(Reuters) - California Governor Arnold Schwarzenegger declared a state of emergency over the state's finances on Wednesday, raising pressure on lawmakers to negotiate a state budget that is more than a month overdue and will need to close a $19 billion shortfall.

The deficit is 22 percent of the $85 billion general fund budget the governor signed last July for the fiscal year that ended in June, highlighting how the steep drop in California's revenue due to recession, the housing slump, financial market turmoil and high unemployment have slashed its all-important personal income tax collection.

In the declaration, Schwarzenegger ordered three days off without pay per month beginning in August for tens of thousands of state employees to preserve the state's cash to pay its debt, and for essential services.

California's budget is five weeks overdue, joining New York among big states with spending plans yet to be approved, and Schwarzenegger and top lawmakers are at an impasse over how to balance the state's books.

Analysts say it could be several more weeks before the Republican governor and leaders of the Democrat-led legislature reach an agreement, a delay that threatens to lower the state's already weak credit rating, now hovering just a few notches above "junk" status.

"Without a budget in place that addresses our $19 billion budget deficit, every day of delay brings California closer to a fiscal meltdown," Schwarzenegger said in a statement.

"Our cash situation leaves me no choice but to once again furlough state workers until the legislature produces a budget I can sign," he wrote.

Schwarzenegger's declaration noted the state's government is projected to run out of cash no later than October should its budget stalemate persist, as expected.

California has a long history of nasty and lengthy budget battles.

Last year, the fight over a spending plan dragged on so long the state controller had to issue IOUs instead of payments to vendors to conserve money for priority payments, including payments for education programs and for investors holding the state's bonds.

IOUs AS EARLY AS NEXT MONTH

Schwarzenegger's declaration noted State Controller John Chiang has said he could be forced to issue IOUs as early as next month because of the budget impasse.

Schwarzenegger has proposed slashing spending to balance the state's books, an approach rejected by Democratic lawmakers. Their leaders in the state Senate and Assembly are trying to draft a joint plan likely to include proposals for tax increases to rival the governor's budget plan.

By ordering furloughs, which he also did last year, Schwarzenegger is bringing pressure on state employee unions allied with Democratic lawmakers on the heels of losing a courtroom battle to cut state employees' pay to the federal minimum wage to bolster the state's finances.

Schwarzenegger's new furlough order was instantly condemned by labor officials as a political ploy.

"To once again force state employees to take unpaid furloughs is just another punitive measure by Governor Schwarzenegger because he couldn't impose minimum wage," said Patty Velez, president of the California Association of Professional Scientists.

So much for TRANSPARENCY.

Under a little-noticed provision of the recently passed financial-reform legislation, the Securities and Exchange Commission no longer has to comply with virtually all requests for information releases from the public, including those filed under the Freedom of Information Act.

The law, signed last week by President Obama, exempts the SEC from disclosing records or information derived from "surveillance, risk assessments, or other regulatory and oversight activities." Given that the SEC is a regulatory body, the provision covers almost every action by the agency, lawyers say. Congress and federal agencies can request information, but the public cannot.

That argument comes despite the President saying that one of the cornerstones of the sweeping new legislation was more transparent financial markets. Indeed, in touting the new law, Obama specifically said it would “increase transparency in financial dealings."

The SEC cited the new law Tuesday in a FOIA action brought by FOX Business Network. Steven Mintz, founding partner of law firm Mintz & Gold LLC in New York, lamented what he described as “the backroom deal that was cut between Congress and the SEC to keep the SEC’s failures secret. The only losers here are the American public.”

If the SEC’s interpretation stands, Mintz, who represents FOX Business Network, predicted “the next time there is a Bernie Madoff failure the American public will not be able to obtain the SEC documents that describe the failure,” referring to the shamed broker whose Ponzi scheme cost investors billions.

"The new provision applies to information obtained through examinations or derived from that information," said SEC spokesman John Nester. "We are expanding our examination program's surveillance and risk assessment efforts in order to provide more sophisticated and effective Wall Street oversight. The success of these efforts depends on our ability to obtain documents and other information from brokers, investment advisers and other registrants. The new legislation makes certain that we can obtain documents from registrants for risk assessment and surveillance under similar conditions that already exist by law for our examinations. Because registrants insist on confidential treatment of their documents, this new provision also removes an opportunity for brokers, investment advisers and other registrants to refuse to cooperate with our examination document requests."

