COSMIC WATCH:

There’s a New Moon Solar Eclipse at 9 degrees of security-conscious Cancer today, the nurturing sign of Mother and our ancestral roots that is also linked to the past. Eclipses are highly-charged events that can have impact for up to six months. Too, the affects of an eclipse are often felt immediately, usually within a few days, on either side of the event (please refer to my other recent “eclipse blogs,” for more info about this subject).
This lunation, in which the Sun and Moon are both conjunct in Cancer, also sets up a “grand cardinal cross,” or square in the sky, involving Uranus in Aries (personal freedom), Pluto in Capricorn (transformation), and Saturn in Libra (responsibility). New Moons usher in new beginnings, although Solar Eclipses can also bring about sudden endings, especially with respect to long-standing situations.
The grand cardinal cross can also coincide with critical turning points, or releases in matters, that have us “springing into action,” as a response. Our “taking action” can also have the net affect of creating new beginnings for ourselves. Too, just as the cardinal signs (Aries, Cancer, Libra, and Capricorn) denote the arrival of the seasons, the activation of the cardinal cross can also denote pivotal life transitions. This “much ballyhooed configuration” is often a potent antidote or cure for any stagnating or fence-straddling tendencies.
Also, with it being summer in the northern hemisphere, a time when baseball is in full swing here, in the U.S., I can’t help but symbolically liken the cardinal grand cross to an exciting, but possibly, gut-wrenching baseball game, in which we are in the bottom of the ninth inning, with the bases loaded and two outs, with two strikes, and both teams tied at one run a piece. Everyone in the stadium is sitting at the edge of their seats. Will the lowly batter, standing all alone on home plate, magically put one out of the ballpark and become an instant hero to his fans and team mates by getting a grand slam home run? Or, will he sheepishly strike out? Either scenario, something’s gotta’ give. And fast. The cardinal signs force movement in our affairs.
Today’s eclipse lunation will likely have us dealing with practical issues of our own basic survival and security, something that is central to the Cancer psyche. Cancer, insulated by its crab shell, is perennially wanting to shore up its defenses and protect itself, and its family members, from possible hostile forces in the outer world. Cancer rules the home (and the womb), our personal haven and private base of operations, to which we return each day to seek solace and nourishment (Cancer also rules the food supply).
With the sign of Cancer also being governed by the feminine Moon, women’s issues (including women’s health), as well as issues involving the family and parenting, may figure more prominently into our lives now. Too, just this week, with the Sun in Cancer making an opposition to bulldozing Pluto in Capricorn (part of the grand cross), an FDA panel unanimously voted to revoked the approval of Avastin, a popular drug for breast cancer treatment (Cancer rules the breasts).
Also, the riveting, high-profile, Casey Anthony trial, that has much of the nation, even the world, glued to their television sets, is expected to go the jury the very same day as the Cancer eclipse (a trial which centers around a mother allegedly murdering her own child). Another example of how the grand cross energy often brings matters to a head and or provides for resolution.
Too, with the Eclipse’s square to freedom-loving, rebellious Uranus, in self-identity Aries, we may be tempted to be a bit more defiant now and break with convention in a bid to “do our own thing.” Of course, the Eclipse’s square to taskmaster Saturn, in partnership Libra, should also serve to hold us accountable to others for our actions.
BTW, with the transiting Cancer Sun’s square to non-traditional Uranus (part of the grand cross), this past week, we saw gay marriage, still somewhat of a controversial matter, legalized in the state of New York. Uranus is also the planet of equality and civil rights.
Again, purging, transforming Pluto (ruler of death and regeneration), stationed in utilitarian Capricorn, is also a major player in today’s Eclipse, and grand cross, with the Sun and Moon in Cancer opposing it and both Uranus and Saturn squaring it. Pluto will likely have us, once again, reinventing or refashioning ourselves (maybe out of practical necessity). We may also discover things about ourselves (hopefully uncover some hidden strengths), that we never knew existed. Pluto characteristically speaks to the “depths of our experience.” It rules our subconscious. Basically, anything that is buried or hidden.
For instance, Pluto also rules mines, and on Wednesday, of this week, U.S. Labor Department officials announced that the Massey energy mine disaster, where 29 workers were killed more than a year ago, was preventable (from wsj.com). This finding also was released (coincidentally?) with the Sun exactly opposite to Pluto.
Too, with Pluto’s “eliminating” ray stoked, once again by the opposing Sun in Cancer, the Greek Parliament finally approved a five-year “austerity plan” for that country. Also, on our own “home front,” with this same planetary aspect, President Obama put pressure on Congress, to come up with a debt-reduction package. He also talked about ending certain tax breaks for “millionaires and billionaires.” Pluto additionally rules debt and taxes, and credit.
(Also, just breaking as I’m writing this Thursday night 6/30, there’s a report from wsj.com that U.S. Treasury Secretary, Timothy Geithner, is considering leaving his post, once policymakers come to an agreement on raising the country’s debt ceiling.)
Pluto is also, however, not just about coping with less materially, or borrowing. It can also mean that we must pare down our range of activities, so that we can focus our energies more. With both Pluto and Saturn, we tend to consolidate our forces.
In my own horoscope, for example, I have transiting Pluto exactly conjunct my natal Mars now, the ruler of my chart, in my house of career, and I am having to hone down and narrow my professional focus now. In a way, too, I am beginning to feel greatly relieved, by scaling back, as I was doing too much before, fracturing my energies. It feels very freeing to do fewer things, and to “just be” instead.
One more thing, sort of interesting here and very applicable to today’s “home-related” Cancer eclipse. On Wednesday (again with the Cancer Sun opposite revelatory Pluto), a New York Times/CBS News Poll revealed that nearly 9 in 10 Americans say that “owning a home” is still an important part of the American dream, even though many also question it as a good investment, in wake of the brutal recession. I guess, I have to agree here. What about you? (from NYT.com)

