I did the best I could today;
I stumbled and I fell;
I cried and I yelled;
But I didn't stay down;
I released the pain, through tears;
I prayed to my God for strength to go on;
Then I dusted myself off and finished the day;
I know it's all as it should be;
For my God knows exactly what I need;
I will sleep tonight in comfort;
In peace and harmony;
Because today, I did the best I could;
And that's good enough for me!

Sleep in the arms of the Angels my friends;

God Justifies The Ungodly... ♥ Great Message!

Today's Devotional, January 30

But to him who does not work but believes on Him who justifies the ungodly, his faith is accounted for righteousness, Romans 4:5
Boldness is what God wants you to have when you come to Him. He does not want you to be afraid to come to Him, feeling unworthy because of your sins. He wants you to come boldly to Him, knowing that the death, burial and resurrection of His Son Jesus Christ has justified you and qualified you to boldly receive from Him.

This was the kind of boldness that the woman with the issue of blood had when she touched Jesus. (Mark 5:25–34) Now, by touching Jesus, she knew that she was breaking a Levitical law which states that anyone with a bodily discharge is unclean, and should not appear in public, let alone touch another person. (Leviticus 15)

But she refused to feel condemned by the law. She believed what she had heard about Jesus, and was confident that there would only be love and compassion, not condemnation, from Him. She believed that Jesus would justify her and qualify her to receive the miracle she needed. That was why she boldly pressed her way into the crowd to touch Jesus, who indeed said to her, “Daughter, your faith has made you well.” (Mark 5:34)

What was it about her faith that made her well? Romans 4:5 talks about faith that believes God justifies the ungodly. When you believe that God justifies the ungodly, it will give you boldness to come to God, even when you feel unclean because you have just blown it.

When you fail, don’t run away from God. Run boldly to Him, knowing that you are justified by the blood of Christ and not by your good behavior.

The devil may say to you, “How can you do that? Who do you think you are?” Don’t listen to him. Pick yourself up and thank God for the blood and the gift of no condemnation. (Romans 8:1) If God justifies the ungodly, how much more you, His beloved child!

And I say to you ask, and it shall be given to you; seek, and you shall find; knock, and it shall be opened to you (Luke 11:9).
Prayer is an essential part of our relationship with God. Yet, too often we neglect this vital bridge of communication with heaven. In many cases, we don't pray because we don't know exactly how to pray -- or how often.

Jesus' disciples clearly saw the effect that prayer had in His life. He spent large amounts of time in prayer, often by Himself. The disciples soon realized that the demonstration of God's power and wisdom flowing from Jesus' life directly resulted from the intimate fellowship He enjoyed with His Father.

When they asked Him to explain more to them about prayer, Jesus told them this story:
"Suppose one of you shall have a friend, and shall go to him at midnight, and say to him, 'Friend, lend me three loaves; for a friend of mine has come to me from a journey, and I have nothing to set before him;' and from inside he shall answer and say, 'Do not bother me; the door has already been shut and my children and I are in bed; I cannot get up and give you anything.' "I tell you, even though he will not get up and give him anything because he is his friend, yet because of his persistence he will get up and give him as much as he needs. "And I say to you ask, and it shall be given to you; seek, and you shall find; knock, and it shall be opened to you. For everyone who asks, receives; and he who seeks, finds; and to him who knocks, it shall be opened." (Luke 11:5-10)
The three keys Jesus gives for seeing answers to prayer can be summed up as: Be persistent, be purposeful and be personal.

Be Persistent

The first key to answered prayer is persistence -- which means "to hold fast to," or hold onto tightly. God wants us to hold on tightly to His promises in prayer. Don't let disappointment cause you to let go of your faith.

The man in the parable didn't give up when his neighbor turned down his initial request. Jesus pointed out that the neighbor wouldn't get up and give him anything just because he was the man's friend. But because of his persistence, he would eventually get up and give him what he needed.

The Greek language in Luke 11:10 can be translated, "ask and keep on asking and it shall be given you; seek and keep on seeking and you shall find; knock and keep on knocking and the door shall be opened to you."

If we call on God, He promises to answer! But we must wait on the Lord and let Him answer our prayers in His perfect timing. Many times the greatest trial comes just before the answer arrives; it often seems darkest just before dawn.

Be Purposeful

The Bible says one of the reasons we haven't received God's best is that we haven't asked Him (see James 4:2). But God wants us to share our hearts with Him. He wants children who are willing to dream His dreams.

The man in this story knew what he wanted and asked with a definite purpose.

Take your needs and concerns to the Lord in prayer. Dare to ask God for your desires. Psalm 37:4 says, "Delight yourself in the Lord; and He will give you the desires of your heart." Allow God to expand your vision, and spend time in prayer so you'll be prepared to receive the good things He has in store for you.

Maybe you are dealing with a broken relationship, overwhelming financial burdens, the frustration of ill health, or the salvation of a loved one. The Lord wants you to come to Him in faith about whatever is on your heart. And don't just stop with your own needs. Ask God for a vision for your community, this nation and the world. Then, begin praying about the situations He impresses on your mind. Remember, the more you pray for the concerns on God's heart, the more you will find your own needs being met.

Be Personal

The most important key to effective prayer is a personal relationship with our Heavenly Father. The man in the parable went to his friend when he needed help.

Two men in the Bible who are known for their great faith are Abraham and Moses. Both men enjoyed an intimate friendship with God. James 2:23 says of Abraham, "...he was called the friend of God," and Exodus 33:11 says, "...the Lord used to speak to Moses face to face, just as a man speaks to his friend." Both men saw God do great miracles in their lives.

