On MSNBC last night Rep. Barney Frank, D-Mass., referred to paying taxes as a “contribution.”

To be fair, one of the definitions of contribution is “an impost or levy,” but that doesn’t appear to be the one Frank was using. Regarding a tax increase on the wealthy, Frank said that it’s “not true that everyone who is doing well begrudges making a contribution.” In that context, the definition of contribution that Frank is using is “the act of contributing,” which means that it is voluntary.

And if you think that paying taxes is voluntary, try not filing your 1040 next April 15 and see what happens.

Perhaps Frank’s comment shouldn’t come as a surprise since there has been a lot of confusion among Democratic lawmakers and officials in recent years as to whether or not taxes must be paid.

Even among Democrats who do pay their taxes, there is confusion.