Two HUGE intel leads in my email box this morning from way-back contacts that I’ve had for years, that are actually somewhat connected concepts.
1. File this one under “Now It All Makes Sense”. A Missouri farming and ranching contact just got off a conference call wherein he was informed that the federal government is sending out letters to all of the flooded out farmers in the Missouri River flood plain and bottoms notifying them that the Army Corps of Engineers will offer to BUY THEIR LAND.
Intentionally flood massive acreage of highly productive farmground. Destroy people’s communities and homes. Catch them while they are desperate and afraid and then swoop in and buy the ground cheap. Those evil sons of bitches.
2. Speaking of evil sons of bitches, George Soros appears to be “investing” in farmground through the same puppet company that he used to get into the grain elevator and fertilizer business. The company is called Ospraie Capital Management and is buying up farmground in a joint venture with Teays River Investments as a partner. Here is that announcement:
Okay. Here’s the connection. This Ospraie outfit was a hedge fund specializing in commodities that was started and run by some cocky child who didn’t know how to trade bear markets and got his butt kicked into next week in the grain market of 2008. He also lost a fortune trying to trade RARE EARTH METALS. In fact, it was so bad that he had to shut his fund down because he had promised his investors that he would give them all of their investment money back if the fund lost more than 30% in one year. Whoopsie.
But it appears that Soros swooped in and saved the day because this Ospraie is the “co-investor” with Soros that bought the remnants of ConAgra’s trading operation and renamed it . . . Gavilon. In the industry, it is widely acknowledged that Ospraie IS Soros. That three-page article citation is here, copy and paste the URL into your address bar:

As you probably remember, Gavilon just recently bought both DeBruce Grain out of Kansas City and the biggest grain elevator company in the Pacific Northwest, thus making Soros (who is the money behind Gavilon through both his own Soros Fund Management AND his de facto control of Ospraie) the third-largest grain company in the U.S. with 280 million bushels of storage capacity, behind only Archer Daniels Midland (542 million bushels storage capacity) and Cargill (344 million bushels storage capacity). Bottom line: Soros, through Ospraie, is buying up farmground. Please also note that the hotlink citation above is dated June 26, 2009. My contact says this has been going on for two years – and also remember what I told you about farmground prices inflating wildly, especially in Illinois. I have personally confirmed farmground in Illinois selling for $13,000 per acre within the last month, whereas that same kind of ground in Illinois was going for $5500 per acre the day Obama was inaugurated.

He who controls the seed controls the food supply; and he who controls the food supply controls the world. There is no question that Monsanto is on a mission to monopolize the conventional seed market. In fact, they are steadfastly working towards the goal of creating a world where 100% of all commercial seeds are genetically modified and patented- basically a world where natural seeds are extinct.
Unfortunately for the global community Monsanto is accomplishing their purpose. They currently own 90% of the world's patents for GMO seed including cotton, soybeans, corn, sugar beets and canola.
Yep, the creators of chemicals that will go down in history for their toxicity and horrific side effects, is attempting to take over the world's seed supply. Ask yourself- do you really want companies such as BASF, Bayer, DuPont, Syngenta, and Dow involved with your food? Sadly, to a large extent they already are. These Monsanto chemical and GMO cronies all share genetically engineered traits and create the patented herbicides and pesticides that GMO crops require to thrive.
Monsanto is infamous for taking advantage of small farmers, and with the advent of MoU's they are doing so with governmental license. Countries like India, Pakistan, Australia, and New Zealand have all executed MoU's with Monsanto. MoU's or memorandum's of understanding permit Monsanto to use publicly owned lands to create so called demonstration farms (GMO breeding camps) which in turn -at least in the case of Rajasthan - are subsidized by the government.
Monsanto literally takes farmer seeds, creates genetically engineered copycat versions, and then retains all intellectual property rights. Dr. Vandana Shiva, Executive Director of the Navdanya Trust, an Indian organization committed to organic biodiversity, states that "the MoU's will in effect, facilitate bio-piracy of Rajasthan's rich biodiversity of draught -resilient crops .... by failing to have any clauses that respect the Biodiversity Act and the Farmers' Rights Act, the MoU's promote bio-piracy and legalize the great seed robbery."
It is common knowledge that GMO seeds are much worse than conventional ones. As with all of their agreements, Monsanto shields itself from any liability- so when the Monsanto's promises of higher yields with less work ring hollow, when farmers crops fail, or when mass suicides are committed because of crop failure and spirit crushing debt- Monsanto presses on with no worries.
Farmers that sign up for Monsanto's seeds of destruction find themselves hooked. Year after year, no matter what prices are being charged, they are dependent on GMO seeds for new crops because GMO seeds - the bastardized versions they are - don't regenerate.
Monsanto has no qualms about robbing farmers that don't play poker with them. As a mater of fact; it makes a business of it. Conventional and organic farmers in both Canada and the U.S., who have the misfortune of having lands that border GMO farms, often end up with trace contamination in their crops, making them (if organic), unsuitable for sale. Monsanto actually uses this situation against farmers and files patent infringement claims that they often win.
The result farm owners are left with exorbitant legal bills and fines often forcing them to shut down: clearing away Monsanto competition. In a savvy move for survival, a preemptive suit on behalf of almost 300,000 plaintiffs seeking legal safe harbor, has been filed in New York.
Monsanto's product has changed from poison to food, but it has held true to its history of violating the rights and health of people around the globe. Monsanto is a 100% committed to the sale of their seeds of destruction no matter what it takes: bullying, infiltration of high government offices with company friendly individuals, or intimidation. The organic movement has taken up the standard against Monsanto's machinations in court as well as through grassroots education and activist efforts. The organic revolution is Monsanto's Achilles heel, and its goal is a world without Monsanto.

