Portuguese official bites traffic policeman for not calling him 'sir'

A senior municipal official in Lisbon's Oeiras suburb bit a traffic police officer during a discussion over a fine, apparently enraged by the familiar form used by the officer to address him.

Esequiel Lino, an aide to the mayor of Oeiras, had come to the police station in Portugal to protest at his daughter's car being towed away by police.

"He started verbally abusing the officers, kicking the desk and was warned several times, but it didn't stop him," said a police spokeswoman.

"He went on and ended up biting one of the officers in the arm, and had to be detained."

The officer had to be treated in a hospital.

The Diario de Noticias daily quoted a police source as saying the official had become infuriated when a young policeman, telling him to stop shouting, addressed the 64-year-old using the familiar form of "you", without the honorific "sir".

Mr Lino's responsibilities in the mayor's administration include links with the municipal police.

As America's deficit crisis looms, fiscal Hawks and Doves need to make peace.

Take a minute and consider a few numbers that I've come across recently: The federal government is currently spending $3 for every $2 it collects in revenue. That's a big deal when you consider how much money Washington lays out: We're now ratcheting up a deficit that's growing at the breakneck speed of about $100 billion a month.

Our national debt as a percentage of the economy is more than 61%, breaching the 60% line for only the second time in the nation's history. (The last time was during World War II.) In 10 years, the Congressional Budget Office estimates, we will be spending more on interest payments to service that debt than we will for all nondefense discretionary spending, which includes education and infrastructure. And that's assuming interest rates don't go up from where they are now, at virtually zero.

It doesn't take a Ph.D. in mathematics to realize that those numbers add up to a bleak future for America. And yet despite this mounting evidence of a looming budget crisis, we as a nation just can't seem to focus on tackling the issue. Part of the blame falls on human nature -- it's easier to put off dealing with problems that seem just too complicated and unpleasant to fix now.

Politicians know that well. Besides, most of them are far too concerned about their own political fortunes in the next few months to worry about troubles that won't squash us for several years to come. That's why you don't often hear Washington types proposing specific plans that would require public sacrifice to control those deficits.

One of the rare exceptions to that rule is Paul Ryan (R-Wis.), the ranking member of the House Budget Committee, who earlier this year rolled out his proposal for wrestling with our budget deficit. His plan includes things like creating a flat tax with two rates for individuals and reforming Social Security benefits for those age 54 and younger.

As you might imagine, it's the type of plan that creates enemies because it would inflict pain on many constituencies. One of those enemies is New York Times columnist Paul Krugman, who attacked Ryan with a column headlined THE FLIMFLAM MAN. Krugman calls Ryan's plan "a fraud that makes no useful contribution to the debate toward America's future." It seems a harsh rebuke for one of the few politicians actually willing to offer a proposal on such a huge problem.

It's easier to understand -- if not excuse -- Krugman's lack of civility when you consider that in the rarefied circles where budget deficits are actually debated, there are two camps: Those who believe that the only way to cut the deficit is by jacking up taxes, and those who think the only solution is to slash public spending. Krugman, obviously, comes from the former camp, which is looking to spend more federal money to bail out a sputtering economy.

Now, I'm not pretending to be any sort of an expert in these matters. And unlike Krugman, I did not win the Nobel Prize for economics. But common sense seems to dictate that both camps have a point, and that they may need to meet somewhere closer to the middle.

Consider one more set of numbers: From 1948 to 2008, the federal government spent about 19.6% of our gross domestic product, while taking in tax revenues of about 17.9%. But now we are spending a whopping 25% of GDP and taking in closer to 15% in revenue. That gap has to be narrowed drastically. And the clock is ticking. "We have more rope, but not unlimited rope," says David Walker, who was comptroller general under both Bill Clinton and George W. Bush. Walker points out that when you include local and state financing, America's debt problem is already worse than that of Spain, Britain, or Ireland. But even that doesn't tell the whole story. "There's some creative accounting going on, so our situation is really much worse than people realize," says Walker. How much worse? Add in the extra $4 trillion that we owe to Social Security, Medicare, and other programs, and, Walker warns, we're within three years of becoming the next Greece. If that doesn't scare the Krugmans and the Ryans of the world into working together on reducing our debt, I don't know what will.