But remember, it takes time to develop a close friendship. You can start by involving God in the details of your life and learning to recognize His faithfulness even in little everyday challenges and events. Develop a plan of Bible reading and prayer that works for you. Pray for family and friends who may not know Jesus. And be sure to thank Him when the answers come!

What a comfort to know that God loves us so deeply that He has given each of us an "open line" directly to Him whenever we need direction, comfort or strength. And His continuing promise to us is that He will answer our prayers!

Individual Salvation. There Is No Such Thing As Collective Salvation! At Least NOT From The Kingdom Of God Almighty! God Wants To Have A "PERSONAL" Relationship With You. ♥ YOU Are Valuable To God And Loves You So Very Much!

Parable of the Lost Sheep

1 Tax collectors and other notorious sinners often came to listen to Jesus teach. 2 This made the Pharisees and teachers of religious law complain that he was associating with such sinful people—even eating with them!

3 So Jesus told them this story: 4 “If a man has a hundred sheep and one of them gets lost, what will he do? Won’t he leave the ninety-nine others in the wilderness and go to search for the one that is lost until he finds it? 5 And when he has found it, he will joyfully carry it home on his shoulders. 6 When he arrives, he will call together his friends and neighbors, saying, ‘Rejoice with me because I have found my lost sheep.’ 7 In the same way, there is more joy in heaven over one lost sinner who repents (asks God for forgiveness) and returns to God than over ninety-nine others who are righteous and haven’t strayed away!

17 “When he finally came to his senses, he said to himself, ‘At home even the hired servants have food enough to spare, and here I am dying of hunger! 18 I will go home to my father and say, “Father, I have sinned against both heaven and you, 19 and I am no longer worthy of being called your son. Please take me on as a hired servant.”’

20 “So he returned home to his father. And while he was still a long way off, his father saw him coming. Filled with love and compassion, he ran to his son, embraced him, and kissed him. 21 His son said to him, ‘Father, I have sinned against both heaven and you, and I am no longer worthy of being called your son.’

His father came out and begged him, 29 but he replied, ‘All these years I’ve slaved for you and never once refused to do a single thing you told me to. And in all that time you never gave me even one young goat for a feast with my friends. 30 Yet when this son of yours comes back after squandering your money on prostitutes, you celebrate by killing the fattened calf!’

7 But rather what we are setting forth is a wisdom of God once hidden [from the human understanding] and now revealed to us by God — [that wisdom] which God devised and decreed before the ages for our glorification [to lift us into the glory of His presence].

8 None of the rulers of this age or world perceived and recognized and understood this, for if they had, they would never have crucified the Lord of glory.

15 But the spiritual man tries all things [he examines, investigates, inquires into, questions, and discerns all things], yet is himself to be put on trial and judged by no one [he can read the meaning of everything, but no one can properly discern or appraise or get an insight into him].

16 For who has known or understood the mind (the counsels and purposes) of the Lord so as to guide and instruct Him and give Him knowledge? But we have the mind of Christ (the Messiah) and do hold the thoughts (feelings and purposes) of His heart.

Everybody Knows:
You can't be all things to all people.
You can't do all things at once.
You can't do all things equally well.
You can't do all things better than everyone else.
Your humanity is showing just like everyone else's.

So:

You have to find out who you are, and be that.
You have to decide what comes first, and do that.
You have to discover your strengths, and use them.
You have to learn not to compete with others,
Because no one else is in the contest of *being you*.

Then:

You will have learned to accept your own uniqueness.
You will have learned to set priorities and make decisions.
You will have learned to live with your limitations.
You will have learned to give yourself the respect that is due.
And you'll be a most vital mortal.

Dare To Believe:

That you are a wonderful, unique person.
That you are a once-in-all-history event.
That it's more than a right, it's your duty, to be who you are.
That life is not a problem to solve, but a gift to cherish.
And we'll be able to stay one up on what used to get us.

Today is alive
with a breath not my own.

Recent research has demonstrated what our grandmothers always knew: LAUGHTER is GOOD MEDICINE. Humor and laughter make a significant contribution to both our physical and mental health. Learning to adopt a lighter attitude and see the funny side of everyday situations gives us the resilience we need to cope on the tough days.

Let us pause and recall that the God of joy and laughter is always abiding with us and filling us with life, with hope, with creativity and with a thirst for union with Him. We are God’s people, alive in the Spirit and called to continually celebrate His presence in our lives. In the name of the Father and of the Son and of the Holy Spirit. Amen.

Humor is both God’s gift and a life-saving medicine.

Reflection
An aspect of a child-like spirit is joyful glee. Jesus invites us to enjoy life, to nurture our sense of humor. Our faith, and especially our prayer life is enriched through this God given gift. One of the reasons I love being around children and teenagers is that they find delight in so much of life. They find delight and wonder in so many things, and notice that which we adults often times either take for granted or simply do not see. Children then usually react without the inhibitions that we adults place upon ourselves. This reaction often takes form in laughter, joyous, bubbly laughter. The humor of life is fresh and easily accessed in the childlike spirit.