I mean I know Russia and China will go through with their plans no matter what. It's just so obvious the global warming agenda is a sham and they just want to impose their UN agenda 21 on the United States. It's all a matter of controlling the population and not about environmental concerns.

Russia is putting the finishing touches on the first of 8 new massive floating nuclear power plants. It plans to use the behemoth energy generators in the Arctic ocean to power the search for new oil and natural gas deposits. The reactors are built on giant platforms that resemble huge cargo ships, each one carrying a staggering $336 million price tag.
With its new power plants, Russia hopes to secure as much of the unclaimed Arctic resources as possible, further cementing its position as a major player in world energy resources.
The country is also interested in selling or leasing the power plants to other nations, and has already received interest from China, Indonesia, and Algeria. Currently, only one of the planned fleet exists, so any deals would still be many months or years from being struck.
Japan's recent earthquake, tsunami, and subsequent reactor meltdown has given us a small taste of the ever-present dangers surrounding nuclear power. Some countries, like Germany, took the deadly event as a cue to lessen their dependence on the clean but volatile energy source, even going so far as to eliminate their entire nuclear power plant network over the next decade.
Despite the many apparent dangers that a floating nuclear plant could face (there are literally too many to list), the Russian energy community seems rather confident with its plan. "There's no need to worry about our technology. We have 50 years experience operating nuclear-powered icebreakers in extreme conditions," says a spokesman.
But the concerns with the new plants aren't focused on whether the Russian nuclear operators know what they're doing, it's the unpredictable nature of the Arctic ocean, and the thought of the huge ships falling into the wrong hands, that has people up in arms. Imagine turning on the news to learn that a rogue military group has hijacked a nuclear device the size of a small town? Now that's scary.

BHUBANESWAR, India (AlertNet) - India faces a tough choice between preserving its forests and digging up the valuable minerals that lie beneath them. Nowhere is this more obvious than in Orissa State - home to 35 percent of India’s iron ore resources, which it is exploiting fast.
Orissa’s production of iron ore alone increased seven times in the decade to 2009, topping 77 million tonnes as global demand, particularly from China, drove export prices higher. The state is also rich in bauxite, chromites and coal, holding 55 percent, 95 percent and 24 percent of India's total deposits respectively.
Orissa has close to 600 mine leases, covering around 97,000 hectares. During a mineral rush from 2002 to 2008, the state signed 49 investment deals worth around $44 billion dollars (1,981 billion rupees). Last year, mining operations produced minerals worth $3.8 billion (171 billion rupees), according to the Federal Ministry of Mines.
This represents a rich haul for one of India’s poorest states. The problem is that the most valuable mineral reserves are found beneath and around the edge of Orissa’s ecologically sensitive forests, which cover nearly a third of its land area.
Some 40 percent of the state’s population depend partly or fully on these forests for their livelihood, subsisting on less than $2 a day. Around half that group are tribal communities who live in the forests, putting their way of life at risk from mining activities.
Launching an analysis of draft mining legislation this month, the Centre for Science and Environment (CSE), a New Delhi-based research and advocacy organisation, said mining generates wealth, but at a substantial cost to development, the environment and marginalised groups, who find themselves excluded from its economic benefits. “A clear illustration of this can be seen in India’s major mining districts - some of which are in Orissa - which rank among its poorest and most polluted,” it said.
ECONOMIC AMBITIONS
India aims to grow its GDP by around 9 percent year, meaning it needs to create 10 million job opportunities annually, including in the mining sector.
But the aggressive pursuit of energy-intensive mining, together with Orissa’s ambition to become a major coal-fired energy supplier to the national grid, is putting great pressure on the environment through changes in land use and forest degradation.
“It is a sad irony that tribal people who for centuries preserved forests and have contributed least to greenhouse gas (emissions) will bear some of the worst effects of not just loss of livelihoods, but with forests gone, that of climate change too,” said Badal Tah of Ankuran, an NGO that supports community rights in Rayagada, which has experienced prolonged conflict over bauxite mining.
In the past decade, Orissa has suffered extreme heat waves, unpredictable rainfall patterns, floods and cyclonic systems sweeping in from the Bay of Bengal – which scientists increasingly link to global warming.
“The climate impact aspect of mining has until now been swept under the carpet, to be dealt with later,” India’s Environment Minister Jairam Ramesh told journalists at a media workshop in Delhi organised by the U.N. Environment Programme (UNEP) to mark World Environment Day earlier this month.
“There is however no magic bullet to effect the balance between development, the aspiration of rural communities to a better lifestyle and growth of the mining industry in Orissa.”
Ramesh said decisions should be made on a case-by-case basis, but the biggest challenge is to transform the way people look at forests. “If 250 million people in India who depend on forests are not made partners … conserving our forests will become difficult,” he added.
Achim Steiner, UNEP executive director, said the world has yet to fully recognise the importance of forests, relying too heavily on technology to overcome economic constraints. Green growth should not be regarded as anti-industrial, but as a way to minimise industry’s harmful impacts, he added.
“Forests are at the centre of India’s rural economy, yet in terms of development we see no expansion of ecological infrastructure,” he told reporters at the workshop, which focused on the ecosystem services forests provide.
COMPENSATION PAYMENTS
The battle to save India’s forests, particularly those sitting atop minerals, is becoming more intense. Judicial interventions have been used increasingly to prevent corporate exploitation through mining.
In a landmark 2002 ruling that ordered the closure of one of India largest mining entities, the Kudremukh Iron Ore Company Ltd (KIOCL) in Karnataka, for violation of forest and wildlife laws, Supreme Court Justice Arijit Pasayat said that “by destroying nature we are committing matricide, having in a way killed Mother Earth”. The court had faced a choice between “an eco-friendly approach” and “a dollar-friendly approach”, he said.
The federal government has since taken steps to make industrial growth in India greener, particularly the mining sector.
They include the introduction of a system to collect money from industrial user agencies, which mainly comprise mining companies that operate on forested land. They must pay compensation to the government based on the value of the standing forests, which is then used to replant trees of an equivalent value in a different area.