Criticism of the provision has been swift. “It allows the SEC to block the public’s access to virtually all SEC records,” said Gary Aguirre, a former SEC staff attorney-turned-whistleblower who had accused the agency of thwarting an investigation into hedge fund Pequot Asset Management in 2005. “It permits the SEC to promulgate its own rules and regulations regarding the disclosure of records without getting the approval of the Office of Management and Budget, which typically applies to all federal agencies.”

Aguirre used FOIA requests in his own lawsuit against the SEC, which the SEC settled this year by paying him $755,000. Aguirre, who was fired in September 2005, argued that supervisors at the SEC stymied an investigation of Pequot – a charge that prompted an investigation by the Senate Judiciary and Finance committees.

WASHINGTON – President Barack Obama, who rocketed to the White House promising "change you can believe in," is now telling voters they shouldn't change a thing.

His message for the fall elections, which are looking ominous for his Democrats, is that Republicans caused the nation's economic troubles, but he and the Democrats are starting to fix them. So stick with the Democrats and don't go back to the GOP.

"This is a choice between the policies that led us into the mess or the policies that are leading out of the mess," Obama said recently in Las Vegas.

Trouble is, it's a tough sell to voters who've seen little progress.

Unemployment is stuck near double digits and polls show many voters have decided Obama's policies are to blame, not his predecessor's.

Obama often frames the argument by saying that Republicans had their chance to drive, then drove the car into a ditch and shouldn't get the keys back. But voters may be concluding that Democrats, who control the White House and both chambers of Congress, have had their chance at the wheel, too, and haven't gotten very far.

"From the American public's point of view, the people in charge at this point are the people who own the problem," said Andrew Kohut, head of the nonpartisan Pew Research Center.

Obama's challenge for the next four months is to turn that perception around.

So he's traveled, from Buffalo, N.Y., to San Francisco, reminding voters of the mess he faced when he took office: a shrinking economy, lost jobs, weak markets, an economic crisis becoming international in scope.

Now, even though unemployment hasn't dropped to the 8 percent level the administration once projected, the economy is gradually picking up and adding jobs, the president says. Putting Republicans in power, he contends, would reverse the momentum.

But the White House knows it can't just be about blaming George W. Bush, though the former president's enduring unpopularity helps Obama's case. Obama must try to take it a step further and get voters to view Republicans now running for office as little more than extensions of Bush who would advance the ex-president's same policies.

"This isn't about relitigating history," said Obama senior adviser David Axelrod. "This is about history repeating itself."

Will the strategy work in an election year roiling with anti-incumbent sentiment? That's not yet clear, though it hasn't appeared to boost Democrats' standing much so far. Midterm elections typically deal a drubbing to the president's party anyway, and for Democrats it could mean losing control of the House.

Republicans say they intend to keep the focus on Obama's policies, which they cast as deficit-busting, big-government boondoggles. "Democrats can attempt to spin it any way they want, but unfortunately for them this election is going to be a referendum on the president and his party's failed economic policies," said Rep. Pete Sessions, R-Texas, chairman of the National Republican Congressional Committee.

But Obama's pickings were slim when it came to campaign themes.

The narrative that worked so well when Obama was a presidential candidate offering himself as a transformational figure who could change Washington is no longer at his disposal. He can hardly claim to have delivered on that promise because he hasn't changed Washington, at least not much, as he's acknowledged.

San Francisco - The city of Oakland, just east of San Francisco, gave final approval Tuesday to the establishment of four massive pot cultivation facilities.

The move makes Oakland the first city in the US to approve gigantic industrial-sized marijuana factories and comes just months ahead of a statewide vote in November to legalize the popular drug for recreational use throughout California.

The controversial plan was passed Tuesday by the city council, which also plans to ask residents to approve a 5-per-cent sales tax on medical marijuana to help the cash-strapped city balance its books.

Under the terms of the new regulation, the four factories would each have to pay an annual fee of 211,000 dollars to support a team of city supervisors. They would also have to post at least 2 million dollars in liability insurance and pay a tax on all their sales. The factories would need to meet guidelines for reducing energy use, greenhouse gas emissions and pesticide use in order to obtain the permits.