Meditation
Laughter cleanses us from discouragement, anger, apathy, and grief, making room for new feelings and thoughts. Laughter frees us from self-consciousness, anxiety, and stress. Laughter helps heal our physical ailments – it massages internal organs and strengthens the life force flowing through us. Laughter teaches us to take our troubles lightly, releasing our spirits from the weight of the world and of ourselves. Laughter unites what has been separate, connecting us to one another and to our true selves. Laughter calls forth our desire to live. Laughter, then, is a source of miracles. Surely, it’s one of the places where we can meet our God. [“Glad Day,” Joan Larkin]

Back to the Playground... I Was Led To This Wonderful Description About Enjoying LIFE With Childlike Simplicity And Humility That I Want To Share With You! ♥

I’m spending a lot more time at playgrounds lately. My grandchildren are coniseurs of playgrounds. When they come to visit, I usually ask them what they want to do. Invariably, they excitedly sing out, “Let’s go to the park!” Park to them means a playground. They can’t conceive of a park without a playground. I’ve learned some valuable lessons at the playground.

On our last trip to a playground, two of my grandchildren came along. They had just put clean clothes on and it had rained during the night. So I was a little apprehensive about the puddles of water on the playground. It wasn’t long before I spotted Kaitlyn on the playground digging through the rocks and mud. Just before I was about to scold her for getting her clothes dirty, she came running toward me with an outstretched arm and a smile on her face. When she got to me she handed me a little heart-shaped rock and said, “Here PaPa! Here is a heart for you – just because I love you! Keep it!” With tears in my eyes, I thanked her.

Did I scold her for getting her clothes muddy? What do you think? No way! And, yes, I still have that little heart-shaped rock given to me by my four-year-old granddaughter. It is one of the best gifts that I have ever received. I realized that many times we miss out on so much when we sweat the small stuff.

We need to spend a lot more time at the playground. Jesus said, “Except you be converted and become as little children, you shall not enter into the kingdom of heaven. Whosoever, therefore, shall humble himself as this little child, the same is greatest in the kingdom of heaven” (Matthew 18:3-4).

What are some things we can learn on the playground to help us live simple, stress free lives?

First – SIMPLICITY enables us to relax and have peace. Jesus revealed that those who live in humility as a little child are the greatest in the kingdom of God. Children enjoy the simple things in life. We often take things too seriously. Prolonged seriousness will kill. It will kill your joy and, worse, it will kill your child-likeness.

As adults, we tend to make things too complicated. When David was a shepherd boy, he dared to believe with childlike faith that God would deliver the giant Goliath into his hands. He spurned all of the body armor and weapons that King Saul gave him. Instead, he met the giant on the battlefield with his simple sling and five smooth stones. He figured it was simple – the giant was so big he couldn’t miss! Who won? That’s simple – God plus one is always the majority. (See I Samuel 17.)

Second – SING. Sing a silly song sometimes. Children love to sing. The Bible says, “A merry heart doeth good like medicine” (Proverbs 17:2). (See Proverbs 15:13 and Ephesians 5:18-19.) Have you lost your song? Ask God to give you a new song to sing. (See Psalm 98:1.)

Third – STAY LOOSE. Children are not normally uptight and worried about life. Ask yourself, “Will this matter a year from now?” I picked up a great little book the other day that had an intriguing title – Don’t Sweat the Small Stuff . . . and it’s all small stuff by Richard Carlson PhD. It is Dr Carlson’s premise that whenever we’re dealing with bad news or troublesome situations, most of us get into certain habits, ways of reacting to life that don’t serve us very well. We overreact, tend to blow things out of proportion, hold on too tightly, and focus on the negative. We live our life as if it was one huge emergency! Stay loose – don’t sweat the small stuff. (See Matthew 6:25-34.)

Fourth – SHARE. Children usually love to share. Giving is fun and it doesn’t have to be expensive or elaborate. Have you ever seen the delight of two children sharing an ice cream cone or simply jumping through mud puddles or dancing in the rain? I saw a wonderful bumper sticker not too long ago. It said, “Practice Random Acts of Kindness and Senseless Acts of Beauty”. Practicing random or spontaneous acts of kindness is an effective way to get in touch with the joy of giving without expecting anything in return. It’s even more rewarding when you don’t let anyone know what you are doing. Remember that Jesus said, “It is more blessed to give than to receive”. Also, why not take time each day and think of someone to thank?

Fifth – SPRITIUAL VITALITY brings everlasting and abundant life. Children are naturally attuned to the spiritual. Only as people grow older do they become hardened and insensitive to the spiritual. That’s why we need to go back to the playground and become as little children. Jesus warns us, “I assure you, unless you turn from your sins and become as little children, you will never get into the Kingdom of Heaven” (Matthew 18:3 NLT). Perhaps you need to sing that old children’s song again, “Jesus loves me this I know. For the Bible tells me so. Little ones to Him belong. They are weak, but He is strong. Yes, Jesus loves. Yes, Jesus loves me.”

Do you need to go back to the playground of childlike simplicity and humility? In childlike faith ask Jesus Christ to come into your life. “For as many as received Him gave He power to become children of God even those who believed on His name” (John 1:12).

In working through this text I came across a poem that provides a fitting conclusion for what we’ve been talking about today. It’s actually a prayer, so in simple, humble and trusting faith I’d ask that you bow your heads and fold your hands. We pray:

In self, possessing nothing. In Thee, possessing all.

O Savior, make me small once more. That downward I may grow

A Faith To Imitate Child-Like Qualities And Its Blessings

“People were bringing little children to Jesus to have him touch them, but the disciples rebuked them. When Jesus saw this, he was indignant.” If you took a walk through the hallways and the various rooms of our school you’d see them hanging on the walls. They also adorn the walls of many Christian homes. In the world of Christian art are many, many pictures of Jesus with little children.