Bobbing in and out of his chair, a spritely six-year-old boy answers “Mignon” when asked his name. Mignon means “cute” in French. The name suits him, but unfortunately his life has become anything but cute.
Mignon and his father, Tiehi Didier, are staying a camp in Duékoué, Côte d’Ivoire sheltering 10,000 of the more than 500,000 Ivorians forced from their homes after several months of bitter, post-election fighting. And the heartbreaking story of how son and father arrived here speaks to why CARE has created a “listening center” to provide professional psychosocial support for survivors of Côte d’Ivoire’s brutal violence.
Two months ago, Mignon and his mother traveled to Dabou, a coastal town where his mother regularly bought cassava to sell near their home in Abidjan. Like most Ivorians, Mignon’s mother did not own a car, so, as is quite common there, they shared a ride home with a stranger. As the car neared Abidjan, they were stopped at a roadblock. Unbeknownst to Mignon’s mother, the driver of their car had a gun. When the people manning the roadblock found the driver’s gun, they ordered everyone out of the car.
“They cut off the driver’s head,” Mignon says quietly, “Then they told my mother to close her eyes. She closed her eyes and they shot her with the gun and cut her arms with a machete.” Mignon gestures to his own arms to show where the men cut his mother, then gets up from his chair and runs behind his father.
“Mignon ran home to find help,” Tiehi says. “And his aunt called me.”
Tiehi hopes the listening center’s social workers will be able to help Mignon. A school administrator, Tiehi says he understands the importance of counseling gravely traumatized children. Tiehi was traumatized during the post-election violence, too. Separated from Mignon’s mother, Tiehi was living in Bloléquin during the attacks. Not only was his house burned down, but he was imprisoned as well.
“I was chained by the ankles for four days. They thought I was with a rebel group and I finally convinced them to let me go,” he says. Tiehi and Mignon, along with Tiehi’s wife and their four other children found shelter at the camp for internally displace people in Duékoué.
“I don’t know what to do with Mignon,” Tiehi says quietly. “He can’t sleep. He has no distractions. He keeps asking to go back to school, but now I have no money for school. We have no home.”
Working with the local partner ASAPSU, the CARE listening center offers private one-on-one sessions where these victims of violence can work through feelings of grief, fear, sadness, and revenge. The listening center also provides referrals to professional psychologists for the worst cases of severe trauma. It’s a crucial first step, not only for personal healing, but for preventing further violence and working towards reconciliation.
CARE has extensive experience implementing programs that strengthen the bonds between different groups in Cote d’Ivoire: Muslims and Christians; planters and cattle farmers; Boso fishermen and local fisherman. CARE continues to believe that the forces bringing them together are stronger than those pulling them apart.

BEIJING - Human rights group Amnesty International called on Thursday for China to stop the harassment, arbitrary detention and torture of human rights lawyers, part of what it said was an "uncompromising" series of steps to rein in activists.
"(Chinese authorities) are not only failing to ensure protection for human rights lawyers and others seeking to provide legal services, but are actively undermining their work through legislative, administrative and practical measures," the group said in a report.
"If lawyers and legal workers are rendered incapable of challenging human rights violations committed by those acting in an official capacity, there can be no effective protection of human rights in China."
It said the authorities must recognise that lawyers are independent of the state.
"I want to stress that China is a country of rule by law," Foreign Ministry spokesman Hong Lei told a regular news briefing in response to the report. "These so-called enforced disappearances and arbitrary detentions don't exist."
This week during a visit to London, Premier Wen Jiabao again promised China's citizens democracy and human rights, though activists say there is little prospect the ruling Communist Party will relinquish its vast powers.
Since February, China has cracked down on potential political challengers, worried the anti-authoritarian uprisings in the Arab world could inspire protests against one-party rule.
More than 130 rights activists and human rights lawyers have been detained or "disappeared" without charges, according to Amnesty, noting that out of more than 204,000 lawyers in China, only a few hundred dare tackle human rights cases.
China's loose network of human rights lawyers emerged a decade ago, using a mix of litigation, publicity and lobbying to challenge arbitrary detention, restrictions on speech and other limits on citizens.
For a few years, that "rights defence" campaign scored some successes, and helped defend dissidents and protesters facing trial for challenging Communist Party rule.
The movement now faces pressure as the party pushes back against activism as it prepares for a hand-over of power to a new generation of leaders from late next year.
"Of course this has directly influenced citizens' ability to receive help, especially those who the government has deemed dissidents," rights lawyer Shang Baojun told Reuters.
"There are very few lawyers prepared to represent them now. Obviously, this will impact on the progress of democracy and the rule of law in China."
When they do get released, many of these rights lawyers have remained largely silent.
Jiang Tianyong, who was seized in February by security officers and held for two months, told Reuters last week that there were "a few conditions", referring to the terms of his release, including that he not speak to the foreign media.
China's best known rights lawyer, Gao Zhisheng, has been missing since April last year, when he resurfaced briefly after being abducted from his relative's home in Shaanxi province in early February 2009.
Others have been victims of violent attacks, according to rights groups, including blind legal activist Chen Guangcheng.