Investors from across the country are expected to flood Oakland with applications for the four permits, which even with the taxes and levies are still likely to make millions of dollars in profit every year.

Agramed, a firm that pushed for the measure, plans to set up a growing operation the size of two football fields in empty industrial buildings using artificial lights. It estimates that it would hire almost 400 workers and pay at least 1.5 million dollars a year in taxes as it produces every day more than 26 kilograms of high-grade pot - valued at more than 100,000 dollars per day at current dispensary prices.

Current California law allows individuals to grow and use medical marijuana, for which they need a doctor's prescription. But all use of marijuana remains illegal under federal law, and agents of the US Drug Enforcement Agency could raid the high-tech new weed factories approved by Oakland, arresting the owners and workers and confiscating the produce.

"We want to see what the federal reception is," said Derek Peterson, a co-founder of iGrow. "Wholesale cultivation has been a don't-ask, don't-tell business."

Polls show that the electorate is split over the November ballot initiative to legalize marijuana in California - and it is unclear what stance federal authorities would take if the measure were to be approved.

Paradoxically, it is the small growers who have been supplying the market for years who are among the staunchest opponents to the Oakland plan and to the November legalization initiative. They fear it would drive down prices and force them out of business.

"These growers are not anonymous miscreants burning down houses and bringing crime to neighbourhoods," said Steve DeAngelo, whose Harborside dispensary is the largest in the nation, buying marijuana from more than 400 growers. "They are real people, decent people with families to support."

But proponents of the new measure said it was smart public policy that would generate revenue for the cash-strapped city government, ensure that fire and building codes are enforced, keep neighborhoods safe and reinforce Oakland's place as the centre of the California's cannabis economy.

"It's really important for Oakland to be a vital part of that growth and development for licensed facilities," said Councilwoman Rebecca Kaplan, who drafted the proposal.

In a memo released on Tuesday, a Senate subcommittee disclosed that it has “obtained information suggesting that 4,900 to 6,600 graves may be unmarked, improperly marked, or mislabeled” on the maps at the historic Arlington National Cemetery. These problems, according to the memo, are “far more extensive than previously acknowledged.”

The Subcommittee on Contracting Oversight gave kudos to Salon.com for a series of articles about the cemetery’s mismanagement, and to whistleblowers whose concerns went largely ignored for years. The waste and contract mismanagement at Arlington, the memo pointed out, started years ago:

More than ten years ago, the Army began the development of a new system to automate the management of burial operations at Arlington National Cemetery. Documents and information obtained by the Subcommittee show that a series of improper actions and errors have wasted millions of dollars and delayed implementation of a functioning system by years.

Despite SPENDING between $5.5 million and $8 million to develop a better system, “Arlington National Cemetery still does not have a system that can accurately track graves and manage burial operations,” the memo reads.

There are 330,000 grave sites at the cemetery--a burial place of military veterans, Supreme Court justices, U.S. presidents, former slaves and Civil War soldiers. The cemetery is managed by the U.S. Army.

In a hearing last month, Army Secretary John McHugh testified that the Army officials overseeing the cemetery were ignorant of the problems, Salon noted.

According to The Washington Post, the Army has known about these problems for almost 20 years but has been unable to solve them. The Senate subcommittee also found that the Army—which had divided oversight of the cemetery among several Army organizations over the years—had failed to conduct “even the most basic oversight.”

The subcommittee has subpoenaed some cemetery officials, and they are scheduled to testify on Thursday.

An outgoing father of three was savagely beaten up by three men he had befriended before being dumped naked in a brook where he drowned.

David Splatt, 35, met his fate following a chance encounter during a night out in Preston, Lancashire.

His partner Fay was often concerned about him going out alone to pubs and clubs because he would talk to anyone, Preston Crown Court heard.

Sentencing the three assailants to life, Mr Justice Henriques said: ''It was a Saturday night and David Splatt enjoyed going out in Preston on his own, dancing in local clubs.

''He did so with the full blessing of his partner.

''She described him as being happy and friendly towards everyone. She used to send him out with a £20 note in his pocket.