The Gospels make this abundantly clear: Jesus dearly loved little children. He held them up as examples of faith, as He does in our text for today. He watched them at play and drew lessons from them. And He gave a stern warning to anyone who might cause them spiritual harm. You may recall this pronouncement from last week’s Gospel lesson: “If anyone causes one of these little ones who believe in me to sin, it would be better for him to be thrown into the sea with a large millstone tied around his neck.”

Yes, Jesus loved the little children. Perceiving this, parents would bring their children to Jesus so that, as we are told in our text, He might touch them – meaning that He might favor them with a special prayer or blessing.

But the disciples apparently didn’t see it this way. When the parents come with their children in tow (by the way, the Greek word used in the corresponding account in the Gospel of Luke indicates that among them were the very young, or infants), the disciples shooed them away. As they saw it, Jesus was a first century VIP and they didn’t want themselves or the Savior bothered with such unimportant or trivial matters.

However, Jesus viewed things quite differently. We are told that He became indignant.

That’s a pretty strong term. It clearly conveys that Jesus was angry and upset with the behavior of His disciples. And the reason He became justifiably angry (or as we sometimes say, “righteously indignant”) was because, in a sense, they had mistreated the little ones He loves so much.

What the disciples considered a nuisance Jesus clearly considered an infraction. So in response to their actions: “He said to them, ‘Let the little children come to me and do not hinder them, for the kingdom of God belongs to such as these. I tell you the truth, anyone who will not receive the kingdom of God like a little child will not enter it.’”

His point: The faith of a child – the kind of faith that takes Jesus at His word and believes the message of salvation and all the other promises of God without a hint of hesitation – that is what our Lord holds up as a faith to imitate. Let’s talk about this kind of faith on the basis of these three descriptions: Simple… Humble… Trusting…

A child-like faith is first of all SIMPLE. As you observe the faith of a child you’ll find this to be true. Ask one of our lower level Sunday School or Lutheran Elementary School teacher and they’ll tell you. Because my wife and I both worked there in our college years, this aspect of child-faith also reminds me of the residents of Bethesda Lutheran Home for the developmentally disabled in Watertown. Spend some time working there – or in any kind of similar situation with a similar clientele – and you’ll understand both the meaning and depth of simple faith.

And you will also learn quite quickly not to mistake a simple faith for a shallow faith. Shallow faith is often a mile wide but an inch deep. Simple faith is just the opposite.

What I mean is this: Neither a young child raised in a Christian home nor the devout resident of Bethesda will be able to give you a thumbnail sketch of each book of the Bible, and it is highly unlikely that you’ll find a Greek or Hebrew Bible on their nightstand as they pour through Scripture in the original. They will not possess that kind of academic knowledge.

But what they do know is this: Jesus loves me this I know, for the Bible tells me so.

What they do know is that long ago on a hill outside of a city they’ve never been to named Jerusalem Jesus died on a cross to take away all their sins. And they know why: So they would be clean and pure in the eyes of God and someday live with Him forever in heaven.

What they also know is that Jesus didn’t stay dead, but that He rose from the grave. And they know Him to be their invisible but living friend who listens intently to them when they talk to Him in their prayers.

Those are the elementary, rudimentary truths of Scripture. Nothing complicated or complex about them. The child Jesus holds up as an example simply takes at face value the truths God tells us in His Word. A child-like faith is SIMPLE.

Likewise, A child-like faith is HUMBLE. When problems come it looks upward rather than inward for solutions. We live in a world which instructs us to look deeply “inside ourselves” for answers to our difficulties. And certainly we do have a responsibility to apply the Word of God we’ve been taught to our various situations in life.

But those with a child-like faith know that the power to change things comes not from within, but from without. Not from inside us, but from above us.

Children don’t let things go that far. Child-like faith humbly approaches the throne of grace well before the crisis point, recognizing that God is good and God is great and God is ever-present to help us in every situation. A child-like faith is HUMBLE.

Finally, a child-like faith is TRUSTING. Think once more of a child, this time at prayer. Hands folded, head bowed, eyes purposely shut. This is a picture of trust, because that is what they do. They trust that the Lord will hear them and that He is capable of doing everything they ask of Him.

Simple… humble… trusting. These are the elements of a child like faith. These are the components Jesus holds up before us when He speaks about the “little ones who believe in me.” In this same child-like way Jesus invites, counsels and asks us to trust Him, His Word, His promises and His offer of salvation.

And we say, yes, we really ought to do that. But we say it more in the wistful terms of a wish or a dream, as if it would be nice, but it’s really not possible. Too simplistic, we may think. Trust Jesus and everything will work out. Sounds great, but life is bit too complicated to reduce handling it in such an uncomplicated way…

And that, friends, is our biggest mistake. It is the mistake of not taking Jesus at His Word. Because when it gets right down to it, taking Him at His Word is what Jesus means by “child-like faith.”

Let me give you a Scriptural example of this. At the very outset of this sermon we mentioned the name of King David as one of the “Great Cloud of Witnesses” we looked at this summer...

Well, if anyone can lay claim to having a complicated life, it would be him. As the ruler of Old Testament Israel in its golden age of power and influence, every decision, problem and concern eventually came to roost at his doorstep. Nonetheless, listen to the inspired words this man wrote in Psalm 131. It’s only three verses long, but the child-like attitude of this hero of faith is one we’d do well to imitate.

1 My heart is not proud, O LORD, my eyes are not haughty; I do not concern myself with great matters or things too wonderful for me.