John Lennon was a closet Republican, who felt a little embarrassed by his former radicalism, at the time of his death - according to the tragic Beatles star's last personal assistant.
Fred Seaman worked alongside the music legend from 1979 to Lennon's death at the end of 1980 and he reveals the star was a Ronald Reagan fan who enjoyed arguing with left-wing radicals who reminded him of his former self.
In new documentary Beatles Stories, Seaman tells filmmaker Seth Swirsky Lennon wasn't the peace-loving militant fans thought he was while he was his assistant.
He says, "John, basically, made it very clear that if he were an American he would vote for Reagan because he was really sour on (Democrat) Jimmy Carter.
"He'd met Reagan back, I think, in the 70s at some sporting event... Reagan was the guy who had ordered the National Guard, I believe, to go after the young (peace) demonstrators in Berkeley, so I think that John maybe forgot about that... He did express support for Reagan, which shocked me.
"I also saw John embark in some really brutal arguments with my uncle, who's an old-time communist... He enjoyed really provoking my uncle... Maybe he was being provocative... but it was pretty obvious to me he had moved away from his earlier radicalism.
"He was a very different person back in 1979 and 80 than he'd been when he wrote Imagine. By 1979 he looked back on that guy and was embarrassed by that guy's naivete."

European judges ruled today that regardless of how bad their crimes are, the convicts can never be sent back.
Today in the landmark decision, two Somalis - Abdisamad Adow Sufi and Abdiaziz Ibrahim Elmi - won their appeal against deportation.
There are now fears that up to 200 more criminals could be allowed to stay by declaring they will be tortured if sent back to their country of origin.
Strasbourg judges ruled that the two Somalis could not be sent back to Mogadishu - despite serious convictions.
Both Sufi and Elmi have convictions for a number of serious offences.
In the case of Elmi, 42, it is robbery and supplying class A drugs cocaine and heroin and in that of Sufi, 24, it is burglary and threats to kill.
The European Court of Human Rights also awarded Sufi and Elmi, both currently in UK immigration detention centres, £12,500 and £6,700 respectively for costs and expenses in bringing the case.
Sufi, 24, claimed asylum in the UK in 2003 on the grounds that he belonged to a minority clan persecuted by Somali militia. His account was rejected as not credible and asylum was refused.

A US drone fired on two senior commanders of Somalia's Shebab Islamist insurgency after they were found to have ties to Al-Qaeda, the Washington Post reported late Wednesday, citing US officials.
The strike last week is believed to have wounded the two leading militants and came amid increasing concern among US officials about growing ties between Shebab and the global terror network, the Post said.
"They (Shebab fighters) have become somewhat emboldened of late and, as a result, we have become more focused on inhibiting their activities," it quoted an official as saying. "They were planning operations outside of Somalia."
The US military could not immediately be reached for comment.
The official quoted by the Post said the two commanders had "direct ties" to Anwar al-Awlaqi, a charismatic American-born preacher believed to be hiding in his family's native Yemen.
The US military has carried out a number of attacks in recent years against top Al-Qaeda militants believed to be hiding in Somalia, but last week's incident appeared to be the first drone strike, the Post said.
Last Thursday residents reported huge explosions near Kismayo, a southern port town controlled by Shebab, followed by the sound of aircraft.
A Shebab official in the area said his men had reported an aerial bombing raid on a Shebab base that wounded several fighters, including foreigners, and that he believed it was carried out by US aircraft.
In January 2007 a US air raid left dozens of people dead at Ras Kamboni in the far south of Somalia. It was coupled with a second raid 155 kilometres further north.
One of the presumed targets of those raids was Al-Qaeda's chief in east Africa Fazul Abdullah Muhammad, who was gunned down earlier this month in a shootout at a roadblock in Mogadishu after he made a wrong turn.
Fazul was believed to be behind the August 1998 embassy bombings in Nairobi and Dar es Salaam, the worst attack by Al-Qaeda until the September 2001 attacks on the United States.
Outgoing CIA chief Leon Panetta, who is poised to become the next US defense secretary, said earlier this month that the Shebab were looking to extend their operations and carry out attacks abroad.
The Shebab still control most of south and central Somalia and roughly half of the capital Mogadishu despite gains in recent months by the African Union AMISOM forces that are propping up the Shebab-opposed transitional government.