''She was always worried though about him because he would meet complete strangers and befriend them. She thought he was vulnerable because he was so friendly to anyone he met and so it proved to be.''

His friendly nature brought him into contact with cousins Michael Casey, 19, and David Carroll, 21, who invited him back to the former's flat for drinks, the court heard.

Their friend, Keith Peel, 27, joined them and all were friendly towards each other until Mr Splatt got up to leave in the early hours of December 20 last year.

He was knocked to the ground and then kicked repeatedly in the head and ribs before he was stamped on until he lost consciousness.

One witness said he suffered a stamp to the face and a running kick to the body before he was carried back into the property.

When he came around Peel was said to have asked him if he had a mobile phone.

He said: ''If you have got a phone you can go, if not you cannot.''

Scientific evidence showed a great amount of violence was then inflicted on the victim in the flat, with splashes of blood in the hall, living room and kitchen.

He was stripped of most of his clothing and then dragged 100 yards on his naked back in the snow on a rough, stony path before he was dumped in a brook where he drowned.

The judge told the defendants: ''At seven o'clock in the morning, freezing and snowing outside, you were deliberately disposing of him in the hope that no connection could be made between his naked body and yourselves.''

He said the violence visited on Mr Splatt could not be understated.

''The nerve fibres in the brain stem were torn to destruction by the high-velocity injuries some 35 minutes before he died and indicated the length of suffering,'' he said.

He also suffered a lengthy tear to his stomach, with 27 cuts and bruises to his head.

The court heard it was impossible to calculate the exact number of blows suffered.

Neighbours called police and paramedics but the trio tried to fob off officers by pretending they had been fighting with each other.

As Mr Splatt lay undiscovered in the brook, Casey and Carroll even pretended to kiss each other to show they had ''made up'' after their supposed tussle.

They then made frantic efforts to clean the blood in the flat before the police returned when the body was found by a man walking his dog.

Mr Justice Henriques said: ''This was a most savage and brutal murder. This was violence for violence's sake.

''It was absolutely clear that Mr Splatt, a man of only 5ft 4in or 5ft 5in in height, did nothing whatsoever to bring about the terrible death that he met.''

Peel, of Burnslack Road, Preston, said to be the main instigator, was jailed for a minimum of 18 years and four months. He pleaded guilty to murder at an earlier hearing.

Carroll, of Burholme Place, Preston, and Casey, of Fir Trees Avenue, were jailed for minimum terms of 18 years and 16 years. Both were convicted of murder following a trial last month.

The suspected parents of eight newborn babies whose skeletal remains were found in two gardens in a northern French village have been questioned by police.

The pair, both about 45, were to appear before prosecutors in Douai on Thursday to be charged in what judicial officials said could be the biggest infanticide case in France .

The woman works as a nursing assistant and her husband is a member of the local council in Villers-au-Tertre.

Both are respected members of the 700-strong farming community, where police with sniffer dogs searched two addresses after the new owners of a home found the bones of two infants while digging in their garden.

The house previously belonged to the parents of the arrested woman.

Search teams then headed on to the couple's home in another part of the village, where six more sets of remains were found, a local councillor told reporters.

"I'm still in shock," said Daniel Collignon, a former mayor of Villers-au-Tertre, describing the village as a very calm and rural place.

Neighbours also reacted with astonishment. "These are attractive, helpful, polite and courteous people, who did nothing to make you think them capable of anything abnormal," said one 50-year-old man.

"The husband was even elected to the town council," he added.

The couple had two adult daughters and were grandparents, said another local resident.

Neighbours said they had lived in the village for at least 15 years.

The incident is the latest in a string of similar cases in France.

Earlier this year French mother Celine Lesage was jailed for 15 years after admitting to killing six of her newborn babies and hiding the bodies in her cellar.

Mrs Lesage, 38, confessed to concealing the pregnancies, then giving birth alone before strangling two infants and suffocating four others.

She told the court that she could not explain why she had killed the babies.

Last June, Véronique Courjault, a “model” mother of two boys was found guilty of killing three of her newborns and putting two of them in her freezer.

She was released in May for good behaviour after spending three years behind bars awaiting trial.