2 But I have stilled and quieted my soul; like a weaned child with its mother, like a weaned child is my soul within me.

3 O Israel, put your hope in the LORD both now and forevermore.

These are the words of a man who did not question the Lord; a man who came before the Lord in humility, confidence and trustfulness. They are words for us all.

So, do we find ourselves worried? Are we anxious about life? Are we scared of what that great unknown we call the future might bring? If and when we are, our primary problem is probably this: we’re acting altogether too much like adults.

Jesus says when it comes to matters of faith, be a child. Trust. Believe. Then relax in the confidence that no matter how things may look or how things may go, God has them under control.

WASHINGTON — The Internal Revenue Service inappropriately flagged conservative political groups for additional reviews during the 2012 election to see if they were violating their tax-exempt status, a top IRS official said Friday.

Organizations were singled out because they included the words "tea party" or "patriot" in their applications for tax-exempt status, said Lois Lerner, who heads the IRS division that oversees tax-exempt groups.

In some cases, groups were asked for their list of donors, which violates IRS policy in most cases, she said.

"That was wrong. That was absolutely incorrect, it was insensitive and it was inappropriate. That's not how we go about selecting cases for further review," Lerner said at a conference sponsored by the American Bar Association.

"The IRS would like to apologize for that," she added.

Lerner said the practice was initiated by low-level workers in Cincinnati and was not motivated by political bias. After her talk, she told The AP that no high level IRS officials knew about the practice.

Agency officials found out about the practice last year and moved to correct it, the IRS said in a statement. The statement did not specify when officials found out.

About 75 groups were inappropriately targeted. None had their tax-exempt status revoked, Lerner said.

Senate Republican Leader Mitch McConnell of Kentucky called on the White House to investigate.

"Today's acknowledgement by the Obama administration that the IRS did in fact target conservative groups in the heat of last year's national election is not enough," McConnell said. "I call on the White House to conduct a transparent, government-wide review aimed at assuring the American people that these thuggish practices are not under way at the IRS or elsewhere in the administration against anyone, regardless of their political views."

Many conservative groups complained during the election that they were being harassed by the IRS. They accused the agency of frustrating their attempts to become tax exempt by sending them lengthy, intrusive questionnaires.

The forms, which the groups made available at the time, sought information about group members' political activities, including details of their postings on social networking websites and about family members.

Certain tax-exempt charitable groups can conduct political activities but it cannot be their primary activity.

IRS Commissioner Douglas Shulman told Congress in March 2012 that the IRS was not targeting groups based on their political views.

"There's absolutely no targeting. This is the kind of back and forth that happens to people" who apply for tax-exempt status, Shulman told a House Ways and Means subcommittee.

Shulman was appointed by President George W. Bush. [But no one bothers to mention that Douglas Shulman is a die hard DEMOCRAT and Obama supporter. His wife heads a hardcore Left wing Progressive tax exempt organization!!! (emphasis mine)]. His 6-year term ended in November. President Barack Obama has yet to nominate a successor. The agency is now being run by acting Commissioner Steven Miller.

"The Ways and Means Committee has persistently pushed the IRS to explain why it appeared to be unfairly targeting some political groups over others — a charge they repeatedly denied," said Rep. Charles Boustany, R-La., chairman of the Ways and Means oversight subcommittee.

"The IRS's 'too little too late' response is unacceptable, and I will continue to work to ensure there are protections in place so no American, regardless of political affiliation, has their right to free speech threatened by the IRS," Boustany said.

Tea Party groups were livid on Friday.

"I don't think there's any question we were unfairly targeted," said Tom Zawistowski, who until recently was president of the Ohio Liberty Coalition, an alliance of tea party groups in the state.

Zawistowski's group was among many conservative organizations that battled the IRS over what they saw as its discriminatory treatment of their effort to gain non-profit status. The group first applied for non-profit status in June 2009, and it was finally granted on Dec. 7, 2012, he said — one month after Election Day.

During the 2012 election, many tea party groups applied for tax-exempt status under section 501 (c) (4) of the federal tax code, which grants tax-exempt status to social welfare groups. Unlike other charitable groups, these organizations are allowed to participate in political activities but their primary activity must be social welfare.

That determination is up to the IRS.

Lerner said the number of groups filing for this tax-exempt status more than doubled from 2010 to 2012, to more than 3,400. To handle the influx, the IRS centralized its review of these applications in an office in Cincinnati.

Lerner said this was done to develop expertise among staffers and consistency in their reviews. As part of the review, staffers look for signs that groups are participating in political activity. If so, IRS agents take a closer look to make sure that politics isn't the group's primary activity, Lerner said.

As part of this process, agents in Cincinnati came up with a list of things to look for in an application. As part of the list, they included the words, "tea party" and "patriot," Lerner said.

"It's the line people that did it without talking to managers," Lerner. "They're IRS workers, they're revenue agents."

In all, about 300 groups were singled out for additional review, Lerner said. Of those, about a quarter were singled out because they had "tea party" or "patriot" somewhere in their applications.

The IRS statement said that once applications were chosen for review, they all "received the same, even-handed treatment."

Lerner said 150 of the cases have been closed and no group had its tax-exempt status revoked, though some withdrew their applications.

"Mistakes were made initially, but they were in no way due to any political or partisan rationale," the IRS said in a statement. "We fixed the situation last year and have made significant progress in moving the centralized cases through our system."

