Vast Majority of Bills Go Nowhere (Debt Free America Edition) SO WHAT?! We Still NEED To Track LEGISLATION!

Now I'm posting this perspective so that you can get a better idea of how the Obama loyalist influence the public. Here Open Congress would have you believe you are wasting your time monitoring bill's submitted to Congress because a small percentage get passed. Well I say we SHOULD and NEED to still track legislation! Let me explain why it is so important that we TRACK legislation. If a bill that was submitted by whomever will adversely affect the public, people need to know who is sponsoring the bill in order to VOTE THEM OUT in the next election! Whether the bill get's passed or NOT! The bill's submitted show the legislator's INTENTIONS for the public, good or bad. It's a barometer!

We also need to track a legislator's VOTING RECORD. Their voting record gives you INSIGHT into their mindset. Also, if your representative is NOT VOTING, well you need to be asking WHY and what the heck is he/she doing with their time. Do they not have an OPINION of the legislation being voted on? Or have they simply been ABSENT and catching a FREE RIDE at the taxpayers expense! You need to know what kind of person is REPRESENTING you in Washington. All of us, now more than ever, NEED to be responsible citizens. NONE of us can afford to be complacent and therefore complicit to the crimes being committed against the American public by Washington officials who have been ABUSING their authority over us.

Yeah I know it's a pain. All of you spend 40 hours or more a week busting your back earning your paychecks, pay your share of the taxes and now have to keep your eye on people you pay a wealthy salary to who are supposed to be ethically representing you. I know it totally SUCKS! But what does FREEDOM cost to you? In my opinion, FREEDOM is priceless! and if we want to get rid of the slackers, losers, criminals, free loaders in Washington we better start paying attention. This also applies to State and Local representatives. We are where we are because the public has carelessly RELIED on our politicans to do the RIGHT THING on our behalf. Well as all of you can see, most don't give a damn about us. Most politicians care more about themselves, their cronies and about pushing forth their agenda that will help their cronies.

Do you understand that our President represents ALL of America? Do you understand that is it the American public who is IN CHARGE. The president is NOT KING. This person does NOT REIGN over us. You really need to get this straight... This person has the power with the swipe of his/her pen to sign bills into LAWS that can adversely affect the American public. If we are NOT paying attention to what Washington is doing, they can slowly erode our CIVIL LIBERTIES! Which is what they have been doing. It is irresponsible of you as a citizen to just ASSUME our president is doing the RIGHT THING on behalf of the public just because he/she says they are. We cannot BLINDLY TRUST any representative. That is not in our best interest.

Here we have yet another example of an oddball bill in Congress being used, inappropriately , as evidence for something unpopular that “the government” is supposedly trying to do.

The Debt Free America Act, which would replace the individual income tax with a new 1% tax on every consumer financial transaction, was introduced in the House of Representatives on Feb. 23, 2010 by Rep. Chaka Fattah [D, PA-2]. It has zero co-sponsors, hasn’t seen any movement in the legislative process, and is going nowhere. Yet there is suddenly a bit of buzz around it. It’s been creeping up the most-viewed bill list on OpenCongress and this week has been viewed more times than major bills like the Dodd-Frank financial reform bill, the House climate change bill, and the DISCLOSE Act. Most of the views are coming from search engines, presumably because of rumors that are circulating via email, like this one collected by Snopes.com:
While at the checkout of Wal-mart in Greenville, TN I heard that in the future the government may be planning to place a 1% tax on people using debit cards at the check out.
Rumors like this are based on a misunderstanding of what bills in Congress are. They do not necessarily represent the views of anybody in government besides the member of Congress who sponsored it and any members who have co-sponsored it. Congress is a diverse body of 535 members, all of whom can introduce any bill on any subject without having to seek anybody else’s consent. As a result, 10,000 or more bills are introduced each session. Only 4% of them ever become law, and somewhere between 85% and 90% each session die in the committee they were referred to upon introduction. As I’ve explained in the past, the vast majority of bills go nowhere.

That said, let’s take a quick look at what Rep. Fattah’s “Debt Free America Act” is, exactly. Here’s how it’s explained by the official CRS summary:
Debt Free America Act – States as purposes of this Act the raising of sufficient revenue from a fee on transactions to eliminate the national debt within seven years and the phasing out of the individual income tax. Amends the Internal Revenue Code to impose a 1% fee, offset by a corresponding nonrefundable income tax credit, on transactions that use a payment instrument, including any check, cash, credit card, transfer of stock, bonds, or other financial instrument. Defines “transaction” to include retail and wholesale sales, purchases of intermediate goods, and financial and intangible transactions. Establishes in the legislative branch the Bipartisan Task Force for Responsible Fiscal Action to review the fiscal imbalance of the federal government and make recommendations to improve such imbalance. Provides for expedited consideration by Congress of Task Force recommendations. Repeals after 2017 the individual income tax, refundable and nonrefundable personal tax credits, and the alternative minimum tax (AMT) on individuals. Directs the Secretary of the Treasury to:

(1) prioritize the repayment of the national debt to protect the fiscal stability of the United States; and

(2) study and report to Congress on the implementation of this Act.
