as will Sudan’s ignominious position of sharing with Iran and Syria the US designation of “state sponsor of terrorism”. Mr Obama has also built in a clause that will allow sanctions to be reimposed if Sudan backtracks.

What really blew my mind was when George Clooney actually married a Muslim woman who provides legal counsel to the Muslim Brotherhood criminals around the world. The very people who he spoke up against in Darfur, Sudan. As if she cast a Islamic satanic spell over him. He's a smart man, how could he not connect the dots?

Nomidic Arab tribes called the Janjaweed (in Sudanese province of Darfur since 12th century from Arabian Peninsula) form an alliance with a group of powerful Arab North Sudanese merchants called the Jellaba. The Jellaba runs an extensive slavery ring of non-Arab Africans and exploits the Sudanese soil for its raw materials.

The Arab Janjaweed and Jellaba consider themselves racially and ethnically superior to the Africans of Sudan, justifying their involvement in the slave-trade of black Africans.

Sudan Famine 1985-2003

Terrible drought hits Sudan resulting in severe famine. Janjaweed Arab militias (15% of Darfur population) relentlessly attack farms and villages of Sudanese Africans, depriving them of water and provisions. Pillaging, raping and killing are common. Africans are treated as second-class citizens.

Sudan 1989-2003: Muslim Brotherhood In Power

Muslim Brotherhood led by Al Bashir take over government by force. He works closely with Osama Bin Laden. Persecution of non-Arab Sudanese by Janjaweed militia worsens under Al Bashir, and increasingly takes on the tone of racially motivated ethnic cleansing.

1996 Al Qaeda From Sudan to Afghanistan to the World

Bin Laden leaves Sudan under US pressure on Sudanese government. He returns to Pakistan and is transferred back to Afghanistan under the direct supervision of General Pervez Musharraf, then high ranking military figure. Osama Bin Laden gathers all the remaining Mujahedeen (‘Holy Islamic Warriors’) from the Afghan War. He finds refuge with the oppressive Taliban regime and rekindles connections with jihad mercenaries from Chechnya, Dagestan, Xinjiang of China, the Southern Philipines, North Africa and the Middle East. International Jihad takes shape.