Answer: The first thing to remember is, never ask for the impossible. Begin slowly, bit by bit, step by step.J ust by walking step by step, you can cover ten thousand miles easily.

But if you start thinking from the very beginning that "I want to cross ten thousand miles" your legs may start wavering, your heart may start feeling tremendously afraid. Your mind will say, "You are asking too much; it is unreasonable. You are a small human being. Ten thousand miles... just walking one step each time -- because nobody can walk two steps at one time. Ten thousand miles looks too big."

Make small goals. You are asking for total change. You don't see the impossibility of it at this point. At some other point it will not be impossible, but at this point it will be impossible to ask for a total change, because there will be so many implications in it.

Why not go a little slowly? Why not take one part of your being and clean it? Put your total energy into cleaning one part of your being, then move to the second part. And of course, finally you will be able to have a total change.

But mind is very cunning: whatever it wants to avoid, from the very beginning it creates such a situation -- it asks for the impossible. So you remain where you are, more frustrated, more in despair because the total change is not happening.

The mind has given you a goal and deceived you. Total change certainly is the goal, but don't try to have it in a single step. Go in a more human way, changing small parts.

Just go slowly... part by part... and trust. Total change will also happen, but don't ask too much from the very beginning. Always be alert that mind is cunning and gives you impossible goals, so you go on running after them.

Nothing is impossible if you go slowly, if you make many stopovers and you are not in a hurry. Whether the total change happens or not is not important. Even small changes in life are precious, because the total change will be simply the accumulated effect of all the small changes. Total change is not one whole; it is simply the effect of all the small changes, the accumulated revolution that happens in you.

So always remain human. The past of man has been concentrated on giving you goals which are impossible. That is just to make you humiliated, because you cannot fulfill them -- you feel too tiny, too small, too fragile, with so many weaknesses. I don't want you to think about impossible things. I want you to go very slowly, changing small parts of your life -- which is not difficult.

One day, you will suddenly find that total change has happened.

Love is always new. It never becomes old because it is non-accumulative, non-hoarding.

It knows no past; it is always fresh, as fresh as the dewdrops. It lives moment to moment, it is atomic. It has no continuity, it knows no tradition. Each moment it dies and each moment it is born again. It is like breath: you breathe in, you breathe out; again you breathe in and you breathe out. You don’t hoard it inside.

If you hoard the breath you will die because it will become stale, it will become dead. It will lose that vitality, the quality of life. So is the case with love — it is breathing; each moment it renews itself. So whenever one gets stuck in love and stops breathing, life loses all significance. And that’s what is happening to people: the mind is so dominant that it even influences the heart and makes even the heart possessive! The heart knows no possessiveness but the mind (ego/flesh) contaminates it, poisons it.

So remember that: be in love with existence (God)! And let love be like breathing. Breathe in, breathe out, but let it be love coming in, going out. By and by with each breath you have to create that magic of love. Make it a meditation: when you breathe out, just feel that you are pouring your love into existence; when you breathe in, existence is pouring its love into you. And soon you will see that the quality of your breath is changing, then it starts becoming something totally different to what you have ever known before. That’s why in India we call it ‘prana’, life (Yahshua), not just breathing, it is not just oxygen. Something else is there, the very life itself.

Only a loving person — one who is already loving — can find the right partner.

This is my observation: if you are unhappy you will find somebody who is unhappy. Unhappy people are attracted towards unhappy people. And it is good, it is natural. It is good that the unhappy people are not attracted towards happy people; otherwise they would destroy their happiness. It is perfectly okay.

Only happy people are attracted towards happy people.

The same attracts the same. Intelligent people are attracted towards intelligent people; stupid people are attracted towards stupid people.

You meet people of the same plane.

So the first thing to remember is: a relationship is bound to be bitter if it has grown out of unhappiness. First be happy, be joyful, be celebrating, and then you will find some other soul celebrating and there will be a meeting of two dancing souls and a great dance will arise out of it.