Amazon has been butting heads with many states that feel the e-commerce giant needs to be paying taxes alongside brick-and mortar businesses. Now, Amazon has vowed that it will terminate its Callifornia Associates Affiliate program in response to a sales tax bill part of an effort to balance the state’s budget. The Amazon ax was just waiting for Jerry Brown to sign the bill into law, and since he’s done so, there’s nothing standing in the way of making good on their threat.
The new law, starting friday, collects sales tax when commissions are paid to Internet sites in California (affiliates) as well as from companies with a physical presence in the state. There are roughly 25,000 affiliates located in California garnering referral fees from the program.
Both Amazon and Overstock.com say that they will stop paying out commissions on those referrals. According to the LA Times, these affiliates combined paid $152 million in California income tax in 2010, but many will most likely be leaving the state thanks to the legislation. Amazon protests that this bill is unconstitutional. Dubbed the Amazon Tax, this piece of legislation closed a supposed loophole that allowed online companies to skirt through. In 1992, the US supreme court ruled that states couldn’t collect a sales tax on business without a physical presence in the state, which included the Seattle based Amazon company.
California officials expect to raise $317 million annually from the new budget legislation. The basic sales tax will also be dropping to 7.75% by the end of the week, so these new events may lighten the blow of Amazon pulling out. The sales tax passed two weeks ago, but Jerry Brown had vetoed the entire budget bill at the time. Amazon sent out the following email to affiliates, detailing its position and the consequences if the law become reality.
“Hello, For well over a decade, the Amazon Associates Program has worked with thousands of California residents. Unfortunately, a potential new law that may be signed by Governor Brown compels us to terminate this program for California-based participants. It specifically imposes the collection of taxes from consumers on sales by online retailers – including but not limited to those referred by California-based marketing affiliates like you – even if those retailers have no physical presence in the state.
We oppose this bill because it is unconstitutional and counterproductive. It is supported by big-box retailers, most of which are based outside California, that seek to harm the affiliate advertising programs of their competitors. Similar legislation in other states has led to job and income losses, and little, if any, new tax revenue. We deeply regret that we must take this action.
As a result, we will terminate contracts with all California residents that are participants in the Amazon Associates Program as of the date (if any) that the California law becomes effective. We will send a follow-up notice to you confirming the termination date if the California law is enacted. In the event that the California law does not become effective before September 30, 2011, we withdraw this notice. As of the termination date, California residents will no longer receive advertising fees for sales referred to Amazon.com, Endless.com, MYHABIT.COM or SmallParts.com. Please be assured that all qualifying advertising fees earned on or before the termination date will be processed and paid in full in accordance with the regular payment schedule.

On Tuesday, the United Nations again made itself an international laughing stock – except perhaps to the American taxpayers who continue to foot 22 percent of the bill – by appointing North Korea chair of the U.N. Conference on Disarmament. That would be the same North Korea that, according to an article this week by Senator John Kerry, head of the Senate Foreign Relations Committee, has “twice tested nuclear weapons…is developing missiles to carry them…has built facilities capable of producing highly enriched uranium for more nuclear weapons” and has defied a U.N. arms embargo by exporting weapons and sensitive technologies to rogue regimes.
Alas, Senator Kerry is also one of the lead champion of the United Nations in the Senate. According to the U.N., "The Conference is funded from the UN regular budget, reports to the General Assembly and receives guidance from it."
North Korea assumes the Conference chairmanship by being the next state in the alphabetical rotation of the 65 members, which include five nuclear weapons states and 60 other countries such as Iran and Syria. North Korea will preside over the Conference for a four working-week period.
North Korea’s representative, So Se Pyong, was enthusiastic about his new job. He announced that he was “very much committed to the Conference” and that during his presidency he “welcomes any sort of constructive proposals that strengthened the work and credibility of the Conference on Disarmament.” He also said that “he would do everything in his capacity to move the Conference on Disarmament forward.”

On Wednesday, the U.N. General Assembly elected Iran one of its vice presidents and Qatar as president, each for a year-long term starting in September. At one and the same time the Obama State Department has been blanketing the airwaves with speeches on this administration’s love affair with the UN under the title “principled engagement.” But with Wednesday’s U.N. elections, what kind of principles might the Obama administration be talking about?
In theory, the mission of the General Assembly includes making “recommendations for the purpose of…assisting in the realization of human rights and fundamental freedoms.” But that’s only in theory
In practice, though, the Qatari president of the General Assembly, and his new right-hand, Iran, have something else in mind. In their first couple of weeks on the job, they will have two contentious orders of business – the U.N.’s Durban III racist “anti-racism” conference scheduled for September 22, 2011 and the Palestinian effort to seek statehood without having to accept a Jewish state. There are now some very clear indications of their strategy.
Last week, the General Assembly adopted a resolution planning the Durban III conference, an event intended to “commemorate” the anti-Semitic event held in Durban, South Africa in September 2001. Durban II took place in Geneva in 2009, and it was headlined by the most famous advocate of genocide today, Iranian president Mahmoud Ahmadinejad. The Durban III plans entail an opening session with a select group of speakers – including none other than the president of the General Assembly.
It is instructive to recall what Qatari General Assembly president Nassir Abdulaziz al-Nasser will have to commemorate. At the first Durban conference on “combating intolerance and xenophobia” the head of Qatar’s delegation, Abdul-Rahman H. Al-Attiyah, declared: “all the Israeli heinous violations are justified as a means to bring back every Jew to a land that they raped from its legitimate owners and denied them their right to claim it back.”
Al-Nasser will, undoubtedly, also reflect his emir’s current agenda. During the opening days of the General Assembly in September 2010, Sheikh Hamad bin Khalifa Al-Thani, said: “the war on terror…has plunged us into a kind of war with no limits, nor end, nor logic, nor legal or moral conditions. ..[W]e believe that even as the phenomenon of terrorism exists, it should not be treated by waging wars…To the contrary, it has…undermined the efforts made in dialogue among cultures.”
As for his Iranian sidekick, he’ll have plenty to keep him busy. According to U.N. rules, vice presidents of the General Assembly fill in for the president with “the same powers and duties” on the many occasions when “the President finds it necessary to be absent during a meeting or any part thereof.” They also serve on the governing body of the Assembly, the so-called General Committee, which draws up proposed agenda items and the priority of items – like how to handle a Palestinian statehood resolution, for example.
Iran’s U.N. ambassador, Mohammad Khazaei, lost no time to make it clear what his country plans to do with its new status as a U.N. role model. “Membership in the General Committee is a good opportunity to assert fair positions in the world order…[and] be instrumental in planning the meetings of the Assembly and the arrangement of internationally significant issues for inclusion in the agenda of the Assembly,” Khazaei told Iranian PressTV. He then specifically cited the “important issue” of the “Durban Conference focusing on racial discrimination.”
No subtle diplomatic skills are required here. At Durban II, Ahmadinejad, again denied the Holocaust and the “pretext of Jewish sufferings.” At last year’s General Assembly he declared that 9/11 was an inside job and Jews control the world: “the U.S. government orchestrated the attack…All values, even the freedom of expression, in Europe and in the United States are being sacrificed at the altar of Zionism.”
The Durban III resolution also has a few other wake-up calls for the Australians, New Zealanders, and European Union states still sitting on the sidelines about whether to participate. (The Canadians, Israelis and Americans having already pulled out.) For the first time in its history, the General Assembly will suspend part of its opening session to corral world leaders – who refused to attend Durban I and II – into attending Durban III, thus turning it into a summit. The move is so unusual that the resolution was careful to declare “that arrangement does not constitute a precedent.”