Marcus S. Owens, who spent a decade leading the IRS division that oversees tax-exempt organizations, said Friday that it made sense that the problem arose among workers in Cincinnati because the agency "really has delegated a lot of authority" to local offices to make decisions about handling their workload.

But Tea Party groups weren't buying the idea that the decision to target them was solely the responsibility of low-level IRS workers.

"It is suspicious that the activity of these 'low-level workers' was unknown to IRS leadership at the time it occurred," said Jenny Beth Martin, national coordinator for Tea Party Patriots, which describes itself as the nation's largest tea party organization. "President Obama must also apologize for his administration ignoring repeated complaints by these broad grassroots organizations of harassment by the IRS in 2012, and make concrete and transparent steps today to ensure this never happens again."

USA: Democratic Montana Senator Max Baucus Now Investigating IRS, Urged IRS To Target TEA Party, Conservative Groups In 2010

Democratic Montana Senator Max Baucus is leading an investigation into why the Internal Revenue Service targeted conservative nonprofit groups for extra scrutiny despite the fact that Baucus once wrote a letter urging the IRS to do exactly that.

Baucus, chairman of the Senate Finance Committee, will head the committee’s investigation into the IRS, which apologized Friday for targeting groups with the terms “Tea Party” and “Patriot” in their titles for extra scrutiny of their nonprofit status as early as 2011.

However, Baucus once wrote a letter requesting that the IRS engage in that very conduct.

Baucus wrote a letter to then-IRS commissioner Douglas Shulman dated September 28, 2010 urging the IRS to investigative nonprofit conservative groups during the Tea Party-dominated 2010 midterm elections.

“With hundreds of millions of dollars being spent in election contests by tax-exempt entities, it is time to take a fresh look at current practices and how they comport with the Internal Revenue Code’s rules for nonprofits,” Baucus wrote in the letter.

“I request that you and your agency survey major 501(c)(4), (c)(5) and (c)(6) organizations involved in political campaign activity to examine whether they are operated for the organization’s intended tax exempt purpose and to ensure that political campaign activity is not the organization’s primary activity,” Baucus wrote in the letter.

“The tax exemption given to non-profit organizations comes with a responsibility to serve the public interest and Congress has an obligation to exercise the vigorous oversight necessary to ensure they do,” Baucus said in a 2010 statement accompanying his letter.

Though Baucus identified 501 (c) (5) groups — or labor unions — as worthy of investigation, the only organizations cited in his request were conservative, pro-Republican groups.

Baucus specifically named Americans for Job Security, which is described as a “pro-Republican organization,” as a specific target for the IRS to investigate.

Crossroads GPS, co-founded by Karl Rove, and American Action Network, chaired by former Republican senator Norm Coleman, were also cited in press coverage related to Baucus’ letter as pro-Republican groups helping to elect GOP congressional candidates in 2010.

Those organizations appeared in a September 16, 2010 TIME article by writer Michael Crowley titled, “The New GOP Money Stampede.” Baucus cited that piece in his letter to the IRS.

Whatever the fallout might be from such a conflict of interest, Baucus won’t be around too much longer to deal with it.

He’s already announced his retirement from the Senate, and won’t run for re-election in 2014.

A Baucus spokesperson did not immediately return a request for comment.

Sen. Max Baucus (D-Mont.) on Wednesday called on the Internal Revenue Service to investigate political activity by non-profit groups, specifically the GOP-allied groups spending tens of millions of dollars raised from anonymous donations to boost Republican congressional candidates headed into the critical midterm elections.

Recent media reports detailing the activities of big-spending GOP-leaning political groups “have raised serious questions about whether such organizations are operating in compliance with the Internal Revenue Code,” Baucus wrote in a letter to IRS Commissioner Doug Shulman.

The groups highlighted in the reports cited by Baucus include Crossroads GPS, American Action Network and Americans for Job Security – all of which are so-called “social welfare organizations” registered under section 501(c)4 of the tax code.

That section allows non-profit groups to collect unlimited donations from wealthy individuals, corporations and unions and does not require public disclosure of the donations. But it requires groups to spend more than half of their money on non-campaign-related activity.

Crossroads GPS, which was conceived by former Bush political guru Karl Rove; American Action Network, which is led by former Sen. Norm Coleman; and Americans for Job Security have spent millions on ads boosting Republican Senate candidates and attacking their Democratic rivals. But they won’t be required to file reports disclosing how much they raised and spent overall until months after Election Day.

Crossroads GPS spokesman Jonathan Collegio expressed confidence that any investigation would find his group compliant with tax rules because it engages in activity not expressly related to elections.

“The law is clear, and we follow it carefully,” he said. “It provides for the establishment of groups that promote any variety of issues, from labor issues to environmental issues to the tax relief and economic issues that are in our platform.”

Political spending by 501(c)4 groups appears to be on the rise across the board, but thus far, neither the IRS nor the Federal Election Commission, which is charged with enforcing election laws, have signaled they intend to look into the groups’ spending.

In a statement accompanying his letter, though, Baucus said “The tax exemption given to non-profit organizations comes with a responsibility to serve the public interest and Congress has an obligation to exercise the vigorous oversight necessary to ensure they do.”

Baucus leads the Senate Finance Committee, which has oversight authority over non-profits and the IRS, and in his letter he asked the IRS to identify “possible violation of tax law” and suggested those could result in non-profits losing their tax-exempt status. He also indicated that based on the IRS’s findings he might open his own committee investigation and may “take appropriate legislative action.”