The need to be loved is childish, immature. The need to love is mature.

Don’t ask for a relationship out of loneliness, no. Then you are moving in a wrong direction. Then the other will be used as a means and the other will use you as a means. And nobody wants to be used as a means! Every single individual is an end unto himself. It is immoral to use anybody as a means.

First learn how to be alone. Meditation is a way of being alone.

If you can be happy when you are alone, you have learned the secret of being happy. Now you can be happy together. If you are happy, then you have something to share, to give. And when you give you get; it is not the other way. Then a need arises to love somebody.

Ordinarily the need is to be loved by somebody. It is a wrong need. It is a childish need; you are not mature. It is a child’s attitude.

A child is born. Of course, the child cannot love the mother; he does not know what love is and he does not know who is the mother and who is the father. He is totally helpless. His being is still to be integrated; he is not one piece; he is not together yet. He is just a possibility. The mother has to love, the father has to love, the family has to shower love on the child. Now he learns one thing: that everybody has to love him. He never learns that he has to love. Now the child will grow, and if he remains stuck with this attitude that everybody has to love him, he will suffer his whole life. His body has grown, but his mind has remained immature.

A mature person is one who comes to know the other need: that now I have to love somebody.

The need to be loved is childish, immature. The need to love is mature.

And when you are ready to love somebody, a beautiful relationship will arise; otherwise not.

“Is it possible for two people in a relationship to be bad for each other?” Yes, that’s what is happening all over the world. To be good is very difficult. You are not good even to yourself. How can you be good to somebody else?

You don’t even love yourself! How can you love somebody else? Love yourself, be good to yourself.

Your so-called religious saints have been teaching you never to love yourself, never to be good to yourself. Be hard on yourself! They have been teaching you be soft towards others and hard towards yourself. This is absurd.

I teach you that the first and foremost thing is to be loving towards yourself. Don’t be hard; be soft. Care about yourself. Learn how to forgive yourself — again and again and again — seven times, seventy-seven times, seven hundred seventy-seven times. Learn how to forgive yourself. Don’t be hard; don’t be antagonistic towards yourself. Then you will flower.

In that flowering you will attract some other flower. It is natural. Stones attract stones; flowers attract flowers. Then there is a relationship which has grace, which has beauty, which has a benediction in it.

If you can find such a relationship, your relationship will grow into prayer; your love will become an ecstasy and through love you will know what the divine is.

In the wake of the battle over a mosque at Ground Zero, a move by the Hartford City Councilis [sic] sure to have its critics.

The Council announced Tuesday that it has invited local imams to perform Islamic invocations at the beginning of the Council meetings in September.

An e-mail from the Common Council called it "an act of solidarity with our Muslim brothers and sisters."

The email even referenced the ongoing issue in New York. "One of the goals of the Council is to give a voice to the many diverse peoples of the City, which is especially important given the recent anti-Islam events throughout the country."

Council President rJo [sic] Winch called it an important move for the Council.

"I feel it is very important that, as a Council, we project a culture of inclusiveness in the City of Hartford. Too often it is our differences that divide us. In my opinion, it is our combination of differences that makes us strong," Winch said.

In the first 19 months of the Obama administration, the federal debt held by the public increased by $2.5260 trillion, which is more than the cumulative total of the national debt held by the public that was amassed by all U.S. presidents from George Washington through Ronald Reagan.

The U.S. Treasury Department divides the federal debt into two categories. One is “debt held by the public,” which includes U.S. government securities owned by individuals, corporations, state or local governments, foreign governments and other entities outside the federal government itself. The other is “intragovernmental” debt, which includes I.O.U.s the federal government gives to itself when, for example, the Treasury borrows money out of the Social Security “trust fund” to pay for expenses other than Social Security.

At the end of fiscal year 1989, which ended eight months after President Reagan left office, the total federal debt held by the public was $2.1907 trillion, according to the Congressional Budget Office. That means all U.S. presidents from George Washington through Ronald Reagan had accumulated only that much publicly held debt on behalf of American taxpayers. That is $335.3 billion less than the $2.5260 trillion that was added to the federal debt held by the public just between Jan. 20, 2009, when President Obama was inaugurated, and Aug. 20, 2010, the 19-month anniversary of Obama's inauguration.