The struggle for the future of Venezuela after Hugo Chávez may already have begun. But, millions of Venezuelans have been holding their next breath wondering whether Chávez is drawing his last. Silent video and still photos released from Cuba late Tuesday are not terribly convincing.
Whatever happens to the ailing leader, the fact remains that Chávez’s regime has outlived its viability, and no Venezuelan should waste a moment pretending that they will mourn its passing.
Leaks from nervous aides who have been at Venezuelan leader Hugo Chávez’s bedside in Cuba since June 10 reveal doubts about whether he will return to the helm in time to head-off a violent power struggle within his regime. Vying for power in Caracas are Cuban-trained ideologues that hold key posts today, corrupt cronies desperate to keep their stolen fortunes, and narco-generals worried that their crimes will be exposed once the regime disintegrates.
If these groups clash, Venezuela will likely descend into chaos. If they form an unholy alliance, they would probably agree to scuttle the presidential elections that are scheduled for next year.
Making matters worse, the opposition has left the Venezuelan people guessing whether democratic politicians are capable of competing for the country’s future if the regime begins to unravel.
The opposition’s reticence may be due to the fear that Chávez is lying low to draw rivals out in to the open. However, Chávez’s confidants in Cuba have been genuinely worried about Venezuela’s governability and they are anxious to reassure ardent followers and the military that their leader will recover fully. It is telling that the loquacious Chávez is unable to place a simple phone call or to offer a reassuring word in the recent video.
Like most dictators, Chávez couldn’t care less about a transition plan or the fate of his followers. His refusal to relinquish management of the government to a successor has left some of the normal functions of government paralyzed. There are reports that some corrupt military officers are scurrying out of the country on unscheduled vacations. Chavistas are disheartened, and millions of Venezuelans who have been abused by the regime are ready to settle scores.
If Chávez does not return to his duties soon, or ever, the ideologues, cronies, and criminals on his team may begin a shoving match. In the last several years, Chávez has replaced notoriously corrupt aides who were once his top echelon (Diosdado Cabello, Jessie Chacon, Jose Vicente Rangel, et al) with dull, Cuban-trained ideologues like Vice President Elias Jaua. Jaua and his team are distrusted by the narco-generals, who may throw in with Cabello and company (who have looted tens-of-billions from the treasury) to try to arrange a soft landing for their criminal regime. One thing these groups will agree on is that they cannot risk the accountability that would come with elections. Even if Chávez were to return, his absence has done significant damage that would leave him limping toward presidential elections next year.
Insecurity may explain the silence of most Chavista leaders. But the lack of any thoughtful message from the opposition setting the stage for a “transition moment” is difficult to understand. Now is the time when an attentive public is open to messages about recovering the Venezuela’s democratic republic; competing for the future through free and fair elections; recovering trust between the people and their leaders; rebuilding an inclusive, healthy economy; defending national sovereignty; dismantling the repressive apparatus and restoring the rule of law; and bringing the Venezuelan nation back together.
Opposition leaders should be carrying this sort of agenda to every town, website, and Twitter account in the country and beyond. And they should be dispatching teams to communicate with the international community about their vision for the future. Some nervous Chavistas may snarl at their rivals offering a hopeful alternative, but the vast majority of Venezuelans will surely welcome a bit of clarity about what the future holds for them. Indeed, the only people who should fear such message are the many criminals, terrorists, and client states that have feasted at the expense of the Venezuelan people for the last decade of Chavismo.
If Chávez recovers, he can join the debate. If he does not, everyone will know that the same democrats who won a majority of the votes in the National Assembly elections last September are ready to stand up to claim their country’s future.
Every decent government – including the democracies of the Americas and particularly the United States - should make it clear that they will stand with them.

KAUKAUNA — As changes to collective bargaining powers for public workers take effect today, the Kaukauna Area School District is poised to swing from a projected $400,000 budget shortfall next year to a $1.5 million surplus due to health care and retirement savings.
The Kaukauna School Board approved changes Monday to its employee handbook that require staff to cover 12.6 percent of their health insurance and to contribute 5.8 percent of their wages to the state’s pension system, in accordance with the new collective bargaining law, commonly known as Act 10.
“These impacts will allow the district to hire additional teachers (and) reduce projected class sizes,” School Board President Todd Arnoldussen wrote in a statement Monday. “In addition, time will be available for staff to identify and support students needing individual assistance through individual and small group experiences.”
The district anticipates that elementary class size projections for next year will shrink from 26 students to 23 students. Class sizes for River View Middle School are expected to fall from 28 students to 26 students.
Kaukauna High School classes could be reduced from 31 students to 25 students.
The new rules and updated operating budget also institute $300,000 in merit pay for staff next year, to be awarded at the school board’s discretion.
State Rep. Jim Steineke, R-Vandenbroek, who represents the 5th District, which includes Kaukauna, issued a statement Tuesday heralding Act 10’s impact on the school district’s budget.
“When (Act 10) was being passed, there was so much misinformation about how this bill would hurt schools,” Steineke wrote. ‘But, as time has passed, it is becoming clearer that this bill gives schools the tools they need to create a better learning environment for the children of Wisconsin.”
In April, the school board rejected a proposal from the Kaukauna Education Association to extend the union’s contract and incorporate pension and healthcare concessions along with a wage freeze, a move the union projected could save the district about $1.8 million next year.