Four babies died at an NHS heart unit where managers were trying to raise the number of patients being treated in order to avoid closure, according to a damning report.

The infants died within three months of each other after being operated on by a relatively junior surgeon who was appointed to raise patient numbers at the John Radcliffe Hospital in Oxford, an external review has found.

Caner Salih, who was left alone on his second day in the post, complained about the age of the equipment and poor working practices at the children’s cardiac unit. He blew the whistle to bosses after four of his patients died within three months and asked to stop operating.

His concerns were ignored and it was only when journalists began to ask questions that the trust managers informed the Strategic Health Authority [SHA] and the health care regulator, the Care Quality Commission, says the report.

It may have been up to six weeks after Mr Salih raised concerns that children’s heart surgery at the trust was suspended. The report, conducted by senior doctors at the SHA, recommends that operations at the unit should never take place again because it is unsafe.

The case raises echoes of the Bristol heart scandal in which 35 babies died and dozens more were left brain damaged amid lax safety and monitoring at the Bristol Royal Infirmary in the early 1990s.

The report, written by Dr Bill Kirkup, the director of clinical standards at the South Central Strategic Health Authority, says that managers at the John Radcliffe were aware that a forthcoming review of children’s heart surgery was likely to recommend the closure of small units which handled few patients. The Oxford Cardiac Centre, based at the hospital, is the smallest in the country, treating just 100 patients a year.

In order to try to boost patient numbers, managers took on another consultant surgeon. The job was Mr Salih’s first consultant post in the UK after working in Australia.

But the report says he was left alone when the senior consultant, Stephen Westaby, went on holiday for three weeks the day after he started.

The report does not criticise Prof Westaby directly but refers to him being "idiosyncratic" and that nurses and anaesthetists had adapted to his ways of working.

Four babies on whom Mr Salih operated died between December 2009 and February 2010. He complained to managers after finding it impossible to continue to operate with what he said was out-of-date equipment and working practices, the report says.

George Carlin - Rights and Privileges


Many of you who have been regular readers of this blog know that I love George Carlin and was very sad when he passed away. I respected his perspective on many issues and he never failed to make me LAUGH. However, the one thing I have to strongly disagree with now looking back was his APATHETIC ATTITUDE towards the system. He felt that we had no power to change things. Watch this video. He knew our elitist government didn't give a damn about the people (ie; the common folk, main street.) and our rights are illusory. We only have privileges and those privileges have been diminishing with time. But that is because we have allowed it to become that way.

I get why he felt that way. I've been there before. But it is precisely that attitude that has us all where we are today. That is what the establishment wants us to believe that we are down here and they are up there. But it's NOT TRUE! They would not be in their positions had we NOT HIRED THEM to SERVE US! Instead of serving us, they have been serving themselves. They have been robbing us blind literally and nobody was the wiser. You NEED to know that we have MORE POWER than the establishment because we OUTNUMBER them. We being the MASSES, the common folk, main street, the taxpayer, their BOSSES. That is what George Carlin didn't pick up on because he felt that the MASSES were stupid idiots who cared more about their sh*t than our liberty. I have to admit there is truth to that sentiment. However, I wish he had picked up on this "key" and used his platform to wake up stimulate EMPOWER the masses before he left. Perhaps, he was trying to use reverse psychology with all us by trying to piss us off and secretly hoping we would move our asses into action?!

Well, I am here to tell you it doesn't have to be this way, where you feel helpless, where you feel like your voice doesn't mean sh*t. We mean something. ALL of us collectively mean something and I expect everybody to start seriously paying attention to the many changes coming down the pike. Those of you who don't give a damn now, will be in for a shocker when all of these new laws start to take effect!!! It is NOT too late to get up, stand strong, stand firm and not reliquish everything over to a dominating government who's main intention is to suppress all of us every which way they can. Our country needs you to wake up NOW before we are left with no rights to fight back legally.

Do your own RESEARCH, get informed, get involved, and don't take our government's word or any media member's word who is working on their behalf. Remember this passage, "We're only here to help you, said the Inquisitor". Look it up to find out where that originates from. The main reason why we have been slowly losing our rights aka privileges is because we have NOT been participating in the legislative process by paying ATTENTION and thus have ALLOWED Washington officials to pass anything they want without OUR CONSENT! ie; salary increases, granting themselves an infinite salary that continues to be paid to their surviving relatives long after their dead, etc.