Though Baucus cited only GOP-leaning groups as his causes of concern, his letter asks the agency to “survey major 501(c)(4), (c)(5) and (c)(6) organizations involved in political campaign activity” – and 501(c)5 is the tax classification of unions, which almost exclusively support Democrats.

Sill, spending by independent groups supporting Republicans has dwarfed that supporting Democrats this cycle and Baucus’s request is likely to draw criticism cries of politicking from the right.

Spokesmen for the IRS and American Action Network did not immediately respond to questions about Baucus’s request.

Long before the Internal Revenue Service revealed it had improperly targeted conservative 501(c)(4) groups, a group of Democratic senators led by New York Sen. Chuck Schumer urged the IRS to do just that.

The IRS’s admission last Friday that it had singled out tea party and other groups for extra audits and delays has raised concerns that President Barack Obama’s administration quietly attempted to stymy opponents through intimidation. But many prominent Democrats — including Montana Sen. Max Baucus, Americans United for the Separation of Church and State and the New York Times editorial board — had been publicly calling for tighter restrictions on 501(c)(4) groups affiliated with the tea party and conservatives.

Last year, Schumer, along with Democratic Sens. Michael Bennet, Sheldon Whitehouse, Jeff Merkley, Tom Udall, Jeanne Shaheen and Al Franken, penned a letter calling on the agency to cap the amount of the political spending by groups masquerading as “social welfare organizations.”

A press release from Schumer’s office dated March 12, 2012 laid out the terms of the letter:
The senators said the lack of clarity in the IRS rules has allowed political groups to improperly claim 501(c)4 status and may even be allowing donors to these groups to wrongly claim tax deductions for their contributions. The senators promised legislation if the IRS failed to act to fix these problems.

“We urge the IRS to take these steps immediately to prevent abuse of the tax code by political groups focused on federal election activities. But if the IRS is unable to issue administrative guidance in this area then we plan to introduce legislation to accomplish these important changes,” the senators wrote.
The letter cited a March 7, 2012 New York Times article by Jonathan Weisman that suggested donations to groups like American Crossroads and Priorities USA could be tax deductible, which was a primary concern of those senators at the time.

A number of those senators participated in a press conference about their efforts on March 21, 2012, and Franken spoke out about what he called lack of oversight of 501(c)(4) status.

“I think that there hasn’t been enforcement by the FEC and the IRS, and so there are entities that are taking a 501(c)4 status, and under that they’re supposed to have more than half of their activity be non-political,” Franken said. “That’s pretty hinky. I mean, they really aren’t doing that, and that I think there needs to be a look at that — that even under the laws that already exist, there are people who should be disclosing who aren’t. And I think that is where we’re seeing the effect of — lack of effective enforcement and just oversight.”

Dear Commissioner Shulman:

We write to ask the Internal Revenue Service (“IRS”) to immediately change the administrative framework for enforcement of the tax code as it applies to groups designated as “social welfare” organizations. These groups receive tax and other advantages under section 501(c)(4) of the Internal Revenue Code (hereinafter, “IRC” or the “Code”), but some of them also are engaged in a substantial amount of political campaign activity. As you know, we sent a letter last month expressing concerns about the 501(c)(4) issue; an investigation this week by the New York Times has uncovered new, specific problems on how c)4)s conduct business. We wanted to address those new concerns in this letter.

IRS regulations have long maintained that political campaign activity by a 501(c)(4) entity must not be the “primary purpose” of the organization. These regulations are intended to implement the statute, which requires that such organizations be operated exclusively for the public welfare. But we think the existing IRS regulations run afoul of the law since they only require social welfare activities to be the 'primary purpose' of a nonprofit when the Code says this must be its 'exclusive' purpose. In recent years, this daylight between the law and the IRS regulations has been exploited by groups devoted chiefly to political election activities who operate behind a facade of charity work.

A related concern, raised in a March 7th New York Times article, concerns whether certain nonprofits may be soliciting corporate contributions that are then treated by the company as a business expense eligible for a tax deduction. The Times wrote: “Under current law, there is little to no way to tell whether contributions are being deducted, especially because many of the most political companies are privately held.” This potential abuse distorts the objectives of vital revenue mechanisms and undermines the faith that we ask citizens to place in their electoral system.

We propose that the IRS make three administrative changes to curtail these questionable practices and bring IRS tax regulations back into alignment with the letter and spirit intended by those who crafted the Code:
First, we urge the IRS to adopt a bright line test in applying its “primary purpose” regulation that is consistent with the Code’s 501(c)(4) exclusivity language. The IRS currently only requires that the purpose of these non-profits be “primarily” related to social welfare activities, without defining what “primarily” means. This standard should be spelled out more fully by the IRS. Some have suggested 51 percent as an appropriate threshold for establishing that a nonprofit is adhering to its mission, but even this number would seem to allow for more political election activity than should be permitted under the law. In the absence of clarity in the administration of section 501(c)(4), organizations are tempted to abuse its vagueness, or worse, to organize under section 501(c)(4) so that they may avail themselves of its advantages even though they are not legitimate social welfare organizations. If the IRS does not adopt a bright line test, or if it adopts one that is inconsistent with the Code’s exclusivity language, then we plan to pursue legislation codifying such a test.

Second, such organizations should be further obligated to document in their 990 IRS form the exact percentage of their undertakings dedicated to “social welfare.” Organizations should be required to “show their math” to demonstrate that political election activities and other statutorily limited or prohibited activities do not violate the “primary purpose” regulation.