By contrast, President Reagan was sworn into office on Jan. 20, 1981 and left office eight years later on Jan. 20, 1989. At the end of fiscal 1980, four months before Reagan was inaugurated, the federal debt held by the public was $711.9 billion, according to CBO. At the end of fiscal 1989, eight months after Reagan left office, the federal debt held by the public was $2.1907 trillion. That means that in the nine-fiscal-year period of 1980-89--which included all of Reagan’s eight years in office--the federal debt held by the public increased $1.4788 trillion. That is in excess of a trillion dollars less than the $2.5260 increase in the debt held by the public during Obama’s first 19 months.

When President Barack Obama took the oath of office on Jan. 20, 2009, the total federal debt held by the public stood at 6.3073 trillion, according to the Bureau of the Public Debt, a division of the U.S. Treasury Department. As of Aug. 20, 2010, after the first nineteen months of President Obama’s 48-month term, the total federal debt held by the public had grown to a total of $8.8333 trillion, an increase of $2.5260 trillion.

In just the last four months (May through August), according to the CBO, the Obama administration has run cumulative deficits of $464 billion, more than the $458 billion deficit the Bush administration ran through the entirety of fiscal 2008.

The CBO predicted this week that the annual budget deficit for fiscal 2010, which ends on the last day of this month, will exceed $1.3 trillion.

The first two fiscal years in which Obama has served will see the two biggest federal deficits as a percentage of Gross Domestic Product since the end of World War II.

“CBO currently estimates that the deficit for 2010 will be about $70 billion below last year’s total but will still exceed $1.3 trillion,” said the CBO’s monthly budget review for September, which was released yesterday. “Relative to the size of the economy, this year’s deficit is expected to be the second-largest shortfall in the past 65 years: At 9.1 percent of gross domestic product (GDP), that deficit will be exceeded only by last year’s deficit of 9.9 percent of GDP.”

Malaysian Islamic court fines nine for celebrating Eid early

Kuala Lumpur - A Malaysian Islamic court fined nine Muslims up to 1,000 ringgit (321 dollars) each for celebrating the end of Ramadan two days ahead of the official date, a news report said Thursday.

Eid al Fitr, the festival which marks the end of the Muslim month of fasting, officially begins this Friday in Malaysia.

The date is fixed by Islamic authorities each year according to the lunar calendar, and can vary by a day or two from one group to another.

The fined worshippers belonged to the Al Zikri Awwalun group based in the northern state of Perlis, which is considered a deviant branch of Islam by the Malaysian authorities, and which celebrated this year's Eid on Wednesday.

Perlis religious officers busted the group when they were holding the Eid morning prayer on Wednesday, Malay-language daily Berita Harian reported.

All nine pleaded guilty in front of the syariah magistrate court. Syariah courts deal with Islamic law under Malaysia's dual legal system.

The group leader, who had studied Islam in Indonesia, was sentenced to a 1,000-ringgit fine or four months jail while his wife, two sons and their five followers were given fines of 900 ringgit each or three months in jail.

Iran has suspended the execution by stoning of a woman convicted of adultery, the Foreign Ministry has confirmed, after weeks of condemnation from around the world.

The announcement came a day after European Commission President Jose Manuel Barroso called the stoning sentence against Sakineh Mohammadi Ashtiani "barbaric beyond words", the latest in a string of criticisms by foreign powers.

"The verdict regarding the extramarital affairs has stopped and it's being reviewed," Foreign Ministry spokesman Ramin Mehmanparast told Iran's state-run English-language Press TV.

Ashtianiwas convicted of adultery – a capital crime in the Islamic Republic – in 2006. She also has been charged with involvement in her husband's murder.

In a live telephone interview, Mehmanparast said the murder charge was "being investigated for the final verdict to be issued".