Just look around at life and try to see the humorous side of things. Every event that is happening has its own humorous side, you just need a sense of humor. No religion has accepted the sense of humor as a quality. I want a sense of humor to be a fundamental quality of a good man, of a moral man, of a religious man. And it does not need much looking; you just try to see it, and everywhere....

Once I was traveling in a bus when I was a student. The bus conductor was in trouble because there were thirty-one passengers and he had money only for thirty tickets. So he was asking, "Who is the fellow who has not given his money?"

Nobody would speak.

He said, "This is strange; now how am I going to find out?"

I said to him, "Do one thing: tell the driver to stop the bus, and tell the people that unless the person who has not given the money confesses, the bus will not move."

He said, "That's right."

The bus was stopped. Everybody looked at each other, now what to do? Nobody knew who the person was....

Finally one man stood up and said, "Forgive me, I am the person who has not given the money. Here it is."

The bus conductor asked, "What is your name?"

He said, "My name is Achchelal." Achchelal means "a good man."

And I was surprised that out of thirty people, nobody laughed! When he said "Achchelal" I could not believe it -- a "good man" doing such a thing... and nobody seemed to see the humor in it.

Seriousness has become almost part of our bones and blood. You will have to make some effort to get rid of seriousness, and you will have to be on the lookout -- wherever you can find something humorous happening, don't miss the opportunity.

Everywhere there are people who are slipping on banana peels -- just nobody is looking at them. In fact, it is thought to be ungentlemanly. It is not, because only bananas slip on banana peels.

Laughter needs a great learning, and laughter is a great medicine. It can cure many of your tensions, anxieties, worries; the whole energy can flow into laughter. And there is no need that there should be some occasion, some cause.

In my meditation camps I used to have a laughing meditation: for no reason, people would sit and just start laughing. At first they would feel a little awkward that there was no reason -- but when everybody is doing it... they would also start. Soon, everybody was in such a great laughter, people were rolling on the ground. They were laughing at the very fact that so many people were laughing for no reason at all; there was nothing, not even a joke had been told. And it went on like waves. So there is no harm... even just sitting in your room, close the doors and have one hour of simple laughter. Laugh at yourself. But learn to laugh.

Seriousness is a sin, and it is a disease. Laughter has tremendous beauty, a lightness. It will bring lightness to you, and it will give you wings to fly. And life is so full of opportunities. You just need the sensitivity. And create chances for other people to laugh. Laughter should be one of the most valued, cherished qualities of human beings -- because only man can laugh, no animals are capable of it. Because it is human, it must be of the highest order. To repress it is to destroy a human quality.

- Osho, It is for the first time I have been so close to you. When I am sitting here with you I feel my heart in tune with your heart, I feel a deep love for you. But i also feel my outer seriousness. Why is laughter so difficult for me?

- Laughter is one of the things most repressed by society all over the world, in all the ages. Society wants you to be serious. Parents want their children to be serious, teachers want their students to be serious, the bosses want their servants to be serious, the commanders want their armies to be serious. Seriousness is required of everybody. Laughter is dangerous and rebellious.

When the teacher is teaching you and you start laughing, it will be taken as an insult. Your parents are saying something to you and you start laughing -- it will be taken as an insult. Seriousness is thought to be honor, respect.

Naturally laughter has been repressed so much that even though life all around is hilarious, nobody is laughing. If your laughter is freed from its chains, from its bondage, you will be surprised -- on each step there is something hilarious happening. Life is not serious. Only graveyards are serious, death is serious.

Life is love, life is laughter, life is dance, song. But we will have to give life a new orientation. The past has crippled life very badly, it has made you almost laughter blind, just like there are people who are colorblind. There are ten percent of people who are colorblind -- it is a big percentage, but they are not aware that they are colorblind.

George Bernard Shaw was colorblind, and he came to know it when he was sixty years old. On his birthday somebody sent a present, a beautiful suit, a coat, but the person forgot to send a tie. So Bernard Shaw went with his secretary to find a matching tie. He liked the suit very much. He looked at ties and he chose one, and the secretary was surprised; she could not believe it -- because the suit was yellow and the tie was green.