Thousands of newly retired school administrators will earn more during retirement than most Californians will make during their working careers.
The number of educators receiving $100,000-plus annual pensions jumped 650 percent from 2005 to 2011, going from 700 to 5,400, according to a Bee review of data from the California State Teachers' Retirement System.
Though they make up just 2 percent of CalSTRS pensions, six-figure payouts are a focus of pension reform discussions under way at the Capitol. Six-figure retirees eat 7 percent of CalSTRS benefits and can ultimately get millions more than they put into the system.
Booming administrator salaries are largely behind the trend. Public school superintendents, on average, earned $168,000 in base pay last year, roughly 56 percent more than they did 10 years ago, according to data from the California Department of Education.
"Top-level management … start their careers at a higher wage level, see larger percentage increases than their classroom colleagues, and they still manage to work long careers," said CalSTRS spokesman Ricardo Duran.
A series of benefit enhancements a decade ago also explain the rise. Experienced teachers and administrators can now make a pension equal to 2.4 percent of their highest pay for each year of service, up from a flat 2 percent. Largely as a result, more than a third of the state's six-figure pensioners earn more each year in retirement than they ever did on the job.
The number of six-figure pensions will likely continue to rise as more highly paid baby boomers reach the end of their careers.
CalSTRS is the nation's second-largest public pension system, trailing only its cousin, the California Public Employees' Retirement System, which, as reported by The Bee earlier this month, also has seen a surge in $100,000 pensions. CalSTRS serves teachers and administrators in the state's community colleges and school districts.
Like other public pension systems, CalSTRS has financial problems. The value of its assets isn't enough to cover what it has promised in benefits. System officials estimate CalSTRS will be unable to fund benefits in about 30 years unless the Legislature implements higher contribution rates for school districts, employees or the state.
Investment losses, broad pay raises and benefit boosts, not six-figure pensions, are the primary cause of CalSTRS' troubles. Most CalSTRS retirees are teachers, and the average annual benefit for those who retired last year is $49,000.
Big pensions are a drag, though, and they will hamper the system if they continue to grow exponentially. Already, six-figure CalSTRS retirees get $645 million in annual benefits – almost as much as the combined pay of Sacramento County's 11,000 teachers.
"The system says (six-figure pensions) are a tiny percentage of all pensions," said pension reform advocate Jack Dean, who runs the PensionTsunami.com blog. "They are, but they keep growing. I look at it as the tip of the iceberg, and every day it seems to grow."
The $100,000 club
Several of the best-known former superintendents from the Sacramento region earn close to $200,000 a year in pensions, including:
• Sacramento City Unified superintendent Mary Carrillo Mejia, who will earn about $195,000 in pension benefits this year.
• San Juan Unified Superintendent General Davie, who will earn about $181,000.
• Sacramento County Office of Education Superintendent David Meaney, who will earn about $192,000.
Meaney retired in 2004 with 42 years of service, including two years he received free as a retirement incentive. His annual salary increased about 90 percent to $188,302 during his last 10 years on the job, CalSTRS records show.
Asked about his pension, Meaney noted that CalSTRS members generally don't get Social Security benefits. Meaney paid into Social Security when he moonlighted teaching college classes, but he was not able to draw much because of his participation in CalSTRS.
"So people are taking a hit. That is a downside of retiring under STRS in California," he said. The maximum Social Security benefit for a worker retiring at Meaney's age is about $21,000 annually, or about one-ninth of his annual retirement benefits.
In contrast to booming supervisor salaries, average teacher pay – about $68,000 last year – grew only slightly faster than average pay for all California workers during the last decade, state data show. In the Sacramento region, teachers constitute less than 20 percent of educators earning six-figure pensions.

In recent weeks, Hezbollah has moved hundreds of missiles from storage sites in Syria to bases in eastern Lebanon, the French newspaper Le Figaro reported on Saturday.
According to the report, Hezbollah moved the missiles due to the concern that the regime of Syrian President Bashar Assad will fall and that a new Syrian government will cut off ties with Hezbollah.
The report quoted a "Western expert" as saying that intelligence agencies have monitored the movement of trucks from the Syrian border to Lebanon's Bekaa Valley. The trucks contained long-range Iranian-produced Zilzal, Fajr 3 and Fajr 4 missiles.
Hezbollah had been storing these missiles in depots in Syria. Some of the depots are secured by Hezbollah personnel while others are located on Syrian military bases.
According to the report, the movement of the missiles has been problematic, particularly due to concerns that Israel and other nations are monitoring the trucks with spy satellites.
"Hezbollah is afraid that Israel will bomb the convoys," the Le Figaro report said.
The report added that Hezbollah has moved the missiles using means of camouflage more sophisticated than it has used before.
The report also noted that Syrian intelligence and the Al-Quds force of Iran's Revolutionary Guard recently established a joint operations room at the international airport in Damascus. This step was taken as a result of the lessons learned when an Iranian arms plane was intercepted in Turkey in March.
According to the report, the plane, which was on its way from Iran to Syria, was forced to land in Turkey due to a tip American intelligence passed to Turkey. A search of the plane uncovered missiles, mortars and other types of weaponry.