Adultery is the only crime which carries the penalty of death by stoning under the sharia law which Iran adopted after the 1979 Islamic revolution.

The death penalty for murder in Iran is by hanging. The lawyer said Ashtiani might receive 15 years' jail if convicted of being an accomplice to murder.

Human rights campaigners, intellectuals and politicians in Europe, including French President Nicolas Sarkozy and his wife Carla Bruni, have taken up Ashtiani's cause.

In Washington, US State Department spokesman PJ Crowley told a briefing on Wednesday: "Stoning is a barbaric and abhorrent act. We have joined with many, many voices around the world in condemning this prospective action by Iran. But ultimately this is in the hand of Iranian authorities".

New Delhi: The government will do all it can to provide affordable food to those below the poverty line but cannot implement the Supreme Court's order to give free foodgrains to the poor, Prime Minister Manmohan Singh said on Monday.

In an interaction with a small group of editors at his residence — his first in several years — Dr. Singh handled questions on a wide range of domestic and foreign policy matters with confidence, spontaneity and even a touch of uncharacteristic wit. “Well, I think a pigeon has been set among the cats,” he said, when his media adviser, Harish Khare, suggested he meet with journalists more often. Asked for his views on the film, Peepli [Live], which deals with rural indebtedness and displacement, he urged all journalists to see it because “it has a moral lesson both for politicians and for the gentlemen and ladies of the media.” Humour aside, the Prime Minister's indirect message to Natha, the film's farmer protagonist who ends up forlorn at an urban construction site, was that there is no such thing as a free lunch. India has no option but to industrialise, he said. “The only way we can raise our heads above poverty is for more people to be taken out of agriculture.”

If that prescription sounded politically incorrect, Dr. Singh also took on the Supreme Court for straying into the executive's domain by ordering free food for the poor. “I respectfully submit that the Supreme Court should not go into the realm of policy formulation. I respect the sentiments behind the [court] decision that when foodgrains are rotting and people are suffering from deprivation, then some way should be found to ensure that the food needs of the deprived sections are met. But quite honestly it is not possible in this country to give free food to all the poor people.”

The Prime Minister said figures vary but if one takes the Tendulkar committee's estimates, 37 per cent of the population is below the poverty line. “How are you going to give free food to such a large segment of the population,” he asked. His government was committed to ensuring that food was available to the poor at an affordable price. “But to say that we can give foodgrains free, quite frankly, if we do that on a large scale you would destroy the incentive of our farmers to produce more food and if there is no food available for distribution what will you distribute?” [You, being the government would pay the farmers YOU IDIOT! ‘Debate integral to Congress'

Brushing aside media perceptions of a government beset by internal divisions and drift, Dr. Singh said debate was integral to the nature of the Congress as a “mass movement” and that the cabinets of Jawaharlal Nehru and Indira Gandhi at times saw more dissonance than the United Progressive Alliance was accused of experiencing.

Bureaucracy and corruption in India's distribution system mean that subsidised stocks of grain have been left to rot instead of reaching families suffering from malnutrition.

India's grain warehouses are bursting at the seams and sacks of rice and wheat lie rotting in the open for lack of storage space. These government-managed stocks are for offsetting a fall in agricultural production in the event of drought or floods, but are also meant for sale to the poorest segment of the population at subsidised prices.

But because the public distribution system (PDS) is undermined by bureaucracy and corruption, 60m tonnes of grain is lying in warehouses or under plastic sheeting, and, according to the Hindustan Times, 11m tonnes of it has been destroyed by the monsoons.

A committee of experts appointed by the supreme court has claimed that this is nothing short of "genocide", and last month the court ordered the free distribution of the grain to the poor rather than have it eaten by rats.

Since the 1970s green revolution, agricultural production has continued to rise, but not to benefit the hungry. Half of India's children aged under five suffer from malnutrition, and the rate remained stable between 1999 and 2006 despite the economic growth in those years. India is the world's 11th largest economic power but still has more people in poverty than sub-Saharan Africa, even though it has not suffered from civil wars and political crises. TV images of a nation of empty stomachs and overflowing granaries have generated considerable anger.