She said, "What are you doing? This will look very strange."
He said, "Why will it look strange? It is the same color."

The manager, the salesman... they all gathered, and they tried in many ways to find out.... He could not distinguish between yellow and green; they both appeared the same to him. He was colorblind. But for sixty years he was not aware of it. And there are ten percent of people in the world who are colorblind. Some color they are missing, or maybe they are mixing it up with some other color. The constant repression of laughter has made you laughter blind.

Situations are happening everywhere, but you cannot see that there is any reason to laugh. If your laughter is freed from its bondage, the whole world will be full of laughter. It needs to be full of laughter; it will change almost everything in human life.

You will not be as miserable as you are. In fact, you are not as miserable as you look -- it is misery plus seriousness that makes you look so miserable. Just misery plus laughter, and you will not look so miserable!

In one apartment house... And modern apartments have such thin walls that whether you want to or not, you have to hear what is going on on the other side of the wall. In a way, it is very human. The whole apartment house was puzzled about one thing.... Every couple was fighting, throwing pillows, throwing things, breaking cups and saucers, shouting at each other, husbands beating wives, wives screaming -- and they don't need any loudspeaker systems or anything, and the whole apartment house enjoyed.

The only problem was with one sardarji. From his flat they never heard any fight; on the contrary, they always heard laughter. The whole crowd was puzzled: "What is the matter? These people never fight. There is always laughter -- and both are laughing so loudly that the whole building can hear it!"

One day they decided that it had to be looked into: "We are missing so much, and they are enjoying so much. What is their secret?"

So they caught hold of the sardarji as he was coming from the market, carrying vegetables and other things. They all caught hold of him and they said, "First you have to tell us that what the secret is -- why do you laugh when everybody fights?"

The sardar said, "Don't force me, because the secret is very embarrassing."

They said, "Embarrassing? But we thought you are doing great. We always hear laughter -- either you laugh or your wife laughs... no fight."

The sardar said, "What happens is, she throws things at me. If she misses, then I laugh; if she hits me then she laughs. The same things are going on, but it is just that we have made a different arrangement -- what is the point? So I have learned how to dodge her, and she is learning how to...."

After twenty years the same sardar wanted to divorce his wife. The magistrate had heard about them, that this was the only couple in the whole city who had never been known to fight. They simply laugh -- the whole city knows them as the laughing couple.

The magistrate said, "What has gone wrong? You are so famous."

The sardar said, "Forget all about that -- just give us permission to divorce."

But the magistrate said, "I have to know the reason."

He said, "The reason is very clear -- she hits me. And it is too much; I have been getting those hits for years."

The magistrate asked, "How long have you been married?"

He said, "Almost thirty years."

The magistrate said, "If you have been able to cope with the woman for thirty years, then just ten, twenty years more...."

He said, "That is not the point. At first I used to dodge, but now she has become such a good... there is no way that I can dodge! So only she laughs, I have not laughed for ten years. When the 20 agents arrived bearing a search warrant at her Ventura County farmhouse door at 7 a.m. on a Wednesday a couple weeks back, Sharon Palmer didn’t know what to say. This was the third time she was being raided in 18 months, and she had thought she was on her way to resolving the problem over labeling of her goat cheese that prompted the other two raids. (In addition to producing goat’s milk, she raises cattle, pigs, and chickens, and makes the meat available via a CSA.)

But her 12-year-old daughter, Jasmine, wasn’t the least bit tongue-tied. “She started back-talking to them,” recalls Palmer. “She said, ‘If you take my computer again, I can’t do my homework.’ This would be the third computer we will have lost. I still haven’t gotten the computers back that they took in the previous two raids.”

As part of a five-hour-plus search of her barn and home, the agents — from the Los Angeles County District Attorney’s office, Los Angeles County Sheriff, Ventura County Sheriff, and the California Department of Food and Agriculture — took the replacement computer, along with milk she feeds her chickens and pigs.

While no one will say officially what the purpose of this latest raid was, aside from being part of an investigation in progress, what is very clear is that government raids of producers, distributors, and even consumers of nutritionally dense foods appear to be happening ever more frequently. Sometimes they are meant to counter raw dairy production, other times to challenge private food organizations over whether they should be licensed as food retailers.