Third, 501(c)(4) organizations should be required to state forthrightly to potential donors what percentage of a donation, if any, may be taken as a business expense deduction. As the New York Times reported in its March 7tharticle, some of these organizations do not currently inform donors whether a contribution is tax deductible as a business expense at all.
The IRS should already possess the authority to issue immediate guidance on this matter. We urge the IRS to take these steps immediately to prevent abuse of the tax code by political groups focused on federal election activities. A rare, undisturbed royal tomb has been unearthed in Peru, revealing the graves of three Wari queens buried alongside gold and silver riches and possible human sacrifices.

Though the surrounding site has been looted many times, this mausoleum has managed to evade grave robbers for hundreds of years, archaeologists say.

Long before the Inca built Machu Picchu, the Wari empire flourished between A.D. 700 and 1000 throughout much of present-day Peru.

At a time when Paris had just 25,000 residents, the Wari capital Huari was home to 40,000 people at its height, according to National Geographic, which reported the find. [In Photos: Amazing Ruins of the Ancient World]

Despite their reach, the Wari have remained somewhat mysterious, and it is rare for archaeologists to find burials that have not been ravaged by grave robbers. In hauling away treasures, looters destroy archaeological context and information, leaving researchers grasping for answers about how ancient people lived.

But a team led by Polish and Peruvian archaeologists discovered an underground mausoleum that's being billed as the first unlooted Wari imperial tomb, sealed for centuries under 30 tons (27 metric tons) of loose stone fill.

The 1,200-year-old chamber was found in El Castillo de Huarmey, north of Lima. Milosz Giersz, an archaeologist at the University of Warsaw in Poland, told National Geographic that he first saw a faint outline of the mausoleum in aerial photographs of the site.

In digging through to the "temple of the dead," the team reportedly discovered rows of human bodies buried in a seated position (some of them suspected to be human sacrifices). They also found three Wari queens in small side chambers among valuable grave goods, such as gold tools for weaving, brilliantly painted ceramic vessels and a drinking cup carved from alabaster.

The queens may not have been laid to rest for good after they died. National Geographic also reported that there were traces of insect pupae found in the queens' bodies, suggesting that their mummies may have been periodically put out on display, left exposed to the open air, to be venerated by the living Wari people.

Over months of digging, the team unearthed more than a thousand artifacts from the site, including semi-precious stone beads, carved wooden artifacts, bronze axes and jewelry made from gold and silver Giersz told National Geographic that he expects the site will keep archaeologists busy for years to come.

Peru's Minister of Culture and other officials are set to officially announce the discovery today (June 27) in a press conference at the site.

The Internal Revenue Service (IRS) demanded that limited government and tea party groups produce Facebook posts, donor lists, and even what books group members were reading, reports Politico.

The IRS’s hardball political tactics were all part of a strategy to relegate conservative groups to a “state of purgatory” that kept their tax-exempt statuses in limbo to neutralize their effectiveness, says Rep. Darrell Issa (R-CA).

The strategy worked: over 80% of the conservative groups targeted were delayed more than a year, and some cases were left open for over three years, according to the IRS Inspector General’s report released late Tuesday.

The thin 54-page IG report, however, raises more questions than it answers, names no names, and contains gaping holes.

The report, for example, does not examine the possible connections or alliances between the IRS personnel who implemented the conservative targeting strategy and outside political operatives or campaigns. Instead, the IG auditors merely asked IRS personnel whether they were “influenced by any individual or organization outside the IRS” and, not surprisingly, “all of these officials stated that the criteria were not influenced by any individual or organization outside the IRS.”

That was the extent of the IG’s “investigation” into whether the IRS’s targeting of conservative groups involved coordination with campaigns or political operatives.

The IG report ignored core issues at the heart of the scandal. It did not, for example, mention the IRS’s leaking of conservative groups’ tax materials to media organizations. As Breitbart News reported yesterday, the progressive-leaning investigative journalism group ProPublica admitted that the IRS officials at the heart of the scandal gave them “confidential” tax-related documents of conservative groups that were “not supposed to be made public” and that ProPublica received no similar documents for liberal groups—all facts the IG report curiously failed to include.

Also missing from the report by the Treasury Department--overseen by President Barack Obama’s former chief of staff-turned-Treasury Secretary Jack Lew--was any mention of claims that one of Obama’s reelection campaign co-chairmen, Joe Solmonese, may have used leaked IRS documents from a conservative group, the National Organization for Marriage (NOM), to attack his GOP challenger Mitt Romney.

The IG report also failed to mention the IRS’s targeting of Billy Graham, the targeting of pro-Israel groups, the expediting of Obama’s brother’s tax-exempt group, or the IRS’s demands that conservative educational groups release lists of the high school and college students it trained.

Indeed, the IG report was so incomplete that it even admitted inspectors "could not specifically determine who had been involved in creating the criteria" used to go after conservative groups.

Even ardent Obama supporters, like top Democrat on the House Oversight Committee Rep. Elijah Cummings (D-MD) are expressing frustration with the IRS scandal. "I think laws were probably broken,” said Cummings, “but at the least there have been some improper actions on the part of the IRS."

Cummings added: “I’d love for my committee to have a hearing on this. Because I have great concerns about what they knew, when they knew it, and what if anything they did about it, whether or not they were honest with the Congress.”

Senate Minority Leader Mitch McConnell (R-KY) agrees.

"No more stonewalling, no more incomplete answers, no more misleading responses, no holding back witnesses, no matter how senior their current or former positions—we need full transparency and cooperation," said McConnell.