In his column in the Mint, the economist Himanshu asked: "Why did the government not offload the stocks last year when most of the country was suffering from drought, and the food price inflation was close to 20%? And what was the need to procure more grain when stocks were rotting in its godowns?"

The problems of stock management and warehousing are exacerbated by the inefficiency and corruption of the PDS . According to a 2008 report by the National Advisory Council, some government "fair price" shops only open two or three days a month, and very few Indians can afford to buy their entire 25-30 kg monthly ration in one go, on wages that barely allow them to survive from day-to-day.

The report stated that many of the most vulnerable people were not benefiting from the government food programme or were not getting enough out of it. Indeed, the rich benefit more from it than the poor. Forged ration cards can be bought from corrupt officials. A 2005 audit by the National Advisory Council found that only 42% of the subsidised grain was reaching those who were suffering from malnutrition. Families living below the poverty line often hand over their ration cards to moneylenders as collateral for loans when they have to pay for a child's wedding – or to pay back other debts.

The yellow "BPL" ration cards distributed to families below the poverty line are the most sought after, since they allow holders to re-sell the rice they obtain at the subsidised price of just 5-6 cents a kilo.

With corruption and management costs taking up between 40% and 70% of the PDS's annual budget, how can the system be changed? After introducing the right to information, and the right to education, the Indian government is preparing a new law that will guarantee every citizen the right to food.

In 1971 Indira Gandhi was elected on her slogan "eradicate poverty". Now 38 years later, her daughter-in-law, Sonia Gandhi, won the election to head the Congress party on a similar promise, that of "shared growth". For in the intervening years India has grown richer but still has 651 million poor people, according to the Asian Development Bank.

Beijing - China gave Myanmar's military leader, a pariah among most Western democracies, a warm welcome as he prepared Wednesday to meet with Chinese President Hu Jintao.

Senior General Than Shwe's five-day visit was aimed at cementing ties between Myanmar and one of its few allies, whose investment in Myanmar has surged this year and who has repeatedly sought to deflect criticism of its regime's poor human rights record.

Ahead of his meeting with Hu, Than Shwe met late Tuesday with the chief of the Chinese army's general staff, Chen Bingde, and both countries agreed to expand their military cooperation, China's official Xinhua news agency reported.

"Fruitful" cooperation has brought concrete advantages to both neighbours and China's and Myanmar's militaries should push forward their traditional friendship and cooperation, Xinhua quoted the Chinese general as saying.

Than Shwe's meeting with Chen came the day he arrived in Beijing, where he was also scheduled to meet Prime Minister Wen Jiabao, who in June became the first Chinese premier to visit Myanmar in 16 years.

Few governments would receive Than Shwe because of the Myanmar military government's poor human rights record, which has been internationally condemned for decades, but China prepared a huge welcome for the general and his 34-member military delegation.

Sino-Myanmar diplomatic ties have deepened over the past two decades as most Western democracies have condemned Myanmar and slapped it with economic sanctions.

Recent criticism of Myanmar has focussed on the junta's plan to hold the country's first general elections in 20 years. While those critics have said the junta was insuring that the November 7 elections would be neither free nor fair, China has called it an important step toward democracy in the country, which was once called Burma.

"China, as a one-party Communist state under authoritarian rule, is in no position to make any value judgement about whether the polls in Than Shwe's Burma are genuinely democratic or A SHAM," said Maung Zarni, a political scientist and Bangkok-based research fellow at the London School of Economics. "If Beijing does that, it would be like a pot calling the kettle black."

Western countries have shunned investment in Myanmar, but China has filled the breach, especially in energy-related projects.

Myanmar has strategic importance for neighbouring China because of its natural resources and access to the Indian Ocean. Chinese warships dock regularly in Myanmar while China's investment in the country has surged in recent years.

Four years ago, China's official investments in the country amounted to less than 200 million dollars, but so far this year, they have hit 10 billion dollars.

According to Myanmar news reports, Chinese investors recently won approval for two hydroelectric dams in the country, oil and gas pipelines to southern China's Yunnan province and a copper mine.