The same day Sharon Palmer’s farm was raided, there was a raid on Rawesome Foods, a Venice, Calif., private food club run by nutritionist and raw-food advocate Aajonus Vonderplanitz. For a membership fee of $25, consumers can purchase unpasteurized dairy products, eggs that are not only organic but unwashed, and a wide assortment of fermented vegetables and other products.

The main difference in the two raids seems to be that Palmer’s raiding party was actually much smaller, about half the size of the Venice contingent: Vonderplanitz was also visited by the FBI and the FDA.

In the Rawesome raid, agents made off with several thousand dollars worth of raw honey and raw dairy products. They also shut Rawesome for failure to have a public health permit, though the size and scope of the raid suggests the government officials might have more in mind. Regardless, within hours the outlet reopened in defiance of the shutdown order.

Earlier in June, agents of the Minnesota Department of Agriculture, escorted by police and also bearing search warrants, raided and shut down Traditional Foods Warehouse, a popular food club in Minneapolis specializing in locally-produced foods. They also raided two farms suspected of illegally selling raw milk. And in a national first among such raids, agents searched a private home and made off with computers; the family’s offense appears to have been that it allowed one of the raw dairy farmers to park in its driveway to distribute raw milk to area residents who had ordered it.

The Minnesota Department of Agriculture has declined comment on such raids, saying they are part of an ongoing investigation into raw milk distribution in the state in lieu of eight illnesses in May linked to raw milk.

Meanwhile, the Wisconsin Department of Agriculture, Trade, and Consumer Protection has launched three raids over the last three months on the dairy farm and farm store of Vernon Hershberger, near Madison. The day after DATCP agents placed seals on his fridges storing raw dairy products in July, Hershberger cut the seals, and announced he was going to challenge the agency’s contention he needs a dairy and retail license to sell his products. Obtaining such licenses would be problematic, though, since Wisconsin prohibits sale of raw milk, except “incidental” sales, and defining “incidental” has been a bone of contention for many years. In any event, Hershberger contends he sells only to consumers who contract privately for his food.

What’s behind all these raids? They seem to stem from increasing concern at both the state and federal level about the spread of private food groups that have sprung up around the country in recent years — food clubs and buying groups to provide specialized local products that are generally unavailable in groceries, like grass-fed meats, pastured eggs, fermented foods, and, in some cases, raw dairy products. Because they are private and limited to consumers who sign up for membership, these groups generally avoid obtaining retail and public health licenses required of retailers that sell to the general public. On my TV show on New Threats to Freedom, I thought I was joking when I used the term “Food Police,” but here they are, caught on tape.

Food faddists who buy raw food and unpasteurized milk are fools. There’s no good evidence that the food is healthier, and they risk their families’ health. The risk is real but small. If buyers of unpasteurized milk get sick, word will get out, and those sellers will be punished. Whole Foods already dropped these products because selling them would have raised their liability costs.

But the LA Times reveals that that’s not good enough for our ever more intrusive government:
"With no warning one weekday morning, investigators entered an organic grocery with a search warrant and ordered the hemp-clad workers to put down their buckets of mashed coconut cream and to step away from the nuts.

Then, guns drawn, four officers fanned out across Rawesome Foods in Venice. Skirting past the arugula and peering under crates of zucchini, they found the raid's target inside a walk-in refrigerator: unmarked jugs of raw milk.‘I still can't believe they took our yogurt,’ said Rawesome volunteer Sea J. Jones, a few days after the raid. ‘There's a medical marijuana shop a couple miles away, and they're raiding us because we're selling raw dairy products?’”
At least the reporter interviewed the other side.
“How can we not have the freedom to choose what we eat?”
But they denigrate them as “a faction of foodies.” The editors devote more space to the food nannies’ justification for the raid. As usual, the mainstream media are quick to assume that the bullies ought to act:
“Regulators say the rules exist for safety and fairness.”
Safety, I understand, but fairness? The Times says the raid was also “to provide a level playing field for producers.” Sounds like crony capitalism--the established health food nuts using government to shut competition down.

Good lord. When will they ever stop?
